OFFICE MEMORANDUM

Subject:    Modified Assured Career. Progression Scheme (MACPS) for the Central Government Civilian Employees – Extension of the benefits to Officers of HAG Scale of Rs.67,000 – 79,000/-.

      Reference is invited to the Department of Personnel & Training’s O.M. of even number dated the 19th May, 2009, wherein the financial upgradation under the Modified Assured Career Progression Scheme (MACPS) has been allowed upto the highest grade pay of Rs.12000 in the Pay Band 4. Consequent upon introduction of the new HAG scale of Rs.67,000-79,000 in replacement of Rs.37,400 – 67,000 with grade pay of Rs.12,000 in PB4, it is clarified that the benefits of financial upgradation under the MACPS shall be available to aforementioned HAG scale also.

2.       All Ministries/Departments may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

    I joined as LDC in the year 1977. Now I have completed 34 years of service. I got third promotion as Section Officer on 01.07.2009. The MACP is effective from 01.09.,2008. i.e. financial upgrdation is after competing 10 / 20 / 30 years of service.

    I have completed 30 years service on 12.04.2007. Still my department has to implement MACP to its staff as per the the guidlines of MACP.

    Whether I am entitled for 3rd financial upgradation under MACP from 12.04.2007 or my third promotion as Section Officer on 01.07.2009 will be counted under MACP.

    Can any one please guide / clarify me ?

    I have joined Defence Accounts Department on 25.09.1982 as LDC, promoted as Auditor in 1994, Sr. Auditor on 19.03.1999. After passing SAS examination appointed as Section Officer (A) on 15.01.2001 (re designated as Assistant Accounts Officer by 6th CPC)and still serving as AAO. Please examine my case and let me know whether I may be granted MACP or not as I have completed my 10 years regular service in the grade as on 14.01.2011.

    Dear Sir,
    I am working in Navodaya Vidyalaya Samitti an autonomous orgnisation under M/O HRD as Catering Assistant having 3 yr Diploma in Hotel Management clubbed in PB-1 with grade pay of 2400 against the recommended PB-2 by the orgnisation. Now the Finance Conmmittee of Navodaya Vidyalaya Samitti under the chairmainship of Financial Advisor of M/O HRD held on dt. 18/02/2011 and recommended to PB-2 with GP-4200 and MACP to all Non-Teaching Employee of NVS. Kindly clear my doubt about the decision of the above committee and structure of MACP.

    I am working in DAE, I have joined this department in 21.12.2987, as a LDC In the year 1997, I was promoted to UDC. Now I am eligible for MACP. Kindly let me know wheather fixation benefit i.e., 3% increament will be allowed to me while fixing my pay, or I will get only Rs.400/- in my GP. My present GP is Rs.2400, kindly clear my doubts
