Subject: MACP Scheme for Group B, C and D employees of IITs.
  
Sir,
  
      I am directed to say that the Government has decided to put in place an MACP scheme for Group B, C & D employees of IITs. The salient features of the scheme will be as follows:-
  
(i)       MACP as introduced by Govt. of India will come into effect in IITs w.e.f. 01.09.2008 with provision for financial upgradation in the same manner as provided in the MACP of the Government of India without any modification whatsoever.
  
(ii)       RCPS will remain in force upto 3 1/08/2008.
  
(iii)       The financial upgradations already availed under RCPS would be taken into account while allowing any upgradation under MACP.
  
(iv)       Separately however, the IITs may consider amending their Recruitment Rules for various categories of posts to provide for vacancy based promotions. Recruitment Rules for each category of post providing for promotion at each level may be got approved by respective Boards.
  
(v)       Financial upgradations as per the MACP scheme will be followed and no upgradation to a Grade Pay higher than what is provided for under the MACP scheme will be allowed.
  
(vi)       For removal of ambiguity, if any, reference will be made to Ministry for clarification.

    applicability of macp to Stenographer Grade ‘C’ who qualified both the departmental exams of Sr. PA and SO in the year 1983. Would he be eligible for 3 promotions as recommended by the 6th cpc after putting in 10 years each i.e. appointment date as Grade ‘C’ in the year 1974, then he gets 1st MACP in the year 1984, 1994 and 2004 as SO, US and DS respectively?

    I am working as Seniour Lab Assistant in I.I.T. Roorkee. My date of joining is Dec. 1989 as J.L.A. in old University of Roorkee.In Year 2001, I got Ist Time Scale Rs. 4500-7000. Sir, Want to know the next (IInd) Time Scale in MACP Scheme. My IInd Time Scale is Due in Dec. 2009.

    I am working as jr.clerk in coffee board, under Govt. of India. my date of joining on 22.06.1990. I have got first ACP on 22.6.2002 in the scale of pay 4000-6000. I have completed 20 years service. Sir,wheather I am eligible for next MACP?

    Sir,
    I joined as Senior investigator in CSO (Group-B) on 12.5.1988 through UPSC in the pre revised scale of 1640.
    2. I got adhoc promotion as JTS in Indian stiatistical service(ISS) on 8.6.2000 in the pre revised sclae of 2200/- (Group -A).
    3. As per Old ACP orders I am entitled for I ACP on 12.5.2000 and as per MACP, II is due on 1 Sep 2008.I represented in both the cases. So far it is denied
    4.Now their contention for denial is on the basis of joining organised ISS cadre.
    5.Though it is organised, we are on adhoc promotion from 8.6.2000 to 23 June 2006. We have lost 6 years of service. If the service is organised and taken into my adhoc service, then I would have benefitted much and there is no need for any claim for MACP.
    Please clarify whether I am eligible for MACP from 1 Sep 2008 or I can claim the adhoc service for regular promotion.

    Sir, I am working in university as Jr. assistant in the pay scale 3050/ (According Fifth Pay)since 27.09.1996. we not got any A C P till date. May I know that when we will eligible for MACP and what will our next grade pay. we may demand for 12 year ACP scheme on grade pay 2400 from the due date?

    Iam a labour Enforcement officer(c)govt of india our MACP granted at lesss favereable to erlier we have alredy repersent to dopt.we need grad pay at-5400 in pay band-3 instead of g.p 4800 in p.b-2

    Sub: Request for granting higher grade pay under MACP

    I had been appointed in southern railway on Group ‘D’ service on 13.10.1979 and I got temporary status on 13.02.1979. While working as CLR (Substitute) khalasi in PGT Division. I was transfer to Diesel Loco Shed, TPJ Division as substitute khalasi. Vide O.O.No.162/82(Mechl.)dtd 24.12.1982 and another transfer order as (substitute) Khalasi from TPJ Division to TVC Division Vide O.O.No.36/Mechl./170/84 dtd 26.11.1984 the above transfer orders are enclosed here with. My service particulars and promotions are follows.
    1. Date of appointment 13.10.1978 (Group ‘D’)
    2. Absorption on temporary status 13.02.1979
    3. Promoted as Khalasi Helper 04.08.1979
    4. Promoted as Crane Operator Gr.III 18.06.1997 ( Group ‘C’)
    5. Promoted as Technician Gr.II 25.02.2008
    6. Total service completed. 32 years

    As the promotion in Group ‘D’ service will not be counted while granting
    MACP. I am eligible to get next higher grade pay of Rs.2800/- in band scale Rs.5200 – 20200 under MACPS.

    Sir,
    I am working in DRDO in Group ‘C’since year 2000 & have not got any promotion even after more than 11 years are passed.Initially I was appointed as Technical Assistant ‘A’ which was redesignated as Senior Technical Assistant ‘A’ Pay scale Rs. 5000-150-8000/ & further in six pay commission the name post was again changed as Senior Technical Assistant ‘B’ with Grade Pay 4200/- & Scale 9300-34800/-
    I belongs to DRTC cadre of DRDO, where there is provision of promotion by acessement (fixed percent of total appeared candidate) after every five years. But I & many more have not got promotion even after 12 years of regular service. (Actually Igot promotion in 2007 afetr 7 years of service to STA ‘B’ in Pay scale of Rs. 5500-175-9000/which was again merged with 5000-8000 scale in six pay commission & hence promotion was nullified). My question Is MACP scheme not applicable to DRTC cader of Defence R&D Organisation’s civilian employee . It is requested to please clarify.

    Sir,I am a Diploma holder , I joined Central Govt.job on 29.4.1987 at MEG & Centre Bangalore as Civilian Trade Instructor in pay scale of 950-1500 & on selection to Draguhtsman post at AIR through proper channel I gave technical resignation at MEG & Centre and joined in AIR as Draughtsman in July 1989 in the pay scale of 1200. Again on selection to the post of Junior Engineer( Civil) through competitive exam in the same Dept.i.e AIR Isubmitted Technical Resignation & joined as JE on 21.09.1992 in the pay scale of 1400-2300. On completion of 10 years 6 months I have been declared as surplus & redeployed in Central PWD as JE w.e.f April 2003, thereby I have completed almost 25 years of Central Govt Service. But I have been granted only one ACP after completing 12 years of Service in the post of JE only & not considered my past service ( Period served as Draughtsman & at MEG )My second MACP is not granted till date. It is learnt that II MACP is being considered only after completing 10 years from I ACP & not from initial date of joining. In this regard whether I am entitled for II ACP on completion of 20 Yrs from the date of Joining my initial date or from dt of joining AIR as Draughtsman ,or from date of completing 20 yrs of service as JE only. please clarify.     I have filed an Original Application OA/145/2013 before the Hon’ble CAT Bombay Bench at Mumbai,challenging the constitutional and legal validity of the Office memorandum issued by DOPT to change the effective date of MACPS fixed, by the Government Resolution as 01/06/2006 to 01/09/2008. Preliminary hearing was held on 22/03/2013. It is adjurned to 16/04/2013 for further hearing.
