Office Memorandum

Subject: Guidelines on Air Travel on Tours / LTC.

This Department is receiving repeated references seeking clarifications with regard to purchase of Air tickets through authorized agents and relaxation for travel by Airlines other than Indian Airlines. The following guidelines may be noted for compliance:

1. On Official Tours :

(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry’s OM No. 19024/1/2009-E.IV dated 13.07.09.

(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.

2. LTC :

(i) Travel by Air India only.

(ii) In Economy class only, irrespective of entitlement.

(iii) LTC-80 ticket of Air India only to be purchased.

(iv) Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No. 31011/6/2002-Estt.(A) dt. 02.12.09).

3. LTC for J&K :

(i) Relaxation to travel by Private Airlines to visit J&K while availing LTC is available to all the categories of Govt. employees, including those entitled to travel by Air [DoPT OMs No. 31011/2/2003-Esst.(A-IV) dated 18.06.10 and 05.08.10 refer].

(ii) For purchase of Air tickets, however, the procedure as given under para 2 (iv) above should be followed.

4. All Ministries/Departments of Govt. of India are requested to strictly adhere to these instructions.

    Sir,

    Kindly mail the clarification for the following :

    I am a group B employee. My basic pay is Rs. 14830 and grade pay is Rs. 4200. I have not availed LTC, anywhere in India, for self and family members [ Total=04 no.] for the block with one year extended period up to 31st December 2010. I am willing to avail LTC to NE regions commencing before 31st December 2010. What are the prevailing DoPT orders applicable to me. Kindly send the reply on my e-mail at the earliest so that I can book tickets in advance.

    my grade pay is rs. 4800 I want to go to Goa by private airlines on LTC. Can I go by private airlines to Goa and get full reimbursement?

I am under transfer to LPT Erode and i will be relieved on 01/12/2010. on 26/11/2010 I applied for Any where in india LTC. as per Swamy’s Book that i can combine My Transfer to avail the LTC. which office has the power to sanction my LTC and from where can i get the LTC advance
    Please give me details.

    In the year 2009, I traveled on duty by higher class (By Private Airlines) with permission of my superior. Whether I am entitled to reimburse the amount of my class. Can department denied my whole amount. Please guide.

    My friend Shri C.S.Patil availed LTC BLOCK 2006-07 for Bharat Darshan. But his son did not avail. Block 2008-09 he has availed for NER but his son did not avail. Now, he submitted application for LTC 2008-09 block for his son for Bharat Darshan. Kindly intimate through this forum whether his application can be accepted and granted LTC for Bharat Darshan since he has availed BD during the block 2006-07. regards

    Myself and my family availed LTC BLOCK 2006-7 for All India but my son did not avail. Myself and my family members availed LTC 2008-09 Home town but my son did not avail. Now I submited application for All india Ltc for the block 2008-09 for my son. It was informed me that since i availed LTC 2006-07 for All India and grace period was over, my son is not entitled for All India LTC but for HT only. please clarify.

    As per the order dt. 16.9.2010, LTC can be availed if the air ticket is by LTC-80 of Air India only. Please clarify whether air ticket costing less than LTC-80 of Air India, offered by Air India can be availed for LTC purpose. Also please clarify whether the air ticket should be booked only by M/s Balmer Lawrie & Company & M/s Ashok Travels & Tours, or any other authorised agents of Air India also.

    sir, i had availed my ltc and applied for 10 days leave encasment. The claim was proceced on return from LTC and prior sanction obtained. The cda had retured my claim stated encashment is allowed only prior to my journey please help me

    Sir,
    It is not clarified by the Ministry of Finance in their OM dated 16th September 2010 as to whether these guidelines are applicable to the non-entiled officials if they travel by private airlines for which separate orders already issued to regulate their LTC claims . Though the matter stands clarified vide DOP&T’s OM dated 11 Mar 2010, some government offices do not entertain claims on the basis of MOF’s OM dated 16 Sep 2010. Please clarify the position.

    The O.M. says that LTC-80 ticket of Air India only to be purchased. Air india tickets are available at much cheaper rates than LTC – 80 tickets. If one travels on such cheaper tickets by Air India on LTC, will he be reimbursed in full?

    Sir,

    My GP is 4200/- as such not entitled for Air Fare. I availed LTC in Dec’2010 and journey performed by private airlines. Claimed my entitled train fare. The bill returned by Regional pay and Accounts Officer, Kolkata that claim cannot be admitted in view of MOF OM dated 16.09.2010.

    It is not clarified by MOF in their OM dated 16.09.2010 as to whether these guidelines are applicable to the non-entitled officials if they travel by private airlines. Though the matter stands clarified vide DOP&T’s OM dated 11 Mar 2010, the Regional Pay & Accounts Officer is not entertaining claims on the basis of MOF’s OM dated 16.09.2010. Please clarify.

    I applied for LTC and got it sanctioned, then applied for advance against production of tickets and got 90% of the fare. I paid 100% to travel agent (putting 10% from my pocket). After that 16 Sept. OM came. Our office had a special permission to fly over private airlines over a particular sector before this OM. My office did not issue me any OM countering the earlier OM (sanctioning LTC), only the 16 September 2010 OM was circulated over LAN without any directives. After coming back office is not paying me remaining 10% balance and asking refunds of the amount paid to private airlines is it correct?

    Dear sir’
    I am a defence civilian, my GP is 4200. I am availing hometown LTC on May 2011. I have booked Pvt airline tckt to my home town. My entititlement for journey is II ND A/c railticket only.I have enquired with my admin authrties regarding claim of my LTC, they refused. I came to know that I can claim the LTC irrecspective of airline by restricted to II nd A/c Fare. But admin dept says according to DOPT order No. 19024/1/2009-E.IV dated 16 sep 10 you are not entitled for the journey in pvt airline, even if u goes through national carrier you have take LTC-80 fare tckt. It is requested that plz clarify my doubt that whether i can claim my air ticket of pvt airline restricted to the amount of my entitled rail fare ( II nd A/C ). In this regard and Latest DOPT order is published? if circulation is availble kidly give the details.

    As per the OM dated 16 september 2010 clause iv under LTC ‘Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC. Pl clarify whether air tickets cannot be purchased from websites like ‘makemytrip.com, yatra.com’ etc

    My GP is 5400 and I have availed LTC for Jammu & Kashmir for the block year 2006-09 ( extended upto 12/2010 by private air lines from Nagpur to Jammu ( via Delhi ) as per OM dated 16.09.2011. Now authorities are refusing me for air fare traveled from Nagpur to Delhi by private air lines on the grounds that the travel by private air lines is allowable from Delhi to Jammu only. I am entitled officer, is my authority is correct ? please clarify

    My home town is KOTA (Rajasthan) and i am working in AERB,Mumbai. As per my declaration my parents are residing in home town. Can i avail the Home Town LTC for my dependent parents from home town to my working place( Mumbai).This matter is not clearly mentioned in the LTC rule

    Hi,
    This is a specific case related to andaman & Nicobar islands , where we have a specific category of annual free sea passage.i.e. we can travel from port blair to chennai, port blair to kolkata every year. whether LTC rules will be applicable for AFSP or not?.Since i ve aailed a private airlines from Port blair to chennai for rs 2700/- and completed the journey .The non entitled officers availing air facility are getting equivalen ship fare admissible.since iam an entitled officer ,they are in a dilemma in granting the permission.Can any one clarify plz.

    I am to visit Jorhat(Assam) from Delhi on LTC for the year 2009-12.Ihave booked tickets from delhi to Guwahati by Air India as I will avail the facility of private car from Guwahat to Jorhat as the flight from Guwahati to Jorhat is after 7-8 hours. For back journey I have booked air tickets from Jorhat to Calcutta and calcutta to Ranchi by Jet Airways as I have to attend a function there. And from Ranchi to delhi by Jet Connect. Please guide me if my LTC claim can be entertained and will it be restriced to the fare by AirIndia. I could not get the tickets from AirIndia.I had booked the tickets from our local agent. Please reply soon as I have to leave Delhi on 14.11.2012.

    Hi,
    This is a specific case related to Andaman & Nicobar Islands. I am an Inspector of Central Excise. We are not entitled to air fare but the air fare will be reimbursed to the extent of First Class Cabin of Ship.Since i have availed a private airlines from Port blair to Kolkata for rs 3,300/- and completed the journey .The non entitled officers availing air facility are getting equivalent ship fare admissible.since i am an entitled officer ,they are in a dilemma in granting the permission.Can any one clarify plz.
