GRANT OF FINANCIAL UPGRADATION UNDER THE MODIFIED ASSURED CAREER PROGRESSION SCHEME

OFFICE MEMORANDUM

  

Subject: Grant of financial upgradation under the Modified Assured Career Progression Scheme.

  

              In supersession of this Department’s O.M. of even number dated 12th January, 2010, the undersigned is directed to say that it has been further clarified by Establishment (D)Assistants / DR Grade ‘C’ Stenographers who have got Non-functional grade (NFG) in the grade pay of Rs.5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earlier.. No further financial upgradation would be admissible to such officials.

  

All the cadre/sub-cadre authorities are requested to deal with such cases accordingly.

    CLARIFICATION FOR ACP

    1. I was enrolled in Army (Corps of Signals) as a Sepoy on 21 Dec 1982 and got retired on 01 Jan 2007. After completion of 24 years of distinguished service (12 years served as Havildar)
    2. At present I am in receipt of pay and pension benefit as per 6th CPC recommendation which is made effective wef 01 Jan 2006.
    3. As per Go, MoD vide letter no14(1)/99-D (AG) dt 30 May 2011, MACP to JCOs/OR has been granted wef 01 Sep 2008. As such the pers will be entitled to ACP Scheme of Aug 2003 till 31 Aug 2008. In this regards only two ACP as per letters of 2003, clarify the reason to deny the IIIrd ACP for Nb Sub, who ware retired in between 01 Jan 2006 till 31 Aug 2008.
    4. In view of the above, you may please clarify the reason to deny the ACP for the persons who ware retired in between 01 Jan 2006 till 31 Aug 2008
    5. Therefore, I am requesting your kind honour to take appropriate necessary action to bring all the pensioners who ware retired on and after 01 Jan 2006 at par for the purpose of ACP.

    I am a permanent government servant from 18.04.1991 with details of my service shown below for clarification regarding eligibility of MACP.
    1.Appointed as Steno-III (4000-100-6000), RHFW,
    GoI, Bhopal on – 18.04.1991
    2. Promoted as Steno-II (5000-150-8000), RHFW,
    GoI, Hyderabad on regular basis on 28.03.2000
    3. Technical resigned as Steno-II (5000-150-8000), RHFW, GoI, Hyderabad on 06.10.2000
    4. Joined as Steno-III (4000-100-6000),CLTRI, GoI, Chengalpattu on 09.10.2000

    5. Claimed salary as Steno-III (4000-100-6000) for 2 days (7.10.2000 & 8.10.2000 –Sat. & Sun.)At CLTRI, GoI, Chengalpattu.

    6. Got pay protection of Steno-II(5000-150-9000) in the
    lower pay scale of Steno-III (4000-100-6000) at Rs. 5800/-
    in CLTRI, GoI, Chengalpattu on – 09.10.2000

    7. Got ACP-Ist of 12 yrs. in the scale (5000-150-8000)
    in CLTRI, GoI, Chengalpattu on – 18.04.2003

    8. Fixation of pay under CCS (Revised Pay) Rules 2008
    as per 6th Pay Commission has been fixed by office in
    Pay Band -2, Grade Pay Rs. 4200 (9300-34800)on 01-01-2006

    Hence, as per the above mentioned details, I request you to clarify that whether I am eligible for 20 years MACP and under what Rule will it come under and on which year, 20 years MACP would be applicable to me?

    was appointed as LDC on 28th March, 1988 in the Pay Scale of Rs. 950-1500 (which was later revised to 3,050-4,590 after 5th pay revision), 1st ACP had been granted to me after 12 years of my joining i.e. 28th March, 2000 in the pay scale of rs. 4,000-6,000. In the month of july, 2008 i was promoted as UDC but I refused to avail the same due to domestic compulsions consequently I had been debarred for a period of one year w.e.f. the date of my refusal i.e. 04th August, 2008.

    As i have completed 20 years of service on 28th March, 2008, please tell me from which date I am entitled for 2nd MACP & in which grade pay. My present pay scale if 5200-20200 with 2400 as grade pay. please send the reply by e-mail which are [email protected] or [email protected].

    I was appointed as CT(GD) in BSF in the year 2002 and I was recruited through dept as HC(Min) in the year 2009 and when do I get MACP, please clarify or send any order copy for put up to audit party please

    I have joined in Railways in class IV in the year 1970 and got promoted to Class III in December 1980. Till date I have completed around 40 years of service over all. But I am kept in 4200 basic pay. which appointment has been taken for the purpose of MACP financial upgradation? whether I will get 4600 in MACP or not. murthy AVSS
