Subject:- Extension in the tenure of the National Anomaly Committee.
The undersigned is directed to refer to para 5 of this Department’s O.M. of even number dated the 12th January, 2009 regarding setting up of Anomaly Committee to settle the anomalies arising out of the implementation of the Sixth Central Pay Commission’s recommendations and to state that it has been decided with the approval of the competent authority to extend the tenure of the National Anomaly Committee up to 31st March, 2011.

Extension in the tenure of the National Anomaly Committee is an excuse of government machinery usually experienced by citizens that grievances of central government employees, say, National Anomaly committee(NAC), as formed by the Govt. of India with an apparent desire that anomalies developed in VI CPC, subsequently voiced by different quarters shall be addressed with solutions in a targeted time sincerely to facilitate reaching of the most awaited fruits by beneficiaries, are not so sincerely/carefully/expeditiously looked into as thought of thereby at a certain point of time or more specifically we can say that with the pace of time and go-slow-attitude make the very important issues, which should have been dealt with seriously, end in smoke. This is a sorry state.Higher ups need introspection of such happening and awake from deep slumber and do their duty as good citizens and justify that they are given so much higher perks.
Respected chairman National Anomaly committee, I am to request you that is the grade pay of LDC of Rs. 1900/- in not injustice with the clerical staff. Group D staff who was getting grade pay of 1350/-, 1600/- 1650/- ect. are place in the grade pay of Rs. 1800/- but no one is thinking about the clerical staff and granted lowest grade pay of Rs. 1900/-, clerical staff is working by getting much responsibilities on their shoulder but no one is thinking about the betterness of clerks. My request is that is the LDC not entitled for grade may of Rs. 2800/- and UDC for 4200/- why always only the clerical staff suffers and gets lowest benefits from the pay commission. At present a LDC getting Grade Pay of Rs. 1900/- but the post man is getting grade pay of Rs. 2000/- is this not a shame for the LDC. Respected Sir, Think about the clerical staff. Thanks.
Respected Chairman, NAC. I fully agree to the statement of Mr. Sanjay Kapoor (dt 23/710). Keeping into consideration the gravity of responsibilities being shouldered by the clerical staff in Defence estt., it is great injustice that the grade pay of LDC has been fixed at Rs 1900/-, just a difference of Rs 100/- from the Class IV employees who have no bonafide responsibility. I strongly appeal that the grade pay of LDCs should be Rs 2400/- and the UDCs Rs 2800/-. And most important the benefit of MACP should be granted on promotional norms, otherwise the very objective of MACP is badly defeated. Please look into the matter seriously to avoid grave injustice to the clerical staff of Defence estt.
The comments given by Mr. Pradip Chakraborty (dt 02/7/10) on extension of the tenure of NAC is certainly irrefutable. Such extensions have no meaning until the core issues relating to serious discrepancies arising out of the VIth CPC are appropriately addressed and sorted out in correct perspective. This is the 3rd Pay Commission report I have seen during my entire service tenure and I regret to state that this report is highly confusing, inappropriate on various points and not conducive to the present and forthcoming economical conditions. The NAC needs to address these issues expeditiously and sort it out in a fast-track manner to clear the long awaiting legitimate demands of the Govt employees.

Rate of D.A.on Tour for GP Rs. 4200-4800 is Rs.500 for hotel. it is not justified, There is big difference.I think it shoud be atleast Rs.1000.
Does Work Charged staff is not covered under Group D Staff for the purpose of MACP. What will get a Khallasi with grade pay Rs. 1350 after 10, 20, 30 years of service under MACP.
A group D employee who was fixed in the GP of Rs.1800 after training. he is not 10th pass. he has been already grant Ist ACP in pre-revised scale. what Grade Pay will he get in MACP after 20, 30 years. As the Govt. Of India ordered that all ACP will null and void as far as Group D is concern after MACP in force.

we hope that an employee, who was fixed in the Grade Pay of Rs.1800 after training and he has been granted one ACP in pre-revised pay scale. After completion of 20, 30 years, he may get Rs.2000, Rs.2400 Grade Pay respectively.
According Fifth pay commission, who already got two promotions earlier, ACP benefits were not given to them. I got my second promtion in the year 1988. I retired in 2009 after working for 21 years in same position. Seniors like me shoulb given justice by giving two financial upgradations in hiarachy of the organisation or Department where employee is working. Moreover MACP for employees who are not benefited by ACP shoulb given implimentation of MACP since 2006 January. Hence injustice is reduced. Employees working without promotion for 21 years is a great injustice from Govt. Juniors are given higher grade pay than me which is again an injustice. Govt is thinking welfare of juniors but seniors should not suffer like me!!
More over 2011 March is long duration to solve all these anomaly. It should be solve taking less time. Since 19 May 2009 MACP order is effective, and again extention is required !
I wish to put forward a legitimate point before the NAC to consider. The VIth CPC has formulated the grade pay of the clerical staff in Defence estt. as Rs 1900/- for LDCs and Rs 2400/- for UDCs. The pay band and the grade pay suggested by the IIM staff, who originally formulated entire pay structure for the VIth CPC, are totally unaware of the functional aspects in the Defence estts and so is the Govt. The mode of functionality of the clerical staff was considered to be only typing, linking and filing by the IIIrd CPC and with the same mind-set, the clerical staff of Defence estt. have been placed in a callous state by the VIth CPC. The authorities in channel have apparently failed to view the tremendous change that has come about in the functionality of the clerical staff during the last 25-30 years. Today, a clerk has to have good access to computer operation, drafting letters/noting sheets and most importantly dealing with complex nature of work independently like recruitment, court cases, discipline, budget, etc. Factually, all these task are being performed by the lower stream of the clerical staff ie. LDCs and UDCs, with no supervision by the seniors or the officer concerned. This aspect may be verified on-ground by the authorities to expose the fact. Just make a comparison with the pay, promotion and other facilities the clerical staff of banks, railways and PSUs are getting with the clerical staff of the Defence estts. Under such circumstances, the clerical staff of Defence estt are seriously demoralized, which is badly affecting their status, health and functional capabilities. The newly appointed clerks in Defence estt find themselves in a mis-placed condition and try their best to seek for a better job in a bank or other establishments. I appeal to the authorities concerned to consider this aspect seriously and rectify this grave anomaly, injustice and impropriety caused to the clerical staff of the Defence estt. I can assure that a better formulation of prospect to the clerical staff will certainly reflect in terms of improved functional capabilities, high morale and a healthy cadre to face futuristic demands/challenges. Chairman, National Anomaly committee, that the grade pay of LDC/UDC is not sufficient when Group D staff is placed in the grade pay of Rs. 1800/-. We all LDCs/UDCs are demanding that the grade pay of LDC is must be Rs. 2800/- and the grade pay of UDC is must be Rs. 4200/-.

The grade pay of PRT, TGT and PGT is 4200, 4600 and 4800 respectivily. The differance in GP of PRT and TGT is 400, while minimumum qualification for recruitment for both posts are graduation+B.Ed.. The differance between TGT and PGT is only 200 and minimum qualification for PGTs is Post Graduatation+B.Ed. Lecturers of universities/collages is gating GP of Rs. 6000 and their minimum qualificaion is Post Gaduation+NET. Why a such big differance between lecturer and PGT and very nominal differance between TGT and PGT. This is unjustified and should be rectified.
My dear colleagues – the Central Govt employees,
Since long we have not heard about the next tentative meeting of the NAC. I hope that it has not been postponed till the Common Wealth games are successfully conducted (hopefully). Thousands of crores of rupees are being spent to conduct these games citing it as a `Nation’s Pride’ but there are so many other compelling problems in the country which have been pushed aside citing `shortage of funds’. The Govt has accepted to enhance the pay of MPs to the tune of 300% (the demand of the MPs is 500%)without any study or recommendations by a Pay Commission. However, the Govt is sympathetic enough to consider revision of pay of the Central Govt employees after a span of 10 years by setting up a Pay Commission and thereafter at least two more years are logically required by the Commission to conduct a thorough study and submit the report to the Govt to consider the recommendations of the CPC. The chapter is not closed here. The report of the CPC and thereafter acceptance by the Govt will be full of anomalies and for which a Anomaly Committee is constituted who will look into the anomalies microscopically to decide whether a anomaly exists or not. Yes, the employees should not expect any time-framed rectification of anomalies. This has to be left entirely on the mercy of the Committee and the Govt. So friends, this is genesis of the Anomaly Committee. The tenure of the NAC has been extended upto 31/3/2011 but God knows how many times the Committee will assemble by this time and how many of the anomalies will be rectified. Can any of my learned colleague articulate his valuable opinion/comments on this point. Please respond.

Iwould like to put the followings for your kind perusal and necessary ammendements. (1) How can be a person’s basic pay joining in the year 2006 will be more than a person joining in the year 2004 (2) The percentage of increase in the GP after completing 10yrs of continious service in particularly lower Grade Pays is much less than in comparision to higher Grade Pays (3) Why is not possible for the Pay Commission to enhance the basic pay under every category of scales in equal percentage.

It has been a fairly long time since the last meeting of the NAC was held. A considerable amount of time has elapsed and the aggrieved employees are eagerly awaiting for the NAC to convene its next result oriented meeting. A numerous amount of anomalies are pending before the NAC to look into for appropriate rectification. The anomaly relating to grant of grade pay to certain categories is the most compelling demand of the hour and this particular anomaly alone is causing tremendous annoyance amongst the affected employees. Since I belong to the clerical cadre and will, therefore, stress upon the demand of the clerical cadre. I had tried to draw the kind attention of the NAC earlier in my comments towards the most serious lapse/anomaly in granting of grade pay to the LDCs/UDCs. The difference of Rs 100/- in the grade pay of Class IV trade employees and a LDC is the most miserable mistake committed by the CPC in its recommendation/report and ultimately by the Govt in accepting/approving the same without application of mind. Both the authorities have apparently failed to distinguish the difference between the function of a Class IV trade work and clerical work in terms of applicability of knowledge, skill, gravity of responsibilities to shoulder, etc. It is absolutely an absurd that a clerk who is supposed to be a part of the executive functionary, is getting Rs 100/- more than a Class IV trade employee. It is amply clear that this is a serious lapse/anomaly and has no logic by any stretch of imagination and, therefore, needs to be rectified outright. There is a need to address this issue immediately by the authorities to keep up the dignity and morale of the clerical staff. I, therefore, on behalf of the entire clerical staff (serving under the Ministry of Defence) hereby appeal the NAC to rectify this grave anomaly and submit a strong recommendation before the Govt for issue of appropriate favorable orders. I/We demand for grade pay as under :-
(a) LDCs Rs 2400/-
(b) UDCs Rs 2800/-
The above demand is absolutely legitimate and justified and it will certainly not exert unbearable financial burden on the State exchequer in comparison to that of the burden that will result due to hike of salaries of the MPs by 300 percent.
