EXTENSION OF MACP SCHEME TO CAR DRIVERS
The Government has decided to extend of Modified Assured Career Progression Scheme to Staff Car Drivers of Central Government service.
The important decision taken in the meeting of the Departmental Council (JCM) of Department of Personnel & Training held on 08.05.2010 in respect Agenda Item No. 57.31, it has been decided in consultation with the Department of Expenditure, the benefits of the MACPS shall also be extended to the regular Staff Car Drivers of the Central Government Ministries/Departments/Offices, as a fall back option, if they are unable to get promotion within the percentage based present system.
What says in the Para 13 of the Annexure-I of the MACPS…
The above condition of MACP Scheme accordingly stands modified to this effect, in other words, the Staff Car Driver Scheme and the MACPS shall run concurrently.

Sub: Extension of Modified Assured Career Progression Scheme to the Staff Car Drivers of Central Government.
The undersigned is directed to refer to this Department’s O.M. No.35034/3/2008-Estt. (D) the 19th May,2009 regarding introduction of Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees and to say that para 13 of Annexure-I of the Scheme provides that Existing time-bound promotion scheme, including in-situ promotion scheme. Staff Car Driver Scheme or any other kind of promotion scheme existing for a particular category of employees in a Ministry/Department or its offices, may continue to be operational for the concerned category of employees if it is decided by the concerned administrative authorities to retain such Scheme, after necessary consultations or they may switch over to the MACPS. However, these Schemes shall not run concurrently with the MACPS.
2. 4. All Ministries/Departments may give wide circulation to this decision for general guidance and appropriate action in the matter.

The grade ratio of CMD (Special grade) may be revised into 40% instead of 5% and the implementation of three grade structure by merging the CMD Gde I and Special Gde into one grade in the ratio of 30:30:40 as the 40% senior most CMDs are having more than 24 years of regular service.
TIME BOUND PROMOTION may granted forthwith to Civilian Motor Drivers (Staff Car Drivers) as soon as who are completing 3 years in the grade of CMD grade I as CMD Special grade .
Iwas appointed 1988 at 750 pasic pay after 1990 techincal resignation and apoointed direct recruitment scale of pay 1200 and after 2002 got acp 4625 now macp how to fix my pay band and grade pay please clarified my doubt

i am joined as postal assistant on 27.3.1978.in 1989 i passed departmental examination for inspector of post but the my result with held 1989 to 2005 (16 years)and department given posting as inspector post on notional fixection from 14.8.1991.2nd ACP FROM MARCH 2002as ASP cadre (all order realese by department after my joining as inspector on 24.1.2006) in between in Postal assistent cader department given two finencial benifit on 16(in 1994) and 26(in 2004) years service as TBOP AND BCR.at this time my service is 32years and 9month.my 30 years completed in 2008.my 30 years MACP not realease with plea that i got already 3 promotion. i say that my 16 and 26 year promotion autometicaly saidaside with effect from 14.8.1991.please reply to me my 30 years MACP due or not.

Pl intimate whether Govt has given any decision of the individuals granted 2nd ACP in between from 1.1.06 to 31.8.2008. If so, what grade pay will they get.
