Subject: SENIORITY – Consolidated orders on… The undersigned is directed to say that instructions have been issued by this Department from time to time laying down the principles for determining seniority of persons appointed to services and posts under the Central Government. For facility of reference, the contents of the important orders on the subject have been consolidated as a compilation “Instructions and Guidelines on Seniority”. The number and date of the original O.M.’ has been referred in the relevant instructions* for easy reference to the context. The consolidated instructions include revised instructions on the following: i. Seniority of persons appointed on direct recruitment from the reserved panel at a later date, specifically when the officers from the subsequent selection panel have already joined. ii. Inter-se seniority of two panels of direct recruits, where more than one selection panel are received from UPSC/SSC through letter of same date. iii. Fixation of seniority of a person who has been transferred to a lower post under FR 15-A. iv. Seniority in case of appointment on compassionate grounds 2. Also, certain areas within the existing instructions, which require frequent clarifications, as is evident from the references received from various Ministries/Departments,have also been incorporated under the head “clarification”, for reference. This may be brought to the notice of all concerned for information, guidance and necessary action. 3. The consolidated instructions along with Annexure containing O.M.’sreferred will be issued separately in the form of handbook. 4. Hindi version will follow.

dear sir, im a centel govt. employee of sc catgory. my seniority list is not maintened properly as the rule of nuxer committee.and i request u to kindly judge it and suggest pl.
If one employe had passed Departmental Examnation for one post again whether it is necessary for appear in departmental examination for next post.
In the year 2010, total seven surplus cell nominated employees were re-deployed in the post of LDC in the month of Oct. and Nov., 2010 in a central Govt. deptt. In the same year three Gr. C employees with grade pay Rs. 1800 (erstwhile Gr. D)were promoted to the post of LDC through Departmental Competitive Exam., 2010 in the month of Dec., 2010. As per Recruitment Rule for the Grade of LDC in that department, 85% by DR, 10% Departmental Comp. Exam. and 5% through seniority. DOPT rule says that the employees appointed from surplus cell are to be treated as DR. In view of above, it is to clarify how their seniority will be fixed in the seniority list for the year 2011?
If anyone refuses to take promotion and within 2 months gets transfer to other zonal railways his seniority will be counted from where? Either the date of refusal of promotion or date of joining in railway service. Please clarify.
I was selected as STA 1n 1954 through UPSC in 1979 1n pay scale 550-900 and promoted as PPO in 1988 in pay scale 2000-3500 and then promoted as Assistant Director in 2004 in pay scale of 8000-13500.One of my college was promoted on the said post of STA in 1987 and then promoted as JSO in 1992 in pay scale of 8000-13500 and the said post of JSO has been merged with Assistant Director in 2008 . Can He /She be senior to me .Also hehas been granted 3rd MACP of 6600 As he was appointed as TA.in 1987.while I have been denied 3rd MACP of 6600 due from July 2009.Plase clarify
