Subject: Grant of financial upgradation under the Modified Assured Career Progression Scheme.
In supersession of this Department’s O.M. of even number dated 12th January, 2010, the undersigned is directed to say that it has been further clarified by Establishment (D)Assistants / DR Grade ‘C’ Stenographers who have got Non-functional grade (NFG) in the grade pay of Rs.5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earlier.. No further financial upgradation would be admissible to such officials.
All the cadre/sub-cadre authorities are requested to deal with such cases accordingly. (M.C.Luther)

IF ANYBODY CAN CLARIFY WITH RULE NO WHETHER I AM ELIGIBLE FOR THIRD FINANCIAL UPGRADATION? MY DATE OF APPOINTMENT 20/06/1983. FIRST REGULAR PROMOTION IN PB 2 WITH GRADE PAY Rs 4200 ON 13/03/1986, SECOND REGULAR PROMOTION IN PB 2 WITH GRADE PAY Rs 4600 ON 27/04/2008. TOTAL SERVICE -27 YEARS. I HAVE CONTINUED IN SAME GRADE PAY OF Rs 4200 from 1986 to 2008 NEARLY 22 YEARS. R.BALASUBRAMANIAN.
I joined in IAAD in 1976 as Stenographer in the scale of pay of Rs. 330-560/- and subsequently I have been promoted in the scale of Rs. 425-700/- in 1985. Thereafter, promoted in the scale of pay of Rs. 5500-9000 (5th CPC) in 1988. Thereafter, I resigned from IAAD and joined in Min. of Civil Aviation (Railway Safety Commission), Kolkata and promoted as PS in the scale of pay of Rs. 6500-10500/- and consequent on Upgradation of scale, my pay have been fixed in the scale of Rs. 7500-1200 in 2001. Consequent on 6th CPC, I have been given GP of Rs. 5400/- in PB2 w.e.f. 01.01.2006.
I want to know, as I have completed morethan 30 years of services, am I entitled to 3rd MACP and get GP of Rs.6600/- vide DOPT’s recent orders dated 12.04.2010 ?
Please clarify as to what grade pay, to be given to accounts assistants, who have been considered for Rs.6500-10000 scale, prior to issue of MACP orders.

It is not clear as to when dis you join Ministry of Civil Aviation. Whether it was on direct recruitment basis. If so, you may be allowed 3rd MACPS on completion of 30 years from the date of joining MCA or on completion of ten years inthe Grade of of Rs.5400.
as per latest labour bureau indications, DA w.e.f. 1.7.2010 is 9% or more

Sir, I am working in the same pay scale w.e.f 1.4.1991 but sorry to say that no upgradation during 1.4.1991 to till date approximately 19 years in the same pay scale

I HAVE JOINED MY SERVICE IN 7/11/77 UNDER MINS OF LABOUR AND EMPLOYMENT AFTER 6TH CPC MY GRADE PAY IS 4600 IN MACP WEATHER IM ELIGIBLE FOR GRADE PAY 5400.
With DoPT’s order of 12.04.2010, many of the senior Assistants or PAs through promotion from UDCs or Grade-III Stenos, whose date of joining is either 1990 or prior to 1990, have become juniors to the direct recruit Assistants or PAs, who joined in 1990 or after. The only way to remedy this problem is that the Anomaly Commitee considers the entry grade pay of SOs and PSs as 5400 in PB 3. This way at least those who have completed 30 years of continuous service will get the 3rd promotional GP of 6600 as the 3rd financial upgradation like direct recruit Assistants and PAs otherwise it is very embarrassing that juniors have become seniors.
Hope this has been taken up already with the National Anomaly Committee.

I was appointed 1983. completed 12 years on1995 but I got 1st acp arrears w.e.f 1999. I got 2nd acp w.e.f 1.1.2007 completed 24 years. please clarify when I will get 3rd acp.

My query regarding MACP Scheme
My Appointment from 1.4.1978 (Group D Employee)
Ist Upgradation from 14.1983
[after complete five year service, in our orgasaniation every group D employee get three upgrdation: This is only apply for those who were appointed 196-232 Basic Pay (Lowest Basic for any Government Employee) before MACPS]
Second Upgradation 1.4.1992 (GP 2000) Then Selected as an LDC from 23.5.2001 (same GP 2000).
My two upgradation are also remaining this time, One from old and one for under MACP (Three upgradation in entire service 10, 20 and 30 years of service).
Now I am still working in the same pay grade w.e.f. 1992 (i.e. Rs. 2000 GP)
Am I eligible for next upgradation,what is upgradation date ?

I have been appointed as LDC in 10.6.1981, promoted asUDC from 7.7.1989, after that I have not got any promotion, except on ACP (After completion of 24 years. Whether I am eligible for 3rd MACP if so from which date?
sir i join BSF ( cpmf) we.f nov 1985 as constable .i get my next promotion as head contable in oct 1997 on completion of my 12 year serive when declared 6th pay commission i getting pay scale 3200-85-4900 as head constable
in new scale i obtained pay band 2 and my pay band is 5200 – 20200 and my grade pay 2400/-
now my pay fixed in next gradepay 2800 as next macpin the rank of asi but BSF not having asi rank in field formation as g.d duty
sir intimate now any proposal in progress for head constable to si as next macp fixed from 2400 to 4200 becase next promotion of head constable in BSF is in the rank of si not in asi

I joined Ministry of I& B in the Prerevised Scale of Rs.5000/-in 1991 and promoted in the Scale of Rs.6500/ in 1996. Since then, I was in Rs.6500/- i.e. since last 14 years.
The 6th CPC has put Rs.6500/- earlier in Rs.4200/- and then Rs.4600/- Gr.Pay. What is the actual position- of Rs.6500/-(Gr.B-GO) scale in the sixth CPC and what will I get in MACP and when. Pl guide me. Thank you very much.

I have joined in service on 2.7.1982 as LDC and got promotion as UDC on March 1995 i.e. after 12 1/2 years. During 9/2004, I have promoted as Superintendent by DR through competetive examination. Let me know whether can I eligible for MACP? Kindly clarify.

my first financial up gradation in gp2800.second up gradation in 4200.promotion to the post of AAO in grade pay of 4800 in year 2007.
third MACP to the grade pay 5400 (pb2) should be granted on completion of 10 years from the date of promotion or on completion of30 years service whichever is earlier but due to mis-interpretation of new MACP scheme, I have not been granted. please clarify me on my e mail id as soon as posible.
Sixth Pay Commission has placed Hindi Officers in the pay band iii with grade pay of Rs 5400/. However Office of Comptroller and Auditor General is not implementing the same. What is the remedy?

Please clarify about Grade pay. I joined service on January 2004 as a Group’D’ employee , I am a graduate. Now I am drawing a Grade pay of Rs 1800/- but according to Govt order No AB.1401716112008-Estt.(RR) dt 24 Mar 2009 & 12 March 2010 a employee having minimum 3 years qualifying service should get Rs 1900/- as a Grade pay. Is it true? and after 03 years of service i.e 2013 end I will get my first MACP then what is my achievement after 1st MACP. Please also discussed about present promotion structure.
With due deference I am to say that I have joined to the post of Inv.(E.I.) in the department of M.S.M.E, Development Institute, Guwahati on 13.03.1975 in the scale of pay of Rs.425-700. I got my first promotion to the post of Small Industry Promotion Officer (E.I.) on 30.01.1985 on an ad hoc basic in the scale of Pay of Rs. 1640-2900 which was subsequently regularised on 04.04.1994. After completion of 24 years of service I got my 2nd financial upgradation in the next hierarchical grade pay of Rs. 8000-13500 under the Assured Career Progression Scheme launched by the Govt. of India on 9.8.99. I was promoted as Assistant Director in the scale of pay of Rs. 8000-13500. On implementation of the 6th CPC my pay was fixed in the corresponding Pay Band-3 of Rs.15600-39100 in the Grade pay Rs.5400. I am presently posted in Labour Bureau, Chandigarh.
I have completed more than 30 years of service as on 1.9.2008 and have become eligible for grant of 3rd financial upgradation in the next hierarchical grade pay of Rs.6600/- in terms of Modified Assured Career Progression Scheme notified by the Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) vide their office memorandum No.35034/3/2008-Estt(D) dated 19.5.2009.
In view of above it is most humbly requested that I may kindly be granted 3rd financial up- gradation in the grade pay of Rs.6600/- w.e.f. 1.9.2008 with all consequential benefits in terms of MACPS (supra) at the earliest. Needless to say that I am getting retired on 30.11.2010 on attaining the age on superannuation.
Sir,I am working in defence establishment since 07 Nov 83 to till date. My appointment is In Lieu of Combatant till 06 May 1985 ( I am permanently posted to same core on 06 May 1985 ). I am getting 1st ACP on 1-9-99. Complaition of 27 years service I have become eligible second ACP (24 yrs) on 07 Nov 2007 but after 6th CPC my office fixed my grade pay 1-1-06 Rs. 2400/- only.
As per ACP I am eligible to get grade Pay from 07 Nov 2007 for Rs. 4200/- as a second ACP and third MACP (6th CPC) for Rs. 4600/- on 07 Nov 2013.

I got Three ACP But I have been ignored the next promotion and my junior has been promoted by violating first time I have not been conveyed any ACR in my past. There is no financial benifit to me. But I want justice. I was senior and the junior is promoted. Menuplation has been done in my case.My reporting officer is bias and is spoiling my ACR. All these come to my notice when I have been ignored and after my representation the office has given me in writting tha I was not fit for the post of supervisor without ant apparant reason reply to aroramohinder@ yahoo.com that how can I claim my right.

I joined central govt service in earlier pay scale of 5000-8000 on 21-11-1996 and got first promotion on 7-03-2008 in pay Scale of 5500-9000.my querry is whether i am eligible for MACP of higher grade pay because still i am getting 4200 rupees as grade pay.next pay in our promotion is 6500.and persons in this grade are getting 4600 as grade pay.

I joined as a Technician (Rs 380 scale) in the year of 1973 and was promoted to the (scale of Rs 425)-Technical Assistant’s scale in 1979. Further In 1988, I was promoted to scale of Rs 6500 alongwith post of Technical officer. I did not get any ACP benefits. Now as per sixth pay comm. report, scales of 5000, 5500 and 6500 are merged and given grade pay of Rs 4600. On 1-1 2006 I am given grade pay of Rs 4600. Sir, pl. reply what benefit I have in MACP. I am completing 30 years regular service in 2003. On 1st Sept 2008, which grade pay I should get due to MACP?

I have joined Central Government Civil Service as LDC. After 25 years I have been promoted as UDC.At the verge 3 years earlier to my retirement, I had an ACP to next grade of financial up-gradation.
