An Office Memorandum has been published today by DOPT [No.19/1/2008-CS,I(P) dated on 20 July, 2010] regarding that the Cadre Restructuring in the Central Secretariat Services.
The government set up a Committee on Cadre Restructure of CSS in June, 2008. The Committee submitted its report in November, 2008. The Government considered the Committee Report and following decisions have been taken :-
1. CSS officers who are empanelled as Joint Secretaries, will be given in-situ promotion as Joint Secretaries in SAG grade at their current place of posting.
2. Fixing the combined strength of Joint Secretary (in-situ), Directors and Deputy Secretary of CSS at 600, with inter se flexibility subject to a ceiling of 40 posts for
Joint Secretary (in-situ) and 220 posts at the Director level.
3. Net increase of 160 posts at DS/Director level in CSS will come from diversion of posts from the Central Staffing Scheme. Identification of posts so diverted to be done
in such a manner that there is no concentration of posts in any Ministry;
4. Reduction of non-CSS posts by 160 at the DS/Director levels under the Central Staffing Scheme in various Ministries.
5. Upgradation of 1467 posts of UDCs to Assistant’s Grade of CSS.
6. The next Cadre restructuring may be undertaken after 3 years from date of implementation of the above recommendations.
Among the Cadre Restructuring Committee Report, Government has decided above six points and take necessary notification relating to amendments to the CSS Rules will be issued separately.

what is the profit of ldcs. LDCs are ldc not udc.I am ldc of 2002 but till now iam ldc. what is the coverage of 1467 udc to assistant select list.

It is not clear who will get the benefit.
If the Adhoc assistants (1992, 1993, 1994, 1995)[after 17 years] will also cover in these numbers then I could not think so that it will give the benefits to peramanent UDC covered in Select Lists upto 2001 [after 10 years]
The statement is very much calculated – and produced to keeping in mind that who will be benefited from this. it must be indicated in the statement that the “udc of the select list 19___ to 199_ will be given this benefit.
it may be that only the adhoc assistants will not be reverted, and thereafter no UDC will be promoted as Adhoc assistant.
OVERALL IT IS JUST A EYE WASH – BECAUSE THERE WILL BE NO EXTRA FINANCIAL BURDERN TO THE GOVERNMENT FROM THIS STATEMENT.
What is the progress of CADRE RESTRUCTURING in C.B.E.C.
Whether any fresh orders reg MACP may be issued seperately for autonomous bodies, if so, kindly indicate the time period . And also any order for Pay Band of Group LCD and UDC will be restructure by the DOPT or Pay Commission.
I am working as LDC since 1988 and till date no regular promotion has been granting to me except one ACP of 12 years. When I requested for promotion to my office, simply they said in UDC cadre no vacancy is vacant and the same reply convey to all such employees (LDCs).Kindly suggest me in this regard please.
Whether any cadre resturcture in the Pay Band of 2800, 4200 is to be come out and the report may come in a month or two,if so pl.inform accordingly. And new order of MACP for autonomous bodies will be issued seperately.
sir,central govt has announced child care leave for 3 yrs.as a women we felt happy atleast we can take care of our childre but happiness does not stand for more time because rule says itseams if we have earned leave i.e(we r sacrifising few happy movements,,,only to save for retirement benefits or to face health & chronic diseases in our old age)u can:t avail child care leave unless u finish that leave.it:a pathetic situation.sir,,i am suffering from chronic disease with a great difficulty i can save 100days of earned leave.my child fall ill with cronic disease.now if i avail my earned leave first then part (3m-6months) of child care leave then after some time if i fall sick then i willn;t have my E.L in hand then i can;t take child care leave too for my health reason.
so ,kindly clarify,…govt has taken care from one side but how can it useful for such pathetic mothers. please take care to modify or give us a solution. waiting for ur valuable reply & waiting for good hopes to modyfy the rules of child care leave.i am praying the god please help me.

I am extremely happy after knowing that the Dept of posts has constituted a committee for cadre restructure among the postal employees and to submit its recommendations within three months.
Hi sir i would like to know about this benefit Its similar to all Central Govt. employees. I am working for Naval Dockyard as LDC. We comes into Ministry of Defence so we can get the same cadre restructuring.
