OFFICE MEMORANDUM
Subject: – Clarification on Children Education Allowance.
The undersigned is directed to refer to DOP&T O.M. No.12011/03/2008-Estt(Allowance) dated 02-09-2008 and clarificatory OM No.12011/16/2009-Estt.(AL) dated 13.11.2009 on the Children Education Allowance(CEA) Scheme, this Department has been receiving references from various Departments seeking further clarifications. The doubts raised are clarified as under:
(i) whether Children Education Allowance would be admissible beyond two children due to failure of sterilization operation. |
The reimbursement of Children Education Allowance is admissible only for the first child born after failure of sterilization operation |
(ii) whether the admissible amount per annum per child (annual ceiling of Rs.15000/-) on account of CEA can be reimbursed in full in the first quarter of the financial/academic year itself |
It is clarified that a Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter. Frontloading of the entire amount in the first and second quarters is not allowed. (ii) A Government servant claim full amount subject to annual ceiling of Rs.15000/- in last quarter. |

I am working in Kendriya Vidyalaya, my first two daughters are studying in higher education,I am having one son studying in class VII in K.V. Am I eligible for reimbursement of children education allowance in r/o my son?
I was UDC in Education Deptt. (Govt.of NCT of Delhi) since 29.5.1998 (pre revised pay scale Rs.4000-100-6000)went on deputation to the post of Research Assistant (RA) in Administrative Reforms (AR)Deptt under GNCT Delhi on 27.4.2006 (drawing Rs.4700 since 1.5.2005 as UDC) in the pay scale of Rs.5500-175-9000 (now Rs.9300-34800+4200). My pay was fixed at Rs.5500 from 27.4.2006 by AR Deptt, minimum of pay of deputation post. At the same time, my friend, junior to me(UDC in Edn. Deptt under GNCT Delhi since 13.8.2001) who was drawing Rs.4400 in the pay scale of Rs.4000-100-6000) joined in AR Dept as Res.Asstt. on 22.11.2005 and his pay also fixed at that time at the stage of Rs.5500. But his pay was fixed as per 6CPC at Rs.10230 as per fitment table(5500×1.86) from 1.1.2006. After 6CPC, my pay fixed at Rs.9300+4200 on date of my joining i.e; 27.4.2006. Am I not eligible to get my pay fixed at Rs.10230 (5500×1.86) from 27.4.2006, if i surrender pay arrears for the period from 1.1.2006 to 26.4.2006 (period of service as UDC). my son’s date of birth is 09.08.2006. Govt allowed childredn education allowance from nursury to twelth. then the audit comes they did not allow reimburse of CEA becuause the son was not completed 5 years and they recovered cea. please clarify when govt allow cea from nursry. What we admit child after completion of 5 years in nursry.
