EXPECTED DEARNESS ALLOWANCE FROM JULY – 2010

The second installment for this year (2010) of Dearness Allowance (DA) is awaited with lots of expectations…

  

The main expectation among lakhs of Central Government Employees will be announcement of the next additional installment of Dearness Allowance (DA) for this year….
  
The reasons are many…
  
Employees getting only 3% annual increment for one year and those who are getting promotion, they are also getting only Grade Pay difference + 3% annual increment after waiting for several years. But nowadays employees are getting Dearness allowance percentage much than annual increment due to all commodities price increase.
  
Dearness Allowance is an essential component of salary, it is based on monthly All India Consumer Price Index for Industrial Workers (Base year 2001-100) announced by the Labour Bureau – Government of India from time to time. After 6th CPC only the Government directed that the Dearness Allowance has to be calculated based on AICPIN with the base year 2001-100.
  
We have clearly stated in our site that the Dearness Allowance (DA) from Jan-2010 to Jun-2010 should be 8% with appropriate proof. Some had doubt about this, but the Government accepted and the 8% Dearness Allowance (DA) was announced (19.03.2010) from Jan-2010.
  
As of now, the situation demands increase in Dearness Allowance (DA) from Jul-2010 to Dec-2010 should be 44% and it will confirmed only when the All India Consumer Price Index (AICPIN) for May and June to be published. But when the index value 170 decreases to 165 or low for the next two months, the Dearness Allowance (DA) will be 8%. If it increases from 170 to 173 and above, there is a chance that the Dearness Allowance (DA) shoots up to 10%. Till now, we can conclude that additional Dearness Allowance (DA) will be 9% because there is no relief in the prices of essential commodities. But the Government will be strictly monitoring the situation and control prices that the AICPIN (All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100) value doesn’t go up.

  
In the next year, when DA crosses 50%, all allowances will get a hike up to 25% as per the 6th CPC recommendations. This will bring some relief to the employees.
  
The Pensioners, State Government employees and who are all getting pay as per 5th CPC also looks forward eagerly waiting for the announcement of increase in Dearness Allowance (DA).
  
We have to wait for this announcement for almost two months.

    As you said the D.A is the important component of our salary.Since the unexpected price rise in essential commodities,the D.A plays a major role to meet out the day to day expenses of govt servants daily life.One more website gservants.com also published an article last week on D.A for July,2010 and predicted that July,2010 will witness 9% increase in Dearness Allowance.

    Certainly DA hike will be of minimum ten percent and not below that. It may cross 12 percent but not 9% as reported in some section. The government may attempt to manipulate the price index statistics just to show off that price is within its control. Hence the trade unions and associations are requested to have a watchful eye on the higher ups in the govt especially the Labour Bureau which releases the final figure perhaps the next month.

    So far as I remember no such recommendation made by 6th pay commission.

    there is no information about how mucch da increasing like based 2001 year. Ofcourse da is now 10% should be made. Inflation is out of control by government panel. Fuel price has increased so high. so statical may also add in the da ratio.

    What is minimum benefit on promotion from one post to another carring higher responsibility as it was Rs100/-in 5th PC.If any supervisor( non Gazetted) employee already got GRADE PAY Rs.5400/- in MACPS as per exiting rules and subsequently he qulify the limited departmental examination for promotion to group B Gazatted post Gradepay Rs.5400/-then how he will get fixation in Gazetted post,which is same Grade pay & pay Band-2.whether
    3% increment on promotion would be admissible ? if not than what is the use of departmental examination 30%LDCE Quota ?why not 3% increment should be allow to benefit on promotion to Gazetted post/ please comments & clarify

    As stated that when DA crosses 50%, all allowances will get a hike up to 25% as per the 6th CPC recommendations. This will bring some relief to the employees. Please confirm the procedure as well as criteria and also confirm whether any Govt. Order is required to issue by the Ministry of Finance.

    There should be a one year moratorium on all type of allowances recommended by 6th CPC. Central Government employees already getting too much salary, whereas the working of most of the employees are below satisfactory.

    In response of all of you whose want to know that when DA crosses 50%, EXCEPT H.R.A. all allowances will increased by 25% such as Transport Allowance, Tuition Fee, Cycle Allowance, Washing Allowance etc.

    To all who creep about salaries of the Government Employees, please be informed that the Central Government recruits the best material available in the country through open examinations. They should not be compared with the employees of road-side companies. Grumblers either did not qualify or did take a conscious decision to join and make a robust earning in the blooming economy. So where is the fuss!
    Again, after 30 long years of service when an LDC is expected to become an Asstt, he draws around 24K.This the starting salary at most corporates.

    Dear Friends,

    There are news propagating that DA is 9% from July 2010. It is to be noted that CPI for the month of June 10 has not been published. Hence it is premature to jump to a calculation at 9%. Once the june statistics is out, the real picture will come out. I think DA ought to be 10% or more. A note of warning: The Govt.may try to manipulate the figures and hence anybody well versed in statistics should watch the Labour Bureau announcement.

    One of my staff transferred from N.Delhi to Shillong and claimed TTA at the old rates i,e Rs. 18.00 per km. At Present the government has issued a circular that the rate of transporting charges has revised from Rs.18-00 to Rs. 30-00 w.e.from 1-9-2008 onwards. Is it possible to submit the Supplementary TTA bill. Kindly clarify.

    As per government circular the date of fixation (as per 6 th cpc) is 1st January 2006.As per new circular staff can give revised option for fixation either the date of increment or 1st January which ever is beneficial to the government servant. If the govt servant given for revised option the date of increment, How the department fix their pay for next increment. My date of increment is March.Kindly clarify.

    Sir,
    I am a Stenographer Grade-II working in All India Radio. It is known to everybody that Pay scale (pre-revised scale) Rs.5000-8000/Rs.5500-9000/- and 6500-10500 are merged as per 6th PC recommendation.

    Intially, Grade Pay given to this category was Rs.4200/-. But now, in some other cadre, Grade pay has been revised to Rs.4600/-. But as far as Stenographers in the subordinate offices are concerned, Grade Pay Rs.4200/- continues. There is a conflict amongst AIR Staff that the above category should get Grade Pay of Rs.4600/- on 1.1.2006 itself. What is your opinion ?
