Stepping up of pay Senior Direct recruitees with Junior Direct recruited officials appointed on or after 1.1.2006 The Department of Posts vide its letter No. 1-9/2010-PCC (Pt) dt. 14.09.2010 has provided stepping up of pay of senior direct recruited official with that of junior direct recruited official. (i) Direct recruits like Postman, PA who are appointed prior to 1.1.2006 and gets lesser pay than Direct recruits, they are entitled to step up their pay with that of junior. (ii) This is not applicable to compare promotees with Direct recruitees. The Department’s order has partially sorted out the issue. The main issue that minimum pay in the cadre applicable for direct recruits be applied for promotes also is still pending in JCM National Council level. Let us hope for that also. |

Sir I am waiting since long time for the tremendous anomaly created by the 6th CPC in the pay fixation of the paramilitary force particularly I would like to concentrate to the lower rank i.e. Constable, Head Constable and Asstt. Sub-Inspector, who have promoted or appointed prior 1.1.2006.
Sir Direct recruit of the above mentioned ranks have drawing more basic than the seniors. I have raise these issue before 2 Years ago but, I have been suggested to wait for National Anomaly Meeting.
Now, two more NAC,s was over but till now no strong design has been taken to mitigate the issue regarding the Pay fixation of those ranks why the delay is going on I think only because of there were no Union in the “Discipline Force”
In the end I would like to request to the HOD of NAC to mitigate the issue on top priority basis so that the frustration towards juniors could be avoid.
Let me explain my example comparing new entrant.
I have appointed as a constable on 1.11.1993
I have promoted to the rank of Head Constable on 2000
My basic on 1.1.2006 – 7220+2400 (As per 1.86 factors)
While the new recruit being appointed with – 7500 + 2400 (As per recommendation of 6th CPC)
Why the anomaly is there

That I have basic pay Rs 3880 in my previous pay scale of 5th CPC 3200 -85-4900. as on 01/01/2006. After commencement of recommendation of 6th CPC existing rank of Head Constable in Central Industrial Security forces have been fixed to their basic as on 1.1.2006 multiplying with a musical figure 1.86 and fixed the basic with 10 multiple i.e. Illustration in respect of me
Existing basic = 3880/-
Multiplying by =1.86 = 7216.8 = 7220 + Grade Pay = 2400
Basic as on 1.1.2006 = 9620/-
While the direct recruits in the same rank has been appointed in the basic of RS 7510 + GP 2400 = 9910/- who were appointed on or after 01-01-2006.
In view of above I am anxious to know whether there is any agenda point on this issue before the pay commission or not. I may please be mitigate the difference of pay between the direct appointees and promotes seniors.

I am a govt servant and serving in Assam Rifles (Central Paramilitary Force as a Head Constable (havildar).
That sir, my pre-revised basic pay on 01-01-06 was Rs 3455/- pm in the pay scale of Rs 3200-85-4900/-pm. As per recommendation of 6th cpc Scale of Head Constable of CPMF has been upgraded to Rs 4000-100-6000/- pm. I have been stepped up with reference to the junior a direct recruit appointed on 07-01-2006 and my pay fixed to RS 7510+ GP 2400. You are requested to intimate me whether annual increment on Jul 06 will be applicable to me or not?
