Message from Cabinet Secretary to All Civil Servants

Dear Chief Secretary,

    Of late there have been some disturbing incidents which call for serious introspection by civil servants. It is important that we ponder over the manner in which we discharge our duties and fulfil our responsibilities and what we need to do to refurbish our image.

    2. Civil servants are appointed on the basis of a fair and open competition. We must respond in full measure to the faith that citizens have reposed in us and meet their hopes and aspirations of good governance. Integrity, honesty, objectivity, impartiality, transparency, accountability and devotion to duty are the core values which civil servants should cherish and which should form an integral part of our decisions and actions.

    3. The issue of corruption needs to be addressed fairly and squarely. The Government’s policy of zero tolerance for corruption must be implemented fully and effectively. Preventive vigilance should be strengthened. Transparency must be introduced in decision making and in all our systems. Stringent action
must be taken against officers found guilty. Disciplinary proceedings must be expedited.

    4. We need to stand by and uphold our core values. Senior officers must set an example and mentor their colleagues. The Civil Services must work whole-heartedly to provide good governance.

    5. Please share these sentiments with all officers. Let us resolve to serve the nation and the citizens in a committed manner.

    There is great injustice with Stenographer Grade-III. Steno Gr-III who have been granted 2nd ACP upto 1.8.2009 in the pay scale of Rs. 5000-8000 have been granted Grade pay of Rs. 4200/- and others Rs. 2800/-. Same cateogory two grade pays. One is drawing Grade Pay of Rs. 4200/- on receipt of 2nd ACP and another is Rs. 2800/- which is disparity and anomaly committee should also check it. Grade Pay of Rs. 2400/- should be given to LDC and Rs. 4200/- to Stenographer, Grade-III @ UDC.

    With the introduction of MACP, the employees placed in Pay Band -1 and Pay Band -2 are worst affected. Because of lots of intermediary grade pays and employees not entitled to grade pay corresponding to hierarchy in cadre, it is better if the employees are given the option to have their pay upgraded on completion of 12 and 24 years of service as per the old scheme itself. This is really beneficial considering the newly introduced MACP scheme.

    The employees placed in Pay Band -1 and Pay Band -2 are the worst affected under the new MACP scheme. With lots of intermediary Grade pays and employees not entitled for grade pay in cadre hierarchy, it would be highly beneficial if the employees are given the option to get pay gradation after completing 12 and 24 years of service as per old ACP scheme which allows pay gradation to the employees in the cadre hierarchy in camparison to the new MACP scheme which is not at all beneficial in any way to the employees, especially those in PB-1 and PB-2

    It is great injustice to the cadre of Stenographers of Field Offices, though the 6th CPC has recommended parity of the staff of field offices and Secretariat, but the Government has not implemented the same, which eating upon the morale of the field staff. Government should think over this serious issue and settle the matter by granting parity between the staff of field offices and Secretariat.
