Expected DA from Jan 2013:- 

Dearness allowance to all Central Government Staff and Pensioners from Jan 2013 will be enhanced by 8% from the existing rates of 72%, i.e. the total Dearness allowance will become 80% from the basic pay of respective employees. Dearness Allowance for CG Staff and Pensioners…

Dearness Allowance to all categories of Central Government employees is being sanctioned by the Government twice in a year, on 1st January and 1st July based on the increase in the average monthly All India consumer price index and it is granted to compensate the price hike above 536 points(Base Year 1982=100) 115.76 Points (Base Year 2001=100). The average increase is calculated up to December for grant of DA from 1st January and up to June for grant of DA from 1st July.

DA is calculated on the basic pay (plus NPA and stagnation increment). Special Pay, Personal Pay etc. are not taken into account for this purpose.

Dearness allowance calculation is based on AICPIN (IW). The statistics has been published by Labour Bureau in the last date of every month for subsequet months. The authentic department of Labour Bureau under Ministry of Labour & Employment computing the Consumer Price Index Numbers for Industrial Workers on base 2001= 100, for this calculation, more than 80 selcted places in over all India and an average monthly consumer prices of 24 essential commodities are taken for the finalise the index.

We are all know that the DA is announcing once in six months i.e., January and July of every year. The index has been taken for the calculation of DA from January to Jnue and July to December. The first instalment was announced in march and the second instalment on September, the next instalment for the year 2012 will be announced by March.

For exact calculation of additional Dearness allowance, the AICPIN-IW received only for two months of July and August. After knowing the index value for remaining four months only, we can compute exact the percentage of additional Dearness allowance from Jan, 2012, even though we can predict with reasonably by our expreience in this field, it may be enhanced minimum of six percent.

    Dear sir, I am working in Ministry from 13/4/2000 as sr. lib. Inf. Assistant and deputed Asst. Lib. & Inf. Asstt. in same Ministry on deputation basis on 31/10/2008 because post was vacant from April 2008. I did not get promotion due to old Recruitment rule (1986)in which ALIO post is Promotional post after 10 years. But After 10 years I represented several times for the same but case is not materialised. Now I got the ALIO post from 26/12/2011 but the date of DPC is 15/12/2011.
    So kindly suggest me that what actual date effective in my case of promotion. is it DPC date?

I mean to know whether the period of training will be included in the period.     Respected Sir,
    I am working as a lecturer in University, before joining university I was a permanent employee (served as a lecturer) of a college and availed a lien of 2 years. At the completion of the lien period, I sent a notice for resignation. By one or another reason I was about one month late to send the notice(instead of 3 months before 2 months) The college charged me a penalty of 3 months payments and not accepted the resignation and denied to give the service book for the pay protection. As I collected the information I came to know that it is a sort of technical resignation and there is no notice period.but it was in case of a central Govt. employee. Shall the same rule applicable for the academic section? Pl. Guide me

    2)There is recently Merger of Cadres of LDC and UDC in ESIC and all other central govt organisations. so after merger whether there should be fixation of basic pay with increment or only upgradation of Grade Pay from Rs.1900/- to Rs.2400/-

    Yes, it is time for demand to establish 7th CPC for CG Employees. If you start, now onwards, the process of establishing 7th CPC will take atleast 2 years i.e., by end of 2013. They will styudy the putforth the recommendations within 2 years i.e., before 2015 ,31st July. Then the accepted recommendations will be announced by the Govt before 31-12-2015 and the recommendations will be implemented w.e.f. 1.1.2016, as per schedule. It is needless to say that the government can not be overburdened with Pay Commission Arrears. No burden on Government, no loss to Employees.
    As said, earlier, the government proposes that no arrears will be paid to CG employees.

    All the CG Employees associations should ask the government for setting up of 7th CPC, now onwards.
    I suggest that 2 separate 7th CPC(i) and 7th CPC(ii) to be set up by the Government. One for the All India Civil Services and the other for other Officers and staff.
    The 6th CPC recommendations are totally favourable for higher cadre staff of All India Civil Services, headed by AICS authorities.

    Respected sir,
    I am employee of BRO (GREF), I am in the post of Hindi typist. Earlier we have a status due to our payments just we are in upper grade but now clerks are downgraded by fixing the payment in the grade pay Rs. 1900/- and all clerks are downgraded their payments. JE and other trades are not much higher in payments before 6th cpc. Now they are very much higher then us. Why, it not justify to us. In my work of experience I saw that we do work as much as other trades do. In GREF we almost do our jobs at Border of India and very remote dangerous areas, we do our best like Military person do. We always do our service in field area through out life. But we have granted grade pay equivalent to peon. And army personnel granted gp 2000 and clerk Rs. 2800/- why? why ? It is not justify to us.

    why is there such a delay in promotion of UDCs to Assistants of CSCS even though the promotion of all the higher grades have already been ordered by DOPT. Even the grant of NFSG to UDCs (Rs. 4200/- grade pay) is not being implemented. What stops DOPT to issue adhoc orders even if there is some minor dispute? Why should only the lower grade UDCs & LDCs only suffer? Please take up the case with DOPT urgently.

    My query is , whether I am allowed to re-imburse the actual full amount paid to the private airlines as Air Fare .

    Apart from proposal of MACP,one more injustice is required to be settled for benefit of the Govt. personnel retired between 1.1.2006 and 31.8.2008 as explained below:-
    MINISTRY OF FINANCE ‘s ORDERS GRANTING ONE TIME MEASURE INCREMENT ON 1.1.2006 FOR ALL OFFICIALS WHOSE INCREMENT FELL DUE BETWEEN FEBRUARY AND JUNE 2006 is not applicable to the retired employees between January to June,2006 which is great injustice and also for loss of one increment in fixation of pay as well as in pension compared to other employees although they were on service/ duty as on 01-01-2006 in the following case :-
    What about the case of a person whose annual increment was due between Feb to June,2006 ( last increment drawn in Feb- June,2005 ) but retired before the normal date of increment i.e. Feb-June,2006? Whether such a person is also entitled to grant of one increment on 1.1.2006 since they were in service on that day (01-01-2006)? if not, such employees will be in a great loss compared to other similar category of employees whose increment is in the month of Feb-June 2006 and retired in July,2006 & onwards as they will get two additional increments on 01-01-2006 & 01-07-2006 and also other consequent retirement benefit.
    Although, as per the confederation’s clarification it is APPLICABLE TO ALL GOVERNMENT EMPLOYEES AS ON DUTY ON 1.1.2006 AND WHOSE DATE OF INCREMENT WAS BETWEEN FEBRUARY AND JUNE, 2006 WOULD BE NOW GIVEN AN INCREMENT IN THE PRE-REVISED SCALE OF PAY AS ‘ONE TIME MEASURE’ AND THEN AGAIN REFIXED WITH ANOTHER INCREMENT IN THE NEW PAY ON 1.7.2006. ALL SUCH OFFICIALS WHOSE PAY WILL BE REFIXED W.E.F. 1.1.2006 SHOULD GET ARREARS AND OFFICIALS WHO RETIRED AFTER 1.1.2006 WILL GET THEIR PENSION UPWARDLY REVISED WITH ALL CONSEQUENTIAL RETIREMENT BENEFITS.
    please clarify the matter. if required, the matter may please be take up again for the benefit of retired employees and also for natural justice.

    Sir,
    I am working as stenographer Grade II (not yet redesignated) in Central Excise department. As per the recommendation of the 6th CPC, stenographer Grade II and Grade I are merged and our Board CBEC has issued the merger order. But the recruitment rules are still being framed and not merged. As per the existings RRs Stenographer Grade II with 2 years of service is eligible to become inspector. Hence we are being denied promotion to the grade of inspector stating that we are grade I stenos. There is no change in the Grade Pay between both. We feel that this is injustice and we should be promoted as inspector whether we are called as grade I or Grade II because we have put up same service as STAs with a grade pay of 2 years. Can the merger be made effective without recruitment rules please clarify??

    i want a clarification regarding the promotion of stenographer to inspector in central excise. I am working as stenographer grade ii.the existing recruitment rules say that stenographer grade ii with 2 yrs of regular service is eligible to bcome inspector along with sta. but due to a merger order issued by board cbec as per the recommendation of the 6th cpc, both stenographer grade ii and grade i have been merged as grade i, but the recruitment rules are yet to be notified. moreover the merger order has retrospective effect from 01.01.2006. because of this the stenographers who have been promoted as inspectors and those who are yet to be promoted as inspectors are being treated differently. thus there is no uniformity. more over the dopt told to amend the rrs and merge the cadre… we feel that the merger order is done without rrs being notified. hence we are being denied promotion as inspector.. stating that we are grade i stenographers whereas rrs speak about grade ii. we feel that it is injustice to state that we are grade i when grade i rrs as well as inspectors rrs are not amended..please clarify whether merger is valid when rrs are not amended??

    As per para 3 of Ministry of Finance O.M., dated the 19th March, 2012 “those Central Government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1-1-2006 in the pre-revised pay scale as a one time measure and thereafter will get their next increment in the revised pay structure on 1-7-2006″.
    From this it is clear all the Government servants whose increment in the pre-revised pay scale fell between February to June, 2006 are entitled to get one increment on 1-1-2006 irrespective whether they retired on 30-6-2006 or thereafter.

    I was appointed as Draughtsman grade-3 in the pay scale of 330-560 as on 03/07/1982 and pay scale was revised to 4000-6000 in 5th pay commision as on 01/01/1996.After that i got promotion in draughtsman grade-2 in pay scale of 5000-8000 as on 27/06/1997 and second acp of 24 years was given to me as on 03/07/2006 in the pay scale of 5500-9000. after that in 6th pay commision i was put in pay scale of 9300-34800 with grade pay 4200 but as on 03/07/2006 after 24 years my grade pay was not changed.now i have completed 30 years as on 03/07/2012, now my case is to be considered and are likely to be sent for upgradation acp/macp.i am now estimator civil/ sr. draughtsman and our department now has also merged the post of grade-1 and grade-2 and grade-3 has also revised desgination as draughtsman and after that promotion is sr. draughtsman(ie draughtsman grade-1 and grade-2)and after that promotion is cheif estimator

    The pay scale of administrative officers in University of Delhi was Rs.8000-13500 in the pre-revised scale i.e.equivalent to the scale of Assistant Professor.After the implementation fo VIth Pay Commission report the grade pay of Administrative Officer is Rs.5500/- where as the grade pay of Assistant Professor is Rs.6000/-.
    In view of the above I request the Govt.of India and University of Delhi authorities to look into the matter and the difference of grade pay of Assistant Professor and Administrative Officer may be made equivalent at par so that the Administrative Officers of DU and its affiliated colleges may face their qrievances in this regard.

    Your Pay Scale in V CPC was in 2550 to 3200. And promoted in july 2007 in pay scale of 2650-3300. As in VI CPC both the pay scale are merged in Grade Pay of Rs. 1800. Question after promotion from 2007 does not arise because after promotion no benefit were given, so your increment month does not change after pay fixation of VI CPC FROM 1.1.2006. You are eligible f or the increment given for those increment falls between feb to june.Also now you are eligible for another inc. promoted in same grade pay. As pay Scale 2550 and 2650 are now in grade pay of Rs. 1800. So contactr your clerk and also take advice of clever Union leader

    Since the time I have joined Cancer Research Institute, Tata Memorial Centre, (August 1992), I regularly received my increment in month of May, but this was till 2001 only. Later on I was promoted from Technician ‘B’ to Technician ‘C’ post in November 2001 with increment of basic pay from Rs. 3710/- to Rs. 4000/- post-promotion. After filling option form, my yearly increment was rescheduled from May to November. I would like to bring to your notice the discrepancy between two increments, last increment which I received was in May 2001 and subsequent one was in November 2002 that means that the duration between the two increments was 18 months instead of 12 months.

    Acording to sixth pay commision, some employees, who were getting yearly increment in May got benefited as
    they received an additional increment, due to the change of increment period to July.

    I would like to request you to kindly suggest me for the above loss.

    Sir, I joined I.T.Deptt. as inspector on 31-03-1983. I got promotion as I.T.O.on 09-03-1995.I received another promotion as A.C.I.T.on 05-11-2008.i retired on 31-05-2008.My A.C.P. for financial up-gradation fell due on 31-03-2007.The Deptt. passed an order by virtue of which i was allowed financial up-gradation under the A.C.P.scheme w.e.f.31-03-2007,in P.B.-2 Band Pay 9300-34800, with G.P. 5400. But i was already drawing pay &allowances in Pay Band -2 w.e.f.01-01-2006 under the CCS(RP)Rules2008.

    Sir, am i not entitled to financial up-gradation under the A.C.P. Scheme in Pay Band -3 with a G.P. of 5400, w.e.f. 31-03-2007. Pl advice.

    4.I WAS PROMPTED AS INVESTIGATOR Grade I with pay same pay scale 0f 5500-9000 and no benefit on October 2007.
    5.Kindly clarify whether I am eligible for 1st MACP ON 1.1.2006 IF NOT? WHEN WOULD BE MY 1st MACP AND WHAT BENEFIT I would get on promotion as AS INVESTIGATOR Grade I wef.2007

    Respected Sir,

    Most humbly, I would like to draw your kind attention to the Ministry of Personnel, PG & Pensions OM No. F.No.38/37/08-P&PW(A) dated 28.01.13 on the subject captioned above. In this context, the pay scale of my father who was retired on 31.07.95 as Senior Audit Officer from office of C&AG is shown through the following table as per recommendation of different Central Pay Commissions :

    4th Central Pay Commission
    pay scale w.e.f. 01.01.86
    Rs. 2200-75-2800-100-4000

    5th Central Pay Commission
    pay scale w.e.f. 01.01.96
    Rs. 8000-275-13500

    6th Central Pay Commission
    pay scale w.e.f 01.01.06 along with grade pay
    Pay Band (PB) : 3 (at serial no. 17) (newly introduced by 6th CPC)
    Rs. 15600-39100
    with grade pay Rs 5400

    After demise of my father on 23.10.10, my mother has been granted basic family pension amounting to Rs 5511 w.e.f. 24.10.10. However, in pursuance of order envisaged at serial no 17 of Annexure to OM dated 28.01.13, mentioned para ante, she would be allowed basic family pension of Rs. 6300 instead of Rs 5511 w.e.f. 24.09.12 i.e. the date of implementation of order alongwith arrears w.e.f. 24.09.12.

    Sir, I have a doubt as to whether the above stated position regarding entitlement of Pay Band is correct or my father’s pay scale would be placed at Pay Band : 2 (at serial no.16) pay scale of Rs 9300-34800 with grade pay of Rs 5400 as he retired prior to introduction of new scale PB : 3 by 6th CPC.

    However, all the present senior Audit Officers are now placed in PB : 3 in the pay scale of Rs 15600-39100 with grade pay of Rs 5400.

    (B) If fresh option is allowed, the fixation of pay will be as follows: (as I am willing to change my option on refixation of pay as done at Sl NO.(C) . I think that if office commits mistakes in fixation of pay, the Govt employees must be asked for a fresh option before rectification of the error committed at official side.

    As can be seen that there is much loss(recovery from 22.02.2006 to till date) and a life time recurring loss has been ordered/decided against me on re-fixation of pay as at Sl. (C ) above and for none of my fault on denial of fresh option w.e.f. 25.05.2007 under DOPT O.M O.M. No. 16/8/2000(Pay-I), dated-25/02/2003. If fresh option is allowed to me, not only the amount of recovery (01.01.2006 to 24.05.2007) would be reduced but also the present pay protected i.e. no change in pay drawn w.e.f 25.05.2007 to till date and my pay would be fixed at much higher stage as at Sl. (A) and (B) above.

    I am to state that my basic pay in the pre-revised scale of clerk was Rs.3200/- (Rs.3050-4980/-) as on 01.01.2006. On 25.05.2007 I was promoted to the post of Accountant (Rs.4500-7000). I passed Departmental Exam SAS (Civil Audit)-2010 and I joined O/o the Pr. A.G (Audit) to the post of Asst. Audit Officer on deputation cum eventual absorption basis on 11.05.2011 on getting transfer from my parent office i.e O/o the Sr.DAG(A&E).

    That sir, after implementation of 6th CPC, on account of lack of knowledge, I opted to fix my pay w.e.f 01.01.2006 and the same gone disadvantageous. On the basis of my option the office (Sr. DAG(A&E) fixed my pay against my option as hereunder : -
    1.1.2006 6060+1900 (CT pay w.r.t Rs.3200 in *fitment table*)
    22.02.2006 7440+2400 ( An ex-cadre post DEO (Rs.4000-6000) fitment table)
    25.5.2007 8370+2800 (Acctt pay w.r.t. Rs. 4500 in *fitment table*
    01.07.2008 8710+2800
    01.7.2009 9060+2800
    01.07.2010 9420+2800

    Later when I joined in the office of the Principal Accountant General (Audit),, they pointed out that my pay fixed by the previous office against my option (1.1.2006) was not in order. As such I had
    submitted a revised option for VIth CPC with effect from the date of my promotion as Accountant, i.e. w.e.f 25.05.2007, but the same was not accepted by the authority and returned the service book alongwith a proposal of recovery of an amount of Rs.1.22 lakh. The fixation of pay has been rectified taking my earlier option (1.1.2006) into account and the current pay has been reduced upto a large extent. Recovery of such a huge sum is very painful for a low level officer and that also for his no fault.

    sir kindly state whether I may be permitted to change my option for switching over 6th cpc w.e.f 25.5.2007 i.e from the date of promotion to the post of accountant so that there would not be any change in my present pay and also the amount of recovery would not be such huge.

    It seems, Cabinet meeting is scheduled to be held on Tuesday, 16-04-2013. Most likely DA announcement will take place on Tuesday. In my past 19 years experience, it is the first time , it happens like this delay. I never seen such a delay. One time, Fin Min is away, in the other time, PM is away of country, what is this nonsense. They know that they are leaving the country, then why not they approve before leaving India for official trips. Lakhs of CG and some other state govt employees and more number of pensioners are eagerly awaiting the announcement of DA by the Government of India. It is too delay.
    Atleast, govt should consider and announce the merging of 50% of DA with Basic and should announce the formation of 7th CPC, immediately, to avoid arrears of Pay And ALlowances.
