Revision of Cash Handling Allowance to Cashiers
After implementation of the 6th CPC recommendations to Central Government employees, various special orders issued to revise the rate of allowances from time to time by Department of Personnel and Training. In some orders regarding allowances, the most listening content of that the allowances will be increased automatically by 25% every time the Dearness allowance payable on revised pay scale goes up by 50%. Accordingly there is no doubt to revise the Special Allowances and the Cash Handling Allowance to be increased by 25%, when the Dearness allowance has crossed 50%.
Though, the Dopt has now clarified through the office memorandum [No.4/6/2008-Estt.(Pay II) dated on 13rd September 2011] is that the department’s O.M. No.4/6/2008-Estt.(Pay II) dated 1st October, 2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness allowance payable on revised pay scale goes up by 50%.

I have completed 28 years of service under Ministry of Agriculture and gathered a bitter experience that in the Govt. of India administration UDC’s and LDC’s are very much neglected. UDC and LDC, you may call them as the pillar of administration but still neither they have been honoured financially nor their problems are being attended by any Pay Commission or by the Govt.? Why this disparity is being maintained by Govt.? Whether Govt. is of the opinion that the UDC and LDC may not be required to run the administration? In the sub-office cadre the condition of the UDC and LDC is more pathetic. They have to do attend each and every subject of the administration single handedly whereas there are so many technical staff members posted in the sub offices which do not at all requires. This should be looked into with a humanitarian view of mind by the Govt.
I went through the DOPT order regarding enhancement of various allowances by 25% on crossing the rates of D.A. beyond 50% but till date PAO’s are not accepting / entertaining the enhanced rate of allowances with the comments that until and unless Govt. issues separate order on the said enhancement of allowances the changes in the rate of allowances will not be entertained. My queries is why such type of delay on the part of Govt. is being carried on. Is it not depriving the employees from getting the benefit of 6th CPC recommendations which was also accepted by the Govt.? Why unnecessary delay is caused on the part of the Govt. with the Govt. employees?
I went through the order issued by the DOPT on the above issue. If this was the thing which DOPT has to be say then why they issued order regarding Children Education Allowance? Inspite of the order being so clear, why the Pay and Accounts Offices have been insisting revised orders of enhanced rates of allowances? Unnecessary delay caused by the Government.
