Group ‘D’ Non-Matriculate class IV Employees

  
One more Staff Side demand sorted out by the Government, which was raised in the 46th Ordinary Meeting of the National Council (JCM) held on 15th May, 2010. The merciful issue is that the Group ‘D’ non-matriculate class IV employees who retired or died between January 2006 and August 2008 without any re-training be re-considered and such employees should be granted the benefit by re-fixing their pension/ family pension at par with those employees who were retrained and whose pay was fixed in PB-1 with a grade pay of Rs.1800/-.

The request of Staff Side members on the above subject has been considered by the Government and it has been now decided that the Group ‘D’ non-matriculate class IV employees who died in harness or retired between 1.1.2006 and the date of notification of CCS (Revised Pay)Rule, 2008, would be placed in PB-1 with grade pay of Rs.1800.

OFFICE MEMORANDUM

 

Subject: Clarifications regarding pay fixation of existing Group ‘D’ Employees in the revised pay structure.
  
Reference is invited to this Department’s Office Memorandum No. 1/1/2008-IC dated 24th December, 2008 wherein clarifications were provided regarding various aspects of placement of the existing Group ‘D’ employees in the revised pay structure.
  
2. As per the clarification at Sl. No. 1, those Group ‘D’ employees who did not possess the minimum qualification and who have retired/ died in harness between 1.1.2006 and date of notification of Revised Pay Rules will be granted pay band -1S and the grade pay corresponding to their pre-revised pay scale as notified in CCS (RP) Rules, 2008.
  
3. The aforesaid issue was raised in the 46th Ordinary Meeting of the National Council (JCM) held on 15th May, 2010 and the Staff Side had requested that the cases relating to the non-matriculate class IV employees who retired or died between January 2006 and August 2008 without any re-training be re-considered and such employees should be granted the benefit by re-fixing their pension/ family pension at par with those employees who were retrained and whose pay was fixed in PB-1 with a grade pay of Rs.1800/-.
  
4. The request of Staff Side on the subject has been considered and it has been decided that the Group ‘D’ non-matriculate employees who died in harness or have retiredbetween 1.1.2006 and the date of notification of CCS (Revised Pay) Rules, 2008 from those Ministries/Departments which have since re-trained all the eligible serving non-matriculate Group ‘D’ employees and have placed them in PB-1 with grade pay of Rs.1800, would be placed in with grade pay of Rs.1800 with effect from the same date that the retrained eligible employees were placed in this pay band and grade pay.

    great news and much to the relief of those affected. but i have a doubt to clarify; ‘what does it mean to be RE-TRAIN for those who are still in service?’. example, any one who is appointed as a general employee (IV class)and undermatric, what qualfiction he is supposed to acquire now to get into the PB-1. Is he is required to pass the 10th class or what else to make him eligible for PB-1. How pay of such employees will be upgrded?

    I was working as Temporary Status Worker from April, 1995 and got regular job as SSG-1 (group D) on August 2003. I have completed almost 15 years (as TSW – 8 years + 7 years as SSG)of jobs in ICAR system, my educational qualification is Graduation (B.A.) and P.G.D.C.A. but I could not get promotion to any higher post because no any rules are available for fast track promotion in IVAR because in every small institute have few posts, so LDCE is not creating. So I am very disturbed about my future. Please give me suggetions, what I do for my promotion.

    Dear Sir,
    I joined as Jr.Accountant in 1972 and Retired in Dec 2007.In my duration of service,two acp was declared but 24 years acp
    was given to me in 2001. Now as per 6pc 3 Acp are to be given
    i.e. 10,20,30 years.My doubt is whether I can get 30 years benifit after my retirement. Any one can guide me or send me mail.

    I had been fixed in GP of Rs. 1600 w.e.f 1/1/2006 earlier I had been grant Ist ACP w.e.f 14/6/2006 and in new Scale I had been given GP of Rs.1800 w.e.f.14/6/2006 and therafter Two increement w.e.f.1/7/2006, Kindly see that my pay is right or wrong as my office are objected at this time.

    UDC are considered donkey to carry as much as work load they can do in office whithout thinkin their benefit in subordinate offices. As one UDC is managing whole accounts and administration dept. why they are deprived of financial benefit so i humbly request to anamoly committee to reconsider the enhancement of GP from Rs.2400/- to Rs.4200/-.

    in some cases Gr-D those who got promoted but not acquired ssc/ X class the grade pay Rs.1800/- not given . Example one group-D promoted after 01.01.2006 as post man without SSC the grade pay not given previously. As per this order it is clear that the group D will be tratined now groupd are nomniclultured muliti scilled group-c. After traing only G.Pay should be given and pay will be regulated.

    Ex: X working as Gr-D
    grade pay Rs.1800/- not given he is not a matriculate. only 1S- scale given,

    01.08.2007 promoted Postman with g.pay Rs. 2000
    now
    Training will be given
    refixed the pay 01.01.2006 with Grade pay Rs.1800
    ….are you agree?

    I am metriculation employee. I worked as casual labour from 16.12.1980 to 31.03.1994 and I get Laboratory Attendant (group D)(Animal Husbundry, Dairying and Fishering Department) permanent post from 1.04.1994. In between I worked as LDC,STOCKMAN on ad-hod basis. After 6th pay commission I put into Gr.D Scale as gp Rs.1900/-from july 2010. There are Lab. Asst. and Senior Lab. Asst. Posts are created in this deptt. and filled. Pl. inform me whether those post scales are not able to give to me as a promotional scheme in 6th pay commission without concerned recruitment rules.

    now i completed 25 yers of service can i get 2 macp in grade pay 4600.

    My friend was beldar (Work charged) belong Group ‘D’ in CPWD new delhi he is demise in feb 2011 he was not get training but he was matriculate. but he get Grade Pay only 1600/-please sugguest me if group ‘D’ employee is matriculate the training is necessary for grade pay 1800/-

    as per gazete notification GSR 622(E) dtd 29-08-08 revise pay rule 2008 post of head clerk pay scale revise from 5000-8000 to 6500-10500 between 1-1-06 to date of notification.I was promoted on 28-04-06 and option 6th pay commission wef date of my promotion ie 28-4-06.please tell my pay fixation as per revise pay rule on 28-04-2006

    An employee who is promoted and not exercised any option for fixation of pay within one month, in all such cases pay is fixed from the date of promotion. Kindly provide me the rule position to substantiate this.

    Respected Sir,
    I am working as a track-man. I am selected from CDG Board in 2004. I joined as Group D Employee in Railway because i think that if i have talent i will definitely rise in some days but still on date we all have not given yet a chance to be promoted. Board’s gives letter in favor of Trackman that 10% trackman can be promoted, but restricted his words in same letter. The department is also not exercising to do our favor. So it is requested to Anomaly committee please also consider in favor of Talented Trackmen.

    I am joined the post of Chow – Cum – Sweeper on 11/02/2006 in Navodaya Vidyalaya at 03 year regular service in the vidyalaya but the Direct requitment of LDC on 12/09/2008 but i am not benified Gr. Pay of Rs. 1800/- in the NVS.

    Sir,
    I am appointed as a group D employee in 1993 and i have got my 1st ACP in 2005 after 12 years of completion of service. As per 6CPC I was placed in Group C with grade pay 1800 but i did not get any benefit of ACP whereas I have completed more than 10 years of completion of same post in 2006. I let me know that can in get benefit of MACP with grade pay of 1900. Raama
