Sub:    Sub: – Modified Assured Career Progression Scheme (MACPS) for the Railways Employees-Clarifications Regarding.

            Reference is invited to the Board’s letter of even number dated 10.06.2009 regarding the Modified Assured Career Progression Scheme (MACPS) for the Railways Employees. Para – 13 of annexure of the scheme provides that the existing time-bound promotion Scheme, including in-situ promotion Scheme, Staff Car Driver Scheme or any other kind of promotion Scheme existing for a particular category of employees in Railways, may continue to be operational for the concerned category of employees if it is decided by the concerned administration authorities to retain such Scheme shall not run concurrently with the MACP scheme.

2.            In pursuance of the decision taken in the meeting of the Departmental Council (JCM) of Departmental of Personnel & Training held on 08-05-2010 in respect Agenda item No.57.31. It has been decided in consultation with the Department of Expenditure that the benefits of the MACP shall also be extended to the regular Staff Car Drivers of the Railways, as a fall back option, if they are unable to get promotion within the percentage based present system.

3.            Para- 13 of the annexure of the MACPS accordingly stand modified to this effect. In other words, the Staff Car Driver Scheme and the MACPS shall run concurrently.

4.            This issue with the concurrence of the Finance Directorate of the Ministry of Railways.

    Respected Sir,

    Does Steno-II and Steno-I working in subordinate office of Central Government establishments situated outside Delhi are eligible to get Rs.4600 to Steno-II and Rs.4800 GP to Steno-I. Please clarify. I have completed 26 years continuous setvice as Stenographer. Atpresent myGrade pay is rs. 4200/- but my juniors those have completed 20 yearsservice after01/09/2008 are drawing the Grade Pay of Rs. 4600/-.

    I join in Western Railway as Prob.ASM on September 1998 [4500-7000].After training I post as ASM 4500.My date of increment 1st September.I found 1st financial upgradation [5000-8000] on 12th February 2001 basic pay 5000 and new date of increment 1st February.I transfered on 10th Feb 2003 to North Eastern Railway in [4500-7000] and basic pay fixed on 5000. I found promotion in[5000-8000] on 5th April 2005.Presently my basic payment 12400+4200.Weather I will found MACP benifits and when?

    In implementation of 6th pay commission goes on more than two years but new pass rules of Indian Railway not comes.

    MACP under 6 Pay commission is in no way helping the CG Employees instead regular promotions on Adhoc basis be given. It is really pinching to an educated BE holder to get strandled in Govt. Depts due lack of rules and promotions.MACP was a shock treatment with no resort for career planning. The ideal solution is to promote employees irrespective of vacancies to avoid further deterioration. I have completed 24 years of service as BE holder were as my friends are either ACE or CE or SE in other depts. and those in private are GM or CEO. I have lost all my friends due to this substantive post and my demoral is the highest with no words to explain this. Further reservations and other ploicies have activated the problem. It is high time govt. should act before it is too late.

    Sir, I have joined railway in Dec’1990 in 950-1500.get my first promotion(adhoc) on Oct’2002, and till then I am working in as adhoc capacity in 4500-7000(5200-20200-2800GP)(RPS). I have compeleted more than my 20yrs regular service in Dec’2010. Sir when will be I applicable for my MACP.my basic pay at present is 13780(2800 Pay band).please clarify me.

    i got upgradation under macp in sept.2008 in scale rs.9300-34800 with gp rs 4600.now ihave been promoted in jan 2011 in same grade without any financial benefit as quoted that i have got upgradation under macp in sept.2008.Is it not looked funny person is being promoted without financial benefit may please clarify.

    I joined in April,1986.My pre revised scale is 5500, and after availing I ACP in April,2001.I am in the scale of 6500-10500. kindly let me know which grade pay is to be given to me, after the grant of II ACP (whether it is 4800 or 5400)

    DEAr Sir,

    Please advice the date of 3rd MACP, basis of following facts:

    Recruited through RRB as Jr.Steno Gr.1200-2040 on 28.01.1987.
    Ist Regular Promotion on 19.07.1991 as Confdl.Asstt. Gr.1400-2600 (revised Rs.5000-8000 – Vth CPC).
    Promoted as Sr.Confdl.Asstt on 26.04.2003 Gr.5500-9000 (revosed GP 4200/- – VIth CPC) being merged as GP 4200/-
    2nd MACP GP 4600/- given on operational date of MACP scheme 01.09.2008.

    When is my 3rd MACP GP 4800/- is due as per existing MACP Scheme.

    A clarification in this respect is solicited.

    Sir,

    In fact I was eligible for second finanial upgradation under old ACP scheme. Since I was haing multiple promotional channels, I was promoted to Gazetted Officer from Stenographer Gr.III. I was completd 20 yrs as on 9.8.1999 (the date on which old ACO was introduced). My case was also referred to DOPT and they haver confirmed that since I got only one promotion i.e. from Steno to APO(Gazetted Officer, I was eligible for second financial upgradation. However, official in Department ofg Atgomic Energy, have not acted upon the clarification given by DOPT stating that I was not having hardship and if I am given higher pay scale, my seniors will be frustrated.

    I have made a grievance petition to DOPT but they have also not acted upon. I am not able to understand what to dol

    Kindly advice me.

    I WAS WORKING AS JE-II(drg) GR 5000-8000 THEN I GOT ACP BENIFIT AND GIVEN UPGRADATION GR 5500-9000 IN 2009 THENAFTER IN MARCH 2010 ADEE, WHO IS NOT HOLDING INDEPEDENT CHARGE ,GIVEN ME CHARGESHEET FOR WITHHOLDING OF INCREMENT FOR 3 YRS, IS IT JUSTIFIED AND TRUE AS PER D&A RULE?

    I have appointed on November 1985 in R.E. as Jr. Telephone Operator my lien in Moradabad division. I got promotion in Moradabad division in February 1995 as Sr. Telephone Operator in 1200 grade. There is no gradeof Rs. 4500 in Telephone Operator cadre. It means I can get new pay scale of 9300-34800, but in MACP I got grade of 5200-20200. You are requested to do me a favour.

    I was appointed as Trainee Artisan in may 1981. Posted as Tech-III in May 1982. Enjoyed channelized (seniority wise) promotion as Tech.-II in 1986. Herein after I got the next promotion in ACP (5th, PC) Tech.-I in 2006, after 20 years. Now I completed the service of 30 years. Please cleared me that, is there any irregularities in getting the promotion? Where I should be at present?

    IN CPWD THE PROMOTIONAL STEPS OF MINISTERIAL STAFFS ARE LDC-UDC-HEAD CLERK-OS. RIDICULOUSLY 6TH. CPC IMPLEMENTED MACP FOR UDCS GP 2800 INSTEAD OF 4200. WHERE UDCS NEXT STEP OF PROMOTION LEVEL IS HEAD CLERK, AND THE GP OF HEAD CLERK IS 4200 NOT 2800. IT IS NOT CAREER PROGRESSION SCHEME OF GOVT. OF INDIA. IT IS A SCHEME OF DEVIDATION AMONGST THE CLERICAL CADRE.
    GOVT. MAY THINK ABOUT IT AND MODIFY THE ORDER IMMEDIATELY TO HELP THE UDCS OF CPWD.

    I am working as Lorry Driver in pay band Rs/-5200-20200+1900 GP since 09/01/2009 and completed three years continues service, it is leant that a post of Lorry Driver in pay band Rs 5200-20200+2800 GP is vacant in my SWR/GSD/Stores Department and no other eligible staff is available for promotion as Gr-I, Since the incumbent in lower grade has not completed the residening period of two years.
    Kindly give me instruction to furother coresspondence.
