My old month of increment is February.Only sufferrers by postponing their increment are those whose date of next incrment falls from feb to june.This is the most genuine demand.The employees whose date of next increment from july to December got their increment preponed in July. The issue of Increment to those employees whose date of increment is between February and June must please be strongly take up in the National Anomaly Committe to be held on 15.2.2011 please.
I hope, the Govt. will consider the issue sympathatically and issue necessary orders to settle the anomaly of date of next increment from feb to june as one time measure so that we are not put to regular financial loss, including pensionary benefits.
I have only 6 years of service and one can imagine the cmulative loss in salary and pension due to the above anomaly. I am suffering from above losses for no fault of mine

Sir, I am a Assistant in Railway Board. Earlier I was in Railway Liaison Office an attached office in Ministry of Railway Board. From the IV pay commission recommendation the scale of an Assistant was Rs.1400-2600 and after the decision of CAT its become Rs.1640-2900, but same was not allotted to us, due to not direct recruitment in Railway Liaison Office. In year 1995 our Railway Liaison Office was merged with the Railway Board.After merger we represented to the Railway Board for allotment of Rs.1640-2900 as equal to other Assistant in Railway Board, they clearly ignored to us that this can not apply to ex.RLO. After V pay commission recommendation scale of Assistant was alloted to Rs.5500-9000 and upgraded to Rs.6500-10500, but same scale also not allotted to us and our scale was Rs.5000-8000 allotted. Now after 6 pay commission recommendation grade pay Rs.4600/- also too not allotted. Although we are part and parcel of the Railway Board and working under the Stores Directorate of Railway Board. In other meaning Assistant of Stores Directorate getting grade pay of Rs.4600/-, but our grade pay Rs.4600/- allotted by the Administration. In this connection numbers of correspondences were made to the high level official of Railway Board, but they could not help in the matter. Same matter was also forward to the grievance, cell of DOPT, but not response received by them. Now you are therefore requested to being a government servant kindly take up the matter with your own power with the Ministry of Railways (Railway Board)for releasing of all benefit as compared to other Assistant in Board’s office. This is to inform you that I’m working as the SUB EDITOR (English) in the National Institute of Health and Family Welfare (NIHFW), New Delhi-110067. NIHFW is an autonomous body and fully funded by the Min. of Health & Family Welfare and deals with Education, Research and Consultancy services.
Though its faculty members enjoy UGC pay-scale but unfortunately, the recruitment of faculty members are not as per the UGC guidelines. For example, NIHFW has a Department of Communication but the Department has appointed a person with M.sc. and Ph.D. in Agriculture as the Prof. and HOD who doesn’t have neither a degree/diploma in Mass Communication or Social Sciences through Mass Communication is purely a Social Science subject. Moreover, none of the faculty members have professional qualification in Mass Communication/Journalism.
Though NIHFW is a national-level institution that brings out many publications including time-bound Newsletter, Journal, Annual Report and other publications; it diesn’t have an Editorial Hierarchy. There is only an isolated post of Sub Editor with a pay-scale of 9300-34800 + GP 4200 to look after all these publications.
This anomaly may kindly be looked into seriously.

Sir, I am working in Air Force as a store supdt. As per V CPC SS/SSS and CGO at par with Asstt and SO (AFHQ cadre) but VI CPC up graded to Asstt and SO with GP 4600 and 4800 respectively. SS/SSS and CGO are still in GP 4200 and 4600 rerpectively. This is an anomaly. What about our new GP.
The upgradation under MACP must be given in the immediate next hierarchy of the cadre in which the employee is working. For example, the grade pay of Rs.2800/ is nowhere present in the order of hierarchy of LDC, UDC, HEAD CLERK. Hence it cannot be the immediate next hierarchy for this cadre.
The MACP upgradation must be given in the immediate next hierarechy of the cadre in which the employees is working. For LDC-UDC-HEAD CLERK the immediate next hierarchy order is 1900-2400-4200. Hence, Rs.2800/= which is not at all in the order of LDC-UDC-HEAD CLERK and cannot be taken as immediate next hierarchy.
Hence, MACP upgradation for LDC-UDC-HEAD CLERK must be given in the order of hierarchy from 1900 to 2400, and from 2400 to 4200 and from 4200 to 4600, which falls naturally as the immediate next hierarchy.
This natural justice may be at least done in the forth comming NAC meeting on 15-02-2011.

sir, In the Hqrs. office and in Ministries PA were given grade of Rs.4600 (5500-9000) where as PAs working in field offices grade pay was 4200 only. Asper VI pay commision there sould not be discrimination between field offices (subordinate offices) and Hrs. offices. lot of injustic was done for stenographers cadre. kindly look into it.
please upgrade the Grade pay of LDC as per qualification and work load.

If it continue to dilly dally and get extension after extension there will be no solution and the VII CPC will be formed. As DOP&T has already merged Stenographer Gr.III to Gr.II. But not given Gp 4200/-. Which is Grade Pay of Stenographer Gr.II.DOPT should think very carefully why they have changed only Gr.II without any benefit. All India Central Govt. office Stenographers should come together and fight. The duties of Stenographer,P.A.Sr.P.A. is same so why punishment is given to only stenographer.Gr.III . DOPT have already upgraded so many Grade Pay. I humbly request National Anomaly Committee to take necessary action about Grade Pay of Stenographer Gr.III which is now merged as Gr.II Stenographer without Grade Pay of Rs.4200.It is very shameful. Gr.II stenographers are getting Grade Pay Rs.4200/- then why Stenographer Gr.III who has been merged as Grade II Stenographer is given only Gr.Pay 2400/-. I humbly request anomaly committee to look into the matter very carefully and sanction the Grade Pay 4200/- without any delay. I have seen that they have already given G.P. 4200/- to Stenographer Gr.III who have merged as Gr.II Stenographer in the State Jammu Kashmir and Goa. Then, why not to other Central Govt. Stenographers.

sir, In the Hqrs. office and in Ministries SO/PS were given grade pay of Rs.4800 (6500-10500) where as SO/PS working in field offices grade pay was 4600 only. Asper VI pay commission there should not be discrimination between field offices (subordinate offices) and Hrs. offices.It was also stated that in the case of Section Officer, if the post of SO/PS in other Organisation has historical parity with SO/PS in Secretariat Service, they may be allowed Grade pay of Rs.4800 and after 4 years of service grade pay of Rs.5400 in Pay Band 3 be allowed. In spite of clear cut recommendations of VI Pay Commission, administrative Ministry has manipulated not to grant Grade Pay of Rs.4800 to SO/PS in the Debts Recovery Tribunals/Debts Recovery Appellate Tribunal inspite of the facts that in many other non-secretariat orgnisation having same status , government of India has allowed Grade Pay of Rs.4800 at par with the Secretariat. My Question is from Banking Division, Expenditure and DOPT as to why on the ground of Non-secretariat Organisation, SO/PS is DRAT/DRT has not been allowed Grade Pay of Rs.4800 whereas they have allowed the same grade pay to SO/PS in other non-secretariat office under its administrative control? Then why this discrimination with SO/PS in DRAT/DRT inspite my request/representation which is lying with them unanswered. Plese put this matter before NAC to be held on 15-02011 for remedy of injustice.

Please strongly takeup the issue of directly appointees and promottees with the NAC, like takenup in second meeting. As this is the first absolute anomaly due to which the Fundamental rules are being changed or we could say defeeted.
Every one should be allowed to draw the minimum so prescribed to directly appointees on their promotion by allowance Schedule-II. Actually it is the only solution to sought out this anomaly.

Kindly solve the anomalies in the pension benefits payable to absorbed employees. Details are as under.
I was working in Tamilnadu Government. In October 1995 ESI Corporation absorbed about 150 employees of my hospital including me. Thus I took appointment with 28 years of service with further service of 13 years in ESIC Hospital, K.K.Nagar, Chennai. My retirement pension benefit due from Tamilnadu government was paid to ESI Corporation since I opted for counting past service. I got only DCRG and pension after retirement.
But the various pension rules amended subsequently have extended the following additional pension benefits to the employees opted pro rata pension, discriminating employees opted for combined service pension counting past service.
1. Restoration of 1/3 rd commuted pension to the employees who opted for lump sum payment on absorption along with Dearness Relief wef1998.
2. Dearness Relief on pension from 1999 to all pro rata pensioners.
3. The VI Central Pay Commission has granted full pension for 10 years service.
Had the Government of India allowed the above pension benefits at the time of my absorption itself, I would have opted for pro rata pension. Now I have rendered more than 13 years service in ESIC and for that alone I am eligible to get full pension. The pension benefits paid by parent department is nothing but an extra income to ESIC where as I am deprived of getting the amount due to me. Thus, I am put into loss by virtue of the option exercised on absorption for counting past service as per the then pension rules. In order to rectify the discriminations whenever experienced in the unforeseen circumstances, such as change in pension rules, court orders, pay commission orders, condition of service etc, Government will usually provide an option to all concerned employees to exercise in the light of new rules so that there could not be any anomaly in the benefits due to them.
Since no option is given to the absorbed employeesâ opted (b) for combined service pension like me, I request you to kindly cause necessary action for the issue of suitable orders permitting me to exercise revised option for pro rata pension / lump sum payment on absorption with admissible interest as collected from Government servants who opt for counting past service at a later date.
There is hege gap between in the pay scales of JAG and NFSG.
This disparity is heart burning when the functions, responsibility, powers are same. Therefor, there is urgent need to lift JAG also to PB-4 at par with Lt.Conls. in Army’and equivalent ranks in Navy and Air force.

Kindly see the anomaly mentioned by Shri .S.Sadasivan about absorbed employees pension and revised option for pension vide Response No. 26. His case is a pathetic one. If his request for revised option is considered, there is no loss to parent department or Autonomous body.The request does not involve any change of Rules.Only change of option has to be considered.
Further I submit that many departments, including ESIC, have not taken initiatives or steps to set up their own anomaly committee to sort out the problems of their own employees. So, I request the respected members of NAC to give importance to this item and do the needful for settling the anomaly.

what will be the date of increment of newly appointed on 02 Feb 2011. Some body is getting increment after rendering service of seven months. Another gets increment after tweleve months or even more. I need clarification.

1.We are working under andaman and nicobar administration.we the class 4 (Group-C)as per 6th CPC.We are not geting the joining time to travel to home town on LTC.during 5th CPC we get three to four days forward and return journey time by ship because we are only Bunk class entitlement and the cost of Air lines is not offertable for a small family 2+1,2+2 the cost of ship fare is 3X1900= 5700 approx in the meen time by air for one 5700 or more the tax is approx Rs.1900.So.Its our request to implement the joining time for the benifit of Group-C staffs of andman and nicobar island,administration and central staffs posted at this island.
2.Sir, we are having the qualification required for LGC 12th Pass to do the works of regular LGC.Our request is that If we may appoint/Promoted as per the 6th CPC report to improve their working capacity as well as to minimize the work load of the office as it is noticed that the Administration having acute shortage of staffs in various office which we can be cope up by the qulified group-D staffs in te place of regular LGC is doing the work of Diary Despatch in every department and section.So,the qualified and elegible group-D staffs who will geting the Grad pay Rs.1900/- as equal to the LGC they may be promoted as LGC/LGC(Diary)and so on.
3.The Computer Advance to group-D staffs,that now a days without computer we canot give good education to our child and our feature generation.the knowadge is gained from the use of Internet with the help of computer and its most for each home.So,if the computer advance is admisable for all staffs like other advances (bycycle advance,festival advance etc.)its very help full to all low paid group-D staffs.
4.Changing the degignation for the posts as per 6th CPC not caried out till date.
5.The 15% reservation for te post of LGC to the working Group D staffs as per the new RR by 6th CPC and the departmental examination in every year to get one chance to serve the nation as LGC with their out most intrest of the nation,because every persion wants to go forwad by them selves and our nation.
Kindly look in to the matter as your co-operation and help we also may promoted by LGC in feature please.

Serious Anomalies and discrimination – an appeal to NAC members for 15th Feb.meeting
The Central Governmental Employees working in different field offices throughout India are totally upset and the Department of Personnel and Training is slowly grabbing the government decisions and attempting to create two kinds of citizens by implementing the same Fundamental Rules (FR) in different ways for Central Secretariat and field office. Some of the serious discrimination and anomalies are brought to notice as under:
1. The DOPT vide OM No.AB.14017/61/2008-Estt(RR) dated 24th March, 2009 directed all the Ministries and Departments to amend the existing Service Rules/recruitment rules within six months in view of the 6th pay commission recommendations and itâs government decisions. Whereas this has been done only for the employees working in the Central Secretariat and discriminated the field offices.
2. The Govt. of India constituted National Anomaly Committees at the National level w.e.f. 12.th January, 2009 in order to settle the anomalies arising out of the implementation of 6th cpc in more than one Ministry/Department/field offices. Whereas only two meetings were held so far ie., 12.12.2009 and 27.3.2010 and the serious anomalies of field offices were not at all discussed in these two meetings. Further, the Govt. of India on 12.12.2009 itself issued orders to constitute separate Departmental Anomaly Committees for field level organizations and subordinate offices whereas no such anomaly committees were constituted so far . Whereas frequent monthly anomaly committee meetings are taking place for the employees of the Central Secretariat and their anomalies are being sorted by fixing pay at the minimum of the higher scale, granting higher grade pay, timely promotions or even ad hoc promotions and creation of posts to accommodate where there are no posts for promotion. These similar genuine benefits are forbidden for the employees of field offices. Now there is no Departmental anomaly committee for field organizations and there is no meetings and no reviews etc.
3. The examples of the attempt of keeping the citizens in two levels are (1) the employees those who were drawing the same scale of pay in the Central Secretariat and in the field offices are fixed at different level when there is only one FR and thereby the employees of the field offices drawing same scale of pay are getting less pay of Rs.3000 to 4000 in the basic pay itself every month and the seniors are getting very less than their juniors and junior most. 2) For the Central Secretariat employees, the pay of seniors were stepped up at par with their junior most whereas in the field offices, these stepping up are not allowed so far. 3) The employees who were promoted after 1.1.2006 in the Central Secretariat in different cadres were fixed at the minimum of the pre-revised and multiplied by 1.86 whereas for the field offices, this fixation at the minimum was not extended.
4. Another example of serious anomaly or discrimination is that âan employee who was drawing scale of Rs. 4000-6000 in the Central Secretariat on promotion as Assistant w.e.f. 2.1.2006 in the pre-revised scale of 5500-9000 were given fixation such as 7450×1.86+GP4600 . Whereas this is not allowed to field office. Further an employee who was drawing scale of pay of Rs.5500-9000 prior to 1.1.2006 were denied fixation in 7450×1.86+4600 and he/she was allowed only 5500×1.86+4200 . This is a clear cut example of creating two type of citizens though both of them were drawing same scale of pay. These are only skeleton examples and like this there are many serious anomalies in the field offices.
In view of the above, we request the members of NAC to kindly take up this serious issue and discuss same in the NEXT NATIONAL ANOMALY COMMITTEE SCHEDULED TO BE HELD on 15th February, 2011 in order to apply the Fundamental Rules and CCS(R.P)Rules, 2008 uniformly.
Group D-employees were given grade pay of Rs.1450 to Rs.1800 by the 6th CPC. But they were upgraded to a single grade pay of Rs.1800. For this no qualification was taken into account. By rationalisation of annual increments to July ,the CPC has created an anomalous situation,leading to huge financial loss for those Govt employees who opt for their pay revision on their date of next increment/promotion falling between Feb-Jun 2006.
To rectify this anomaly,I suggest the forth coming NAC to consider giving them an increment on 1st July 2006,as a one time measure.This kind gesture of waiving the mininmum requirement of six months in the revised scale of pay,as done in case of employees who could not take charge on 1st January 2006 being a holiday(Sunday)will give thousands of employees some relief from their loss. The NAC may also please note that ,by opting for pay revision on their date of next increment/ promotion later than 1st January 2006,they have already forfieted their pay revision benefits for the period.
Similarly,for those Govt employees retiring on super-annuation between January to June,the retirement/pension benefits may be granted after adding on increment to their last drawn basic pay,since they have served for more than
six months in their last basic pay.

Kindly take up the matter with regards 1)for allotment of grade pay of Rs.4600/- to all Assistant working in either in Ministries or sub-ordinate offices of government of India. The dispute regarding pay scale of Assistant was created by the CAT.According the CAT decision on IV pay commission recommendation, the pay scale of Rs.1400-2600 was upgraded to Rs.1640-2900 only some Assistnats and some Assistant those were in pre-revised same scale and pattern of working was same deprived that was not justified. From that time anomaly related to the pay scale of Assistant was in exercised. The anomaly can be solved, if the scale of all Assistant those were getting pay scale of Rs.1400-2600 treated as Rs.1640-2900. And after V pay commission recommendation, the pay scale of Rs.1640-2900 which was upgraded Rs.5500-9000 (After some time this scale up-graded Rs.6500-10500)and same was also to some categories of Assistants. Those getting Rs.1400-2600 they got pay scale of Rs.5000-8000 the scale of Rs.5500-900/Rs.6500-10500 may be allotted equal to other Assistant that will be justified?. It is therefore requested to hon’ble Confederation General Secretary kindly take this matter from the IV pay commission recommendation some portion of the anomaly can be solved especially related to the Assistnat group “B” NON-GAZETTED. Clarification on pre-revised scale may kindly be discussed in the meeting, which is to be held on 15.02.2011. So all the Assistant those are suffering from the not up gradation of pay scale of Rs.1400-2600 to 1640-2900 can also get justice.
The simple solution of this increment problem is to grant pro-rata amount i.e.1/6th amount of the increment for every suffered month.Suppose my total amount of increment(3% of Band pay+Grade pay) comes Rs 1200 and my earlier date of increment was 1st March 2006,I may be given 4/6 of Rs 1200.
This will be acceptable to all.

I joined as LDC in an Central Government autonomous organisation in the year 1988 and got promotion to the post of UDC during the month of 1993.Since I got promotion I was not entitled to for ACP. So till date I am in the post of UDC and my grade pay is Rs.2400=00 and it will change to Rs.2800=00 from September,2008 as per the recommendation i.e. after serving 15 years. I am a post graduate having diploma in Office Management. Do you feel it is justice to have 2800=00 grade pay after serving 5years as LDC and 15 years as UDC. Please look into the matter and do the needful.
I understand that the next NAC will be held on 15-2-2011. I hope the federation will take up the important issue of increment date anomaly and get an assurance from the committee that necessary orders will be issued to correct the anomaly as lakhs of employees are affected. This is infact a reply to comments at ser no.35. Assistants or the feeder post who have been recruited thorugh a common competetive exam have been given the erstwhile 1640-2900 and latest the grade pay of 4600/- It will not be justified if a person with the nomanclagture of Assistant who has been recruted locally through employment exchange or independent local exam. The all India multi level exam conducted by SSC can not be equated with any other exam. before raising an issue one should thnk that aspect also.
In fact vi pay commission has done injustice towards lower grade employees. Promottees are getting less pay than that of direct recruits. This anomaly is to be rectified by specifying pay for promottess as in the case of direct recruits instead of giving stepping up.It may be recalled that the stepping up on upgradation of pay structure has not been done in AFHQ by putting illogical objections. Extending the scales(on grde pay) for direct recruits to promotees will be the best solution for many anomalies including for assistants in field offices.

The grade pay of UDC and Steno should be increased from 2400 to 4200 as these cadres are the most sufferer of 6th CPC. These cadres are getting grade pay of rs. 2800 even after MACP. Our office is subordinate office and there are stagnation even the stenos who are completed 20 years of service are still waiting for promotion. So, to avoid the injustice the Grade Pay of 4200 should be given to stenos/UDC and on MACP the next promotion scale should also be given.

CCA CBDT, office on 12/01/88 and passed my JAO(C) Exam Part 1 in 1995 and Part II in 1996, i was promoted as JAO by office of CGA on 8/2/1999 in Aid Accounts and Audit and relieved by my office on 15/02/1999(AN) and i joined there on 16/02/1999. But my pr.CCA CBDT office had promoted me as Sr. ACcountant vide there order on 18/02/99 from back date ie 11/02/1999 and fixed my pay in the minimum of Scale, so i can not get the benefit for Getting GP of Rs. 5400/- now please advice me what can i do in this matter.

I joined service in the year 1984 and completed 24 years of service on 01st October, 2008 and foregon ACP benefits by a month. As per VIth Pay Commission Report I am eligible only for MACP, which is a loss to me in granting Grade Pay. Due to MACP I was granted Rs.2800 Grade Pay instead of Rs.4200 as per ACP. Please see that option can be exercised by individual staff members whether to stick to ACP or MACP. In my case ACP is beneficial to MACP. This matter may please be taken up in the next next Meeting of the National Anomaly Committee, which will be held on 15.02.2011.

I joined as steno on 6.9.90 and got ACP I on 6.9.2002 in the scale of Rs.5500-6900. The scale of PA upgraded to Rs.6500-6900 on 15.9.2006. I opted for 6th CPC from 15.9.2006. On 28.9.2007, I promoted as PA (Adhoc). After that Govt upgraded the scale of PA to Rs.7450 w.e.f.1.1.2006 and PA who promoted or got ACP after 1.1.2006 got pay fixation as Rs.7450×1.86 + 4600 and I got pay fixation as Rs.6500×1.86 + 4600. Due to that my junior got higher pay than me. As I got the scale of Rs.6500/- because of ACP, I am not eligible for stepping up my pay. This is injustice that 10 years juniors to me got higher pay than me. NAC will look into the matter and do needful.

Function govt is known by its good works towards people. the employee, whose date of increment after July and before Dec got benefit but it should not be curtail/ taken from the employee whose was joined between Feb to June. every body should be benefited by the decision . so it is necessary too to satisfy by good decision. one increment must be given to the employee joined between Feb to June . thanks.
POINT 1 ABUSE TO RECRUITMENT RULES AND FR BY NOT ADHERING THE PAY SCALE OF RECRUITMENT RULES IN VOGUE ON PROMOTION BY PUTTING PROMOTEE IN LOWER SCALE THAN A DIRECT APPOINTEE
Many of LDC and others who have been promoted to the post/grade of UDC (pre-revised scale 4000-100-6000) by passing Limited Department Examination on or after 01 Jan 2006 or promoted to post/grade of Junior Accountant (pre-revised scale 4500-125-7000), their pay has been fixed just giving only one incraement of 3% of lower scale. Thus their scales have been far below the pre-revised scales on promotion or Entry Grade scale of these posts.
Thus it is clear abuse to FR, Principal of Natural Justice and omission at higher level or mis-interpretataion at all levels as no where there has been mentioned in the VIth CPC or FR or Govt orders regarding downgradation of grades/scales or decreasing the pay on promotion from pre-revised scales which have been shown in present Recruitment Rules in vogue since Independence of India.
It is without head and tail decision taken in hasty like headless ckicks and may be taken by omission.
It happens in lowerest scales of PB 1 or PB 2 only and not in any higher grade/scale hence the decision taking body is no where affected with this unjustice hence did not bother so far.
THUS The principal of “The welfare of subordinate is prior to own wlfare” has put below the feet By the decision taking body and clearly indicates the re-verse form of the principal “own welfare first only, and no need to think about subordinates” by increasing grades/pay scales of higher posts (decision taking body) only.
Therefore, if there is some justice or there are some thinkmen, it should be corrected immediately as it is only correction of FR 22 in wright way and in the manner of natural justice.
INCREASING THE SCALES OF UDC AND JUNIOR ACCOUNTANT
A LDC is promoted to the grade of UDC/Junior Accountant normally after 10 to 15 years and by this long work experience, the UDC/Junior Accountat are back bone of the whole official system at all departments. Only they are the persons who give a shape and make draft of the answer of work/queries to speedy dispose off the cases and higher levels only make corrections and sign the correspondence.
But the pay scale of UDC/Junior Accountant after a such long service is very least ie just with Grade of Rs 2400/- and Rs 2800/-. It is greate unjustice with UDC/Junior Accountant. This affects the morale of these workers adversly and put their morale downward instead of upward as expected by the 6th CPC and Govt accepted the same decision of cadre review.
Therefore the respected members of NAC should think positively and do some thing to enhance their scale at least by putting them in PB 2 and allowing them Grade Pay of RS 4200/-.
FIXATION OF JUNIOR ACCOUNTATS APPOINTED ON DIRECT ENTRY/ABSORPTION BASIS
Sir, Junior Accountant is back bone of accounting/auditing line/system. As per Recruitment Rules minimum educational qualification is Graduate and he work laboriously from 9 am amd to 6 pm or even some times till late in the evening after 6 pm. He goes through in the case, prepare a shape regarding correct and right disposal of the case by using his experience and brain in accounts/audit to detect irregularity. But the pay scale of Junior Accountant/ Auditor is PB I with Grade Pay of Rs 2800/- which is far below the work/duties performing and it has been done unjustice by the 6th CPC.
Therefore, it is requested to look into the matter positively and do justice by increasing their pay scale by putting them in PB 2 with Grade Pay of Rs 4600/- or Rs 4800/- or higher.
The pity condition of Steno Grade III is beyond drespription. The 6 CPC lowered the status of this post to Group D staff only. The policy makers of commission are totally blind to judge impartially. Employees wait 10 years with lot of expectation from the commission but what got Steno Grade III in this commission. It is quite shameful that even a ignorant of rules and order can point out what kind of anomaly persist in this order.
MACP rules are quite bogus for lower salaried staff, specially for Grade Pay of Rs.1900/ Rs.2400/.
Next anomaly committee meeting should address all this points judiciously.

Most units of our department are deployed in remote areas of Indian border in north east states, Utterakhand, Himachal, J&K and Raj. Most of army pers like sepoy, Naik, Hav & others higher ranks holder with grade pay of 2000, 2400, 2800 & higher are posted in our deptt. But grade pay LDC of our Org. is only 1900 which is low than sepoy. whereas Hav clerk having GP-2800 & LDC having GP-1900 are working as same under one roof. It is shameful for rank bages provided to LDC & UDC by the govt. In view of the above, kindly upgrade the grade pay of LDC & UDC and bost up the clerical staff, please. Thanks. News paper bills reimbursement given to gazetted staff why not give to non-gazetted staff. Gazetted staff taking more salary paying less income tax. Gazetted staff not able to buy news paper.
Regarding Income Tax celing also increased upto 5.00 Lakhs with 10%, Why not increased lower level. It is justice. Please think and do needful and suitable action. In our officer last year one officer was paid Rs. 1,18,000/- for 2009-10 for 2010-11 is paying only 58,000/- where as one clerk was paid Rs. 4,000/- now he is paying Rs. 7,000/- it is justice. Rules are framed by officers only so, benefits most favour to officer. I request lower staff opinion also should take. Lower staff also well qualified.

Regarding income tax celing also increased upto 5.00 laksh with 10% for officer why not increased lower level i.e. 1.6 laksh. Last year one officer was paid RS. 1,18,000/- for this year he has paid Rs. 58,000/- where as one clerk was last year tax was Rs. 5000/- this year he is paying Rs. 9000/- it is justice. This Govt. of India. AT least think and do the needful action. In all aspects lower staff lossing benefits. like. news paper reimbursement, TA on salaries. LTC, Food bill on tour.
sir, what about entry scale of AAO as anamoly has arisen between directly recruited AAO and those who promoted as AAO.The initial pay of direct AAO is 18150 whereas promoted AAO is getting only 3% increment on promotion.I hope this anamoly will be solved
all the three scales 5000, 5500 and 6500 of stenographers have been merged. then why again after the implementation of 6th PC another preferential consideration was given to 6500 PA scale and instruction was issued for 4600 gr. pay when all the three scales have already been merged at an earlier date. technically this is incorrect as they have violated the earlier order of merger. besides, this 4600 gr. pay for scale 5500 has been granted to ministerial staff where as field staff are still placed in gr 4200. this needs to be addressed with back date effect.
Gazetted employees in railways have assured progress in their career as they have automatic promotions after 3 or 5 yrs. No such arrangement is made for employees. the employees should also be given channel for promotion every 4-5 years to avoid stagnation.
Online allotment of Railway Holiday homes to be started for the benefit of all railway employees.
2 sets of post retirement pass on completion of 20 years should be applicable for non gazetted employees also (i.e. at par with Gazetted employees). this was existing previously and was brought down to 1 set without any consultation or reason.

Again 2 or 3 MACP was given. They are now drawing a grade pay of Rs.2000 and dRs.2400 and enjoying 5 to 6 extra increments by way of upgradation to GP of 1800, previous ACPs and MACPs.
In MACP cases LDCâs are granting grade pay from Rs. 1900/- to Rs. 2000/-, is it justice. Why granting 100/- this also should remove. Now a days no value for Rs. 100/-. thereis no difference if grant MACP.

My date of increment in the pre-revised scale was 1st April 2006.As per 6th cpc officials whose date of increment falls between february and june, their date of increment were postponed to july 2006,thereby postponing their regular increments by 03 months.It is further seen that employees who were completing 06 months qualifying service between 01/07/2005 to 30/06/2006 ,have been allowed their regular increments even though they happen to be on extraordinary leave without medical certificate for less than 06 months.In the instant case an official completing 12 months of qualifying service are having their regular increments postponed by 03 months.Further employees whose date of increment falls between August and December 2006 their increments have been preponed to July 2006.It is therefore requested that the issue may be examined in the next national anomaly meeting scheduled to be held on 15/02/2011.
My increment date was 1 february. It is now postponed to 1 July since VI pay commission. As postponement of increment in government service is form of punishment for none of my fault. Please consider the matter sympathatically and issue necessary orders to settle the anomaly of date of next increment from feb to june as one time measure so that we are not put to regular financial loss, including pensionary benefits.

anomaly in the pay scale/grade pay of Library Information Assistant(LIA):-
school Librarians, TGT and Physical Education Teachersare placed in the grade pay of Rs.4600/-.
The Library Information Assistants are placed in the grade pay of Rs.4200/-.
The above referred anomaly existed in the 5th CPC too. That is, school librarians were placed in the pay scale of Rs.5500-9000/-, whereas the Library Information Assistants were given the pay scale of Rs. 5000â8000/- initially.
This anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002, and placed in the pay scale of Rs.5500-9000.
It is stated that the Library Information Assistants School Librarians, Trained Graduate Teachers, Physical Education Teachers require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Ed./ B.P.Ed./B.Lib.Sc.
Above all minimum educational qualifications are same, but grade pay different.
WHY?
Hence it is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).
I request to the National anomaly committee (6th CPC) to render natural justice to the Library Information Assistants (LIA).

sir my date of increment in v pay comm report is 1st feb. but due to implementation of vi pay comm report, my increment is shifted to july for which i lost 5 months of increment and incurred heavy loss, please consider the case of feb-june issue seriously sothat no body will be loser due to this.
The grade pay of LDC, UDC and Steno should be increased from 1900 and 2400 to 2400 and 4200 respectively as these cadres are the most sufferer of 6th CPC. These cadres are getting grade pay of rs. 2000 and 2800 respectively even after MACP. Our office is subordinate office and there are stagnation even the UDCs who have completed 16 years of service are still waiting for promotion owing to poor promotion policy. So, to avoid the injustice the Grade Pay of 2400 for LDC and 4200 to UDC/steno may please be given and on MACP instead of next hierarchy, the next promotion scale should also be given.
It may be pointed out that there is a big discrimination in the grade pay of LDC(1900), UDC(2400) and Assistant (4600). The grade pay of Assistant (4600)is almost double of UDC’S Grade Pay(2400). It is a huge injustice with LDC/UDC and equivalent.
Shall be highly grateful, if aforesaid issues may be considered sympathetically in the next national anomaly meeting scheduled to be held on 15/02/2011 so that all the LDC/UDC may not suffer further.

Individuals going on retirement on 30 Jun are now not entitled to AI. It is proposed that all employees going on superannuation from April to June may be granted increment at the time of superannuation.

Recently Lt Col and equivalent rank in Airforce and Navy were put on PB 4. S21-23 Scale V CPC civilian offcers were equated to Lt Col in Defence Depts Namely DRDO. While service officers like Lt Col were placed in PB 4 of VI CPC civilians said above are left out. Can NAC take note of this and do justice to S 21-23 scale officers of V CPC and place them in PB 4 atleast now. This will go a long way in boosting the morale or else demoralisation effect may reduce the S 21-23 scale officers out put of these civilian officers. If the action requested above is not in the Jurisdiction of NAC, Atleast NAC can recommend to the conerned.
Sir, Take action on the subject that MACP will considered since 1.1.06 i.e from the date of effected new pay scale.I accept ACP opened on Aug 1998 that time 5th pay commission alrady released. But MACP declared same period of 6th pay commsion. Now junior rank holders get more pension from senior rank holders who retired inbetween 1.1.06 to 30.09.2008 due to reason that they are not granted MACP

I have the honour to call your attention to see the following facts submitted by me. I seek justified or apt suggestions for protecting pay and seniority.
1. I have joined on 30.10.2000 in the pay scale of 4500-7000 (pre-revised) as JTA. One of my colleague has also joined on 26.11.2000 in the same scale and same post.
2. Because of achieving higher qualification during the same period, my colleague got promoted to 5500-9000 after 3 years on 26.11.2003. As per 5th pay commission, he was promoted to STA 5500-9000 scale on 26.11.2003 while I was as JTA on 4500-7000 scale.
3. On 30.10.2005, I got promoted to STA (pre-revised 5500-9000 scale) and my pay has been fixed as 5th pay commission.
3. On 01.01.2006, our pay has been fixed as per recommendation of 6th CPC and my colleague was drawing higher basic pay than me as he was senior to me though with same GP 4200. Upto this period, this was not an anomaly.
4. On promotion to next cadre after five year, I achieved Ph.d as higher qualification and became eligible for promotion after 3 years on 30.10.2008. I got promoted to TO (pre-revised 6500-10500) on 30.10.2008 with GP 4600. My colleague also got promoted to TO on 26.11.2008 to TO (pre-revised 6500-10500) with GP 4600. As far as my joining date is concerned, I have joined around one month before to him and getting all benefits per 5th pay commission recommendation. Now in the post of TO, with one additional increment and one higher GP, his basic pay has been fixed at around Rs. 1500 higher than my basic pay fixed. Though I am at par with my colleague with same GP 4600 at same level and I have joined the same organization one month before he joined, how my seniority can be protected or my salary can be fixed with salary of my colleague.
With due respect, I seek suggestions how this issue can be resolved and my pay has to be fully protected.

In MACP wheras a person skips a grade in between and jumps to another grade by qualifying in an examination the same is trated as only one for the purpose of macp. however,staff who came on inter departmental transfer on bottom most seniority or a person seeking reversion to the lower cadre after having one promotion at the orginal unit if promoted again in the new unit in which he is trasferred/to the post again the same is treated as twice. this has resulted in lot of anamloly and also that the person who already suffered the most are the worst affected. to set right this the government may recommend as one time measure that for all the persons who have completed ten years in a cadre to be placed in the immediate higher gradepay.
The Grade Pay of LDC& UDC should be increased 2800/ & 4200/ respectively as these cadres are most sufferer in the 6th CPC.After 20 years of service LDC getting their Ist MACP i.e. Grade Pay 2800/,Instead of next higher Grade Pay of Rs.4200/. It is totally injustice to the LDC & UDC cadres who have already completed 20 to 24 year service.
Therefore,I request to NAC kindly look in to the matter and may be consider this point in forthcoming NAC.

By rationalising the annual increments to July every year,the 6CPC has created an anomalous situation and done great injustice to those Govt employees whose increments falls between Feb-Jun and retires between Jan-Jun,denying them their eligible increments.
Imagine the case of an unfortunate employee whose annual increment is on 1st Feb 2006 in the pre-revised scale and retiring on 30th June 2007.
He is denied of his increment on 1st July 2006 and he has to retire without any increment after serving for 17 months in the revised pay scale, while as he would have recieved two increments ,first on 1st Feb 2006 and second on 1st Feb 2007 in the pre-revised pay scale.
To rectify this,it is only fair justice to grant him an increment on 1st July 2006 and give him the retirement benefits on super-annuation after adding one more increment ,since he has served for more than six months in the last drawn basic.
I request the NAC to kindly consider the suggestion favourably.Regards.

i am not a group d employee and is an engg.employee on 4800gradepay. but i feel that the gradepay of 1800-1900-2000 is a bit harsh.i sincerely feel that these gradepays really makes MACP useless.so my humble request is that one of these gradepays either 1900 or 2000 may be removed,this may be brneficial to the LDC also on macp.also the fixation of promotees at par with DR ineach cadre is a must.
Qualifying service for granting of increment is six months. If so one should get an increments for those who retire before 01 july of that year. That means only for retirement time like wise who appointed on 01 Dec he is getting one increment after complition of six months. One who retire after six months he should also get. Other wise increment should get every after complition of twelve months as earlier procedure.
Anomaly regarding sixth pay commissionâs recommendation for Assistant Library & Information Officers.
On the subject mentioned above I wish to draw attention on following point regarding anomaly in 6th Pay Commissionâs recommendation in the scale of Assistant Library & Information Officers in central government offices:

4. Anomaly started in 4th pay commission (before 01.01.1996) is still continued. Inspite of higher criteria (P.G.+ B.Lib. & I.Sc.) for AL&IO, the grade pay is lower than a post graduate PGT. This can be understood by comparison given in table below:

5. By comparing above mentioned table it is clear that; before 1.1.1996 the scale of ALIO was more than PGT which became less after 01.01.2006. At the same time the AL&IO working in Government departmental Libraries are getting salary equal of School Librarian which is really a great anomaly and derogatory.
6. Before 01.01.1996 to till date the educational qualification of AL&IO is more than school librarian. In view of Budget, work, and library service the library of central government organisation is multiple in size of library of schools.
7. AL&IO is the in-charge of Library. The proper and successful running of a library is the onus of AL&IO. Present anomaly in the scale is matter of disappointment and discouraging for the AL&IOâs working in central government departmental Libraries.
8. In the perspective of other Group âBâ officers in Central Government Offices, earlier in the 5th pay commission, the grade of Assistant Library & Information Officer (AL&IO) was upgraded to Rs.6500-10500 (expected 7500-12000) from the old scale of Rs.2000-3500/(RPS), where as the pay scales of all the other equivalent group âBâ officers was raised to 7500-12000.
9. In the perspective of other Group âBâ officers in Central Government Offices, now, in the recommendations of the 6th pay commission, again the AL&IO grade in the Central government offices has been over looked and is proposed to be upgraded to Rs.7450-11500 and fixed in PB-2 at Rs.9300 -34800 along with pay grade Rs.4600. Other Group âBâ officers in old pay scale 6500-10500 and 7500-12000 are placed in PB-2 Rs.9300 -34800 along with pay grade Rs.4800 and completion of four years service they will be placed in PB-3 Rs.15600-39100 along with pay grade 5400 in group âBâ status. But there is no such provision for AL&IO who are the in-charge of the Central Govt. Departmental and Institutional Library. Also, the basic qualification for AL&IO is Master Degree with B.Lib & I.Sc. or Bachelor Degree with M.Lib & I.Sc. and preference is given to Master degree with M.Lib. & I.Sc. but basic qualification for other group âBâ officers is Bachelor Degree according to the discipline.
Keeping in above fact and responsibility and work it is requested from Anomaly committee to consider the rectification in our scale as under:

Please take up the issue of increment to those employees whose increment falls between Feb. and June. They are at huge financial loss. They have to retire without getting any increment though they almost work through out the year. Their increment has also been unnecessarily postponed to July whereby by their juniors are getting equalor more pay if their increment date is January or before January. Group D-employees were given grade pay of Rs.1450 to Rs.1800 by the 6th CPC. But they were upgraded to a single grade pay of Rs.1800. For this no qualification was taken into account. There from MACP was given to them. Whether they already got any ACP or not, that was left away. Increment was also given in each step. Isânt it mean two increment for every upgradation. Yes it is. When they gave ACP they got increment. When the revised pay under 6CPC was fixed, this increment was also taken into and multiplied by 1.86 factor. Hence, they got higher pay fixation. Again 2 or 3 MACP was given. They are now drawing a grade pay of Rs.2000 and dRs.2400 and enjoying 5 to 6 extra increments by way of upgradation to GP of 1800, previous ACPs and MACPs.
Now consider the cases of LDCs, UDCs. They must poses typewriting skill, computer skill and must poses good educational qualification. They have to appear for competitive examinations etc., to get selected for appointment. They can serve the certainly better than any old groupâDâ and new Multi Task Employees which is new avtar of old groupâDâ. Because they are qualified higher than the old groupâDâ or the new avtar.
What pay, grade pay fixed to LDC and UDC. Mear Rs.1900 and Rs.2400. If it is like this, what weightage is given to the qualification that the LDCs and UDCs are possessing as per government norms to appear for the respective competitive examinations.
If the LDCs and UDCs are not required for Government Offices they (working employees) can be shifted to some other posts like MTS, which have lesser responsibility and lesser work load. The recruitment of LDCs and UDCs by Government department may be stopped. This will pave the way for the educationally well qualified personals to appear for some other competitive examinations and got selected for some other suitable posts with suitable remuneration.
What should be done so as the benefits of 6th CPC is equally distributed among all employees? The grade pay of LDC must be 2800 and UDC must be 4200 and Assistant must be 4600.
Vide OM No.35034/3/2008-Estt.(D) dt.24-12-2010, the newly introduced scale of Rs.67000-79000 with grade pay Rs.12000 in PB4 is also brought into the ambit of MACPS upgradation and benefits.Actually, this was not recommended by the 6th pay commission.
If it is possible to change the pay band in P4 why it cannot be in the other pay bands. The changes in the pay band and grade pay are possible for all posts. Hence, the NAC must upgrade the grade pay of LDCs and UDCs to 2800 and 4200 respectively and MACP must be given from the date of implementation of MACP accordingly. The benefits of 6th CPC must be equally distributed among all employees without any anomaly.
News paper bills reimbursement given to gazetted staff why not give to non-gazetted staff. Gazetted staff taking more salary paying less income tax. Gazetted staff not able to buy news paper.
Regarding Income Tax celing also increased upto 5.00 Lakhs with 10%, Why not increased lower level. It is justice. Please think and do needful and suitable action. In our officer last year one officer was paid Rs. 1,18,000/- for 2009-10 for 2010-11 is paying only 58,000/- where as one clerk was paid Rs. 4,000/- now he is paying Rs. 7,000/- it is justice. Rules are framed by officers only so, benefits most favour to officer. I request lower staff opinion also should take. Lower staff also well qualified.
My old month of increment is February.Only sufferrers by postponing their increment are those whose date of next incrment falls from feb to june.This is the most genuine demand.The employees whose date of next increment from july to December got their increment preponed in July. The issue of Increment to those employees whose date of increment is between February and June must please be strongly take up in the National Anomaly Committe to be held on 15.2.2011 please.

Notwithstanding the fact that the DOPT is insisting cadre restructuring, many departments are unable to initiate and complete the restructuring process and the time is ticking fast. Ref:DOPTâs OM No.35034/9/2010-Estt.(D) dt.10-02-2011.
The way for restructuring the cadres is in the hands of DOPT only.
They have restructured the group-D, restructured their grade pay and upgraded the group-D as group-C. Thereon MACP upgradation is also given to group-D employees.
The same effective way may please be adopted by DOPT to restructure the LDC, UDC cadres. The LDC and UDC cadres can be merged and upgraded to the grade pay to 2400/-
For this upgradation, a degree from recognized university can be fixed as minimum qualification. This is because, for UDC direct recruitment, the minimum qualification is any degree from a recognized university.
By this way only DOPT can complete the restructuring and solve the stagnating problem without any anomalies.
The forthcoming NAC on 15-02-2011 may generously decide to handover this restructuring work to DOPT effectively.
Apropos the fact, that the Record Note issued by DOPT vide its Office Memorandum No. 11/1/20-JCA dated 6-10-2010 clearly states about the decision to provide option to choose either ACPS or MACPS for organizations/cadre and to complete cadre restructuring for fall back employees so that the stagnation problem could be solved, nothing is in progress.
This is because many departments are not in a position to initiate DPC for restructuring the cadres of fall back employees.
Another reality is, the condition, that the option between ACPS and MACPS will be allowed for organization/cadre only and not for individuals, plays the spoil game.
If the option is allowed for individuals with the 3rd upgradation will also be allowed on completion of 30 years of service, it can alone fetch a good result in solving the problem of stagnation.
It is requested that the forthcoming meeting of NAC on 15-02-2011 may kindly look into the stagnation mater and solve the problem amicably.

OF NCT OF DELHI as VAS in animal husbandry unit of development deptt.to be RECKONED FOR MACP as uttar pradesh govt is also following ACP PROVISION AFTER 10,18 & 26 YEARS OF SERVICE corresponding to central government which does so after 10,20&30 years of regular service.

Sub: Request for issue of orders to exercise revised option for pension â Regarding.
I was absorbed in ESI Corporation in 1998 with 23 years service in the Postal Accounts Office.I was entitled to serve further for a period of 14.5 years in ESIC. There was an option (a) to receive pro rata retirement pension benefits or (b) continue to have the pension benefit of combined service under Postal department and in ESIC on absorption. Since the option shall be exercised within six months and I desired full pension, I opted (b) for combined pension benefits. Pension benefit to the tune of Rs.5,50,000/- for my past service was paid by Parent Department to ESIC.
But the various pension rules amended subsequently have extended the following additional pension benefits to the employees opted pro rata pension, discriminating employees opted for combined service pension counting past service.
1. Restoration of 1/3 rd commuted pension to the employees drawn sum payment on absorption along with Dearness Relief wef 1999.
2. Dearness Relief on pension from 1999 to all pro rata pensioners.
3. The VI Central Pay Commission has granted full pension for 10 years service.
Had the Government of India allowed the above pension benefits at the time of my absorption itself, I would have opted for pro rata pension. Now I have rendered more than 12 years service in ESIC and for that alone I am eligible to get full pension. The pension benefits paid by parent department is nothing but an extra income to ESIC where as I am deprived of getting the amount due to me. Thus, I am put into loss by virtue of the option exercised on absorption for counting past service as per the then pension rules. In order to rectify the discrimination whenever experienced in the unforeseen circumstances, such as change in pension rules, court orders, pay commission orders, condition of service etc, Government will usually provide an option to all concerned employees to exercise in the light of new rules so that there could not be any anomaly in the benefits due to them.
I want to submit that by allowing fresh option both parent department and Autonomous body are not affected in any way. They need not pay anything extra to the absorbee. Even the Govt of India need not amend its pension rules.
Since no option is given to the absorbed employeesâ opted (b) for combined service pension like me, I request you to kindly cause necessary action for the issue of suitable orders permitting me to exercise revised option for pro rata pension / lump sum payment on absorption with admissible interest as collected from Government servants who opt for counting past service at a later date.

Please take up the issue of increment to those employees whose increment falls between Feb. and June strongly. My old month of increment is February.Only sufferrers by postponing their increment are those whose date of next incrment falls from feb to june.This is the most genuine demand.The employees whose date of next increment from july to December got their increment preponed in July. The issue of Increment to those employees whose date of increment is between February and June must please be strongly take up in the National Anomaly Committe to be held on 15.2.2011 please.
I hope, the Govt. will consider the issue sympathatically and issue necessary orders to settle the anomaly of date of next increment from feb to june as one time measure so that we are not put to regular financial loss, including pensionary benefits.
I have only 2 years of service and one can imagine the cmulative loss in salary and pension due to the above anomaly. I pray that Govt. should consider this and grant one increment during 2006 as a one time measure to mitigate this loss.

The illustration above indicates how a junior who has not passed the qualifying examination for Asst. Accounts Officer and remains in the cadre of Sr. Accountant is entitled to a higher Grade pay of Rs.5400 (by virtue of III MACP) while the senior who officiates in the supervisory cadre after passing SOGE examination stagnates in the same cadre with the grade pay of Rs.4800 for more than 12 years. It is quite strange that an official in a supervisory cadre is entitled to lesser grade pay and all other entitlements including Travelling Allowance/Daily Allowance.
This is a clear discrimination to the officers holding supervisory cadre who are entrusted with higher responsibilities.
Please settle this issue by granting them (supervisors) grade pay of Rs.5400 with effect from the date the supervised officials have begun drawing grade pay of Rs.5400 by virtue of MACP .

I was appointed as LDC on October 1984 and got the promotion as UDC on May 1988 and after completion of 24 years of serive I was granted 2nd ACP wef October 2008 in the pay scale of Rs.5000-8000 (pre-revised) PB-2 with GP Rs.4200/-. Unfortunately the MACP applicable wef 1-9-2008 and my pay was re-fixed in PB-I with GP Rs.2800/-. The MACP has put the employees in disaster position and huge financial loss. There is disparity among employees who are granted ACP before and after 1-9-2008 in the same cadres. This disparity should be removed immediately at leaset with the cadre by virtue of equal work being done by every one. Other wise option should be given to all employees for opting to go with ACP or MACP which is benefical to the employees. I request this matter may be taken up in the next meeting to remove the disparity between the same cadre.

Number of temporary status casual labors have been working in many departments all over India since 01.09.1993 and they have not been regularized so far. They may also be given the benefit of MACP as they have also worked like regular staff and the nature of duties also same, but the major injustice done to them. All the temporary status casual labors services should be regularized in time bound and this category employees may be allowed to attend tests/interviews conducted under direct recruitment quota not for departmental tests irrespective of upper age limit because the all most all temporary status casual labors are crossing their age limit by the time of regularization and this is caused to big loss to the educationally qualified persons. And in Indian railways the mazdoors/casual labors allowed to attend examinations/tests under direct recruitment quota and this benefit should be extended to all other ministries and it is very helpful and it is reasonable. one more to submit that the A.P state government in their engineering departments any technical assistant/work inspector/draughtsman etc. cadre employees completed the LCE/DCE (Acquiring the qualification of diploma in their respective displine) and who have completed SIX years of service is to be given the post of ASSISTANT ENGINEER under prescribed quota and such quota kept for those employees. Kindly take necessary possible steps to extend this type of benefit to the C.G.employees in their respective engineering fields as it is genuine demand and please take up this issue in next NAC/JC meeting please.Age relaxation also to be extended to the departmental candidates at least five years from the existing limit and it should be 45,48 and 50 years under direct recruitment quota posts. But the entry pay (on fresh appoint) for the Grade Pay is Rs. 7560/-. The anomaly in fixation of pay may be rectified and promotee may be allowed to draw atleast minimum pay of Rs. 7560/- in the Grade Pay of Rs. 2400/-, please.

2. In this connection, the significant point is that initially by sixth Pay Commission , the Grade Pay of GP-D staff ( Mazdoor/Peon etc ) and GP-C Staff ( LDC/Trade Man etc ) were as under :-
GP-âDâ staff : Rs. 1300/-
GP-âCâ staff : Rs. 1900/-
The Parity between GP-âDâ &
Gp-âCâ staff : Rs. 600/-
3. The re fixation of Grade Pay of GP-âDâ staff ( Now GP-âCâ staff ) without any change in their qualification, eligibility, and nature of their work is a very revolutionary Step, which has been welcomed by all. But the parity of Grade Pay of the Post of Mazdoor/Peon etc and LDC etc. kept by VIth CPC under reference at initial stage of implementation of VIth CPC, according to their qualifications/responsibilities/nature of works has been dissolved. Now the parity between illiterate/ little literate without any responsibility and Matriculate + Proficiency in typing+ skill in all clerical jobs with huge burden of responsibilities etc. has been reduced from Rs. 600/- to Rs. 100/- only.
4. A recognizable parity in Grade Pay between Mazdoors/Peons and LDC etc., is very much essential in point of view of their Recruitment Rules also . Though fresh recruitment of class IV employees has been dispensed with by VIth Pay Commission, yet, difference between the old Recruitment Rules for these categories need to be analyzed. The Recruitment Rules for Class IV employees & Class III employees were entirely different. The Class IV employees were recruited by passing a simple departmental Physical Test/Language Test etc. whereas for the post of LDC/Clerk,a separate Department âStaff Selection Commissionâ has been set up by Central Govt., who organize the following tests to ascertain the eligibility/Skill of the individual to meet the requirements of the post of LDC.:-

a) Preliminary Test.
b) Main Written Test comprising Reasoning Ability, Mathematics, General knowledge, & Comprehensive knowledge of English including
official letter drafting etc.
2. Typing Test
a) 30 Words per minutes Speed in Typing of English on Typewriter.
b) 25 Words per minutes Speed in typing in Hindi on Typewriter.
Only after qualifying all the above tests, a individual is selected for appointment for the post of LDC. The purpose of the above tests by the commission is only to select those individuals who is fully perfect/skillful to deal with the huge burdon of responsibility of the post of LDC.
5. We are sorry to mention here that the VIth Pay Commission neither feel any difference between above tough Written Test/Skill Test/Typing Test and Simple Physical Test/ Language Test nor they feel any difference between the nature of job/responsibilities/Skill of the Mazdoors/Peon and LDC. That is why, they have been paid almost the same Grade Pay and the parity lies in their nature of jobs/Skill/Responsibilities/Recruitment Rules has not been maintained while granting the Grade Pay.
6. After the above analysis , need not to mention here that meager parity ( Rs. 1800/- to Mazdoors/Peons & Rs. 1900/- to LDC ) is nothing but only injustice with all Clerical cadre and is spreading demoralization amongst them.
7. More so, as per VIth CPC, The Grade Pay determines the status of a post and it is quite surprising to note that the GP- âDâ employees, who have been fixed as on 01.01.06 at the Grade Pay of Rs. 1800/- & earned three financial upgradations, their Grade Pays have been fixed as Rs. 2400/-. The status of LDC, directly recruited through outer recruiting agency, not only get demoralized but is against natural justice. This will also have far reaching complications with regard to command and control.
8. In view of the above, it is requested that if the Grade Pay of GP-âDâ staff ( Now GP-âCâ staff ) has been enhanced from Rs. 1300/- to 1800/-, the Grade Pay of the Post of LDC & UDC etc. may kindly be re fixed at least as Rs. 2400/- and Rs. 2800/- respectively, so that the parity according to their qualifications, rank, responsibilities and skill may be maintained and employees of LDC/UDC cadre may also feel proud to serve the nation.

The Grade Pay of LDC& UDC should be increased 2800/ & 4200/ respectively as these cadres are most sufferer in the 6th CPC.After 20 years of service LDC getting their Ist MACP i.e. Grade Pay 2800/,Instead of next higher Grade Pay of Rs.4200/. It is totally injustice to the LDC & UDC cadres who have already completed 20 to 24 year service.
I would like to bring to he notice of the chairman National Anomaly Committee to grant Grade Pay of Rs.4800 to the Section Officers of debts Recovery Appellate Tribunals under the Ministry of Finance, Department of Financial Services, Banking Division, as the post of SO in DRAT is not inferior to the Post of SO in IIFR, BIFR, NHRC, CAT. Then why injustice has been done to SO in DRAT, Kolkata and other DRAT/DRTs for allowing Grade Pay of Rs. 4600 only. Request to kindly remove this disparity as my representation is lying pending in the Ministry unanswered though I have retired on 31-12-2009 . Hope NAC wil do justice for SOs in DRATs/DRT and give all consequential benefit like CAT ets other non-secretariat Offices.
I agree with Bhagat Singh. I join as LDC in Feb.1991 and get only one promotion to the post of UDC after 10 year i.e. Feb2001. At persent i am working as UDC ub G.Pay 2400/- to till date. It is grate unjustic with LDC and UDC.
The NAC must upgrade the grade of Pay of LDC and UDC to Rs. 2800/- and Rs. 4200/- respectively.

I want to know a clear picture of me who have got 2nd ACP on 1.9.06 as UDC (CSCS cadre) with scale of Rs.6500/- which was revised as 7450/- with grade pay 4600/-from the day of 1.1.06.
In this mean time I am transferred from Kolkata to Delhi as promoted to Assistant on 9/10.
Till date I am enjoing the old scale, where as my friends in Kolkata who were UDC(just now offered as adhoc Assistant) and junior to me and also few my friends who have joined with me as Assistant in Delhi are also enjoing the New Revised pay of scale Rs.7450/- from the date of revised pay i.e. 1.9.06 with arrear dues from that day.
In spite of my several reminder to Admn. section of my Ministry of UD they are simply ignoring it with the remarks that matter is pending under DOPT.
But my query is, as the scale of Rs.6500/-has been abolished and changed into Rs.7450/- why I shall not be eligble for gettiong the seme benefit from that day of 2nd ACP i.e. 1.9.06 whereas my friends of same ministry, Assistant of CE,(EL)(NZ),Assistant under Director of Estate and also UDCs of CSCS cadre under CE(EZ)-I,s office at Kolkata are enjoing the revised scale of Rs.7450/- with all arrear dues .
If this is not correct please give an order or instruction to all, clearing such anamolies or to withdraw their benefits of revised scale where same designation,category,time even junior are enjoing the benefits and others are deprived .It must not be Government,s policy it is simply the ignorance of some person or negelegance.

The National Anomaly Committee – I believe the objective of the Committee is to look into and rectify the anomalies committed by the VIth CPC while formulating the pay structure of the CG employees. The most shocking aspect is that so far this Committee could not visualise the difference in grade pay of a LDC and class IV posts; a difference of Rs 100/-. A palpable error committed by the VIth CPC without considering the difference in mode of work and responsibilities between the two categories. A LDC is getting grade pay of Rs 1900/- and will eventually get Rs 2400/- on his promotion to UDC. Despite considerable representations by the entire clerical cadre on this site to rectify the anomaly and grant grade pay of Rs 2400/- and Rs 2800/- to LDCs and UDCs respectively, the point has so far not been included in the agenda. The tenure of the Committee is up to 31/3/2011 and the point still remains unaddressed. Had it been a point pertaining to the MPs/Ministers, it would have been accepted by vote of confidence on the floor of the house, no Committee required. The revision of grade pay of LDCs and UDCs will not exert enormous financial burden on the State exchequer, if otherwise, compared to that of the CWG scam, the 2G scam, the black money at Swiss bank and so on. It is a legitimate and justified demand by the entire clerical cadre working under the Central Govt of this country. Why is the Committee and the Govt finding it so difficult to accept a valid and legitimate demand which has been placed before them as a humble request. Does this mean that a humble request has no value in the eyes of the Govt and only the scamsters are the hero and beneficiaries in the present scenario. Please address the issue in true spirits, else the affected employees will lose faith on the Govt and will be compelled to seek justice through the judicial process. This will adversely affect the executive functionary system of the country.

I am working Evaluation Assistant in Min. of Health and F. W. Regional Office at Kolkata and get 1st financial upgradation according to ACP at GP 4600/-. Subsequently,2nd upgradation granted recently at 4800/- under MACP that may be given in the immediate next hierarechy of the cadre in view of career progression. For Evaluation Asstt, Evaluation Officer and Sr. Evaluation Officer the immediate next hierarchy order are 4200/- 4600/- and 6600/-. Hence, Rs.4800/= which is not at all in the order of immediate next hierarchy. Similarly,MACP upgradation the GP 4600/- may be placed in the order of hierarchy at GP 6600/-which falls naturally as the immediate next hierarchy.
According to MACP in VI CPC, we are looser compairing to ACP in V CPC. We could have GP 6600/- in 2nd ACP in V CPC but not reaching same GP even after 3rd MACP in VI CPC. So, natural justice may at least be done taking in view of employees welfare.
My date of increment in the pre-revised scale was 1st Feb. 2006.As per 6th cpc officials whose date of increment falls between february and june, their date of increment were postponed to july 2006,thereby postponing their regular increments by 03 months.It is further seen that employees who were completing 06 months qualifying service between 01/07/2005 to 30/06/2006 ,have been allowed their regular increments even though they happen to be on extraordinary leave without medical certificate for less than 06 months.In the instant case an official completing 12 months of qualifying service are having their regular increments postponed by 03 months.Further employees whose date of increment falls between August and December 2006 their increments have been preponed to July 2006.It is therefore requested that the issue may be examined in the next national anomaly meeting scheduled to be held on 15/07/2011.

I am working as an Assistant Director (Official Language) in Central Board for Workers Education(CBWE), Nagpur. CBWE is an autonomous organisation under the Ministry of Labour and Employment, Govt., of India. I have given several representations to my Office regarding pay parity on par with CSOLS cadre. Our Ministry forwarded the same to the Finance Ministry. The FM refused to give parity saying that the benefit is not extended to autonomous bodies/organistions etc., I am to inform that some of the autonomous organisations like ESIC, EPFO, CSIR, ICAR, IITs have already implemented the same by giving reference to the Finana Ministryâs approval. Why the discrimination towards small organisations where a limited no. of OL staff,say about 2-4 staff ,are working. I request the NAC kindly to take up this matter in the next meeting please. I would be thankful to you for the same.

Pay Rs. 2400/- and LDC takes only Gr. Pay only Rs. 1900/- equal to Gr. “D” employee. Please look into the matter
I,an employee under OFB wants yours kind attention regarding the newly implementation of four grade structure, in which Highly skilled was divided into two grade i.e. highly-skilled I & highly-skilled II on 01.01.2006.In this regards 50% of existing highly-skilled were upgraded into the NEW CREATED POST i.e.HIGHLY-SKILLED II.
Sir, whether this up-gradation is a promotion/placement in the time of consideration of MACP.
My old month of increment is May.Only sufferrers by postponing their increment are those whose date of next incrment falls from feb to june.This is the most genuine demand.The employees whose date of next increment from july to December got their increment preponed in July. The issue of Increment to those employees whose date of increment is between February and June must please be strongly take up in the National Anomaly Committe
I hope, the Govt. will consider the issue sympathatically and issue necessary orders to settle the anomaly of date of next increment from feb to june so that we are not put to regular financial loss.I have cmulative loss in salary due to the above anomaly.

Sir, I have been working as librarian in Sainik School Bijapur(karnataka) with effect from 2 Aug 2005. My pay has been fixed at Rs.10230+Rs.4600/- GP as on 01 Jan 2006 in the PB-2 with grade pay of Rs.4600/-. However juniors ie new entrants who have joined lateron their pay has been granted higher start with Rs.17140 and Rs.4600/-(GP)where new entrant s are there in other schools. in the. In the Sainik Schools,juniors will not be there only one person as librarian will be appointed.Govt of India vide orders does not very clear for the librarians where single post is appointed and no juniors. Is there any special orders from Govt. of India to compare with other sainik schools’ librarians(Schools run by same instituion) for stepping up with juniors. Please calrify.
With regard to granting of MACP, the 6CPC has left no benefits for the lower level officials. In this, I would like to jot the examples of STENOGRAPHER GRADE-D and UDC working in Central Govt. They have been placed in PB-1 with GP of Rs. 2400. On 1st MACP they have been provided a benefit of Rs. 400 only i.e. after serving 10 years continuously in the same grade. However, for those who got their 1st ACP before 01/01/06 were provided a benefit of Rs. 1800 in Grade Pay. Why is this discrimination so?
If the Govt. of India cannot look these lower grade officials Or if on granting Rs. 4200 as GP to these officials the Govt. of India cannot survive, then we are ready to surrender this increment of Rs. 400 in GP on 1st MACP and if need be the Govt. of India can deduct Rs. 400 from the GP of Rs. 2400 presently being drawn by us. We are in the habit of surviving with less money and can survive with a GP of Rs. 2000 too.
Thus, give us a GP of Rs. 4200 in 1st MACP or ……

I am working as sub-editor in Dte. of information & Publicity Dept in Govt. of Puducherry. the one and only post. recruitment rules demands essential as Post-graduate Degree + One year experience in Journalism + Experience and proficiency in Translation from English to Reg. language and vice versa. But the pay scale has been fixed only in pre-revised 4,500-125-7,000 corresponding scale in the sixth pay commission as 4860-20200 with GP 2800. Pay Commission has falsely mentioned that my essential qualification is Graduate degree. How to rectify the lapse.

Consideration has been given to, in fixing the pay of employee on 1st July. I have gone through all the circular. Similar kind of thinking is required for the time of superannuation. Employee who are retiring on 31st July will get the increment on 1st July but look at the cases of poor person who are superannuating on 30th June / 31st May/30th April. Their 12/11/10 months service have become redundant. It is there submitted that for such employee completing six months and above be given an increment on date of superannuation for pension and other superannuation benefits.

KINDLY ANY ONE TAKE UP WITH ANOMALI COMMITTEE MEETING FOR THE WELFARE OF ANDAMAN AND NICOBAR ISLANDS GROUP ‘D’ STAFFS REQUEST.
1.We are working under andaman and nicobar administration.we the class 4 (Group-C)as per 6th CPC.We are not geting the joining time to travel to home town on LTC.during 5th CPC we get three to four days forward and return journey time by ship because we are only Bunk class entitlement and the cost of Air lines is not offertable for a small family 2+1,2+2 the cost of ship fare is 3X1900= 5700 approx in the meen time by air for one 5700 or more the tax is approx Rs.1900.So.Its our request to implement the joining time for the benifit of Group-C staffs of andman and nicobar island,administration and central staffs posted at this island.
2.Sir, we are having the qualification required for LGC 12th Pass to do the works of regular LGC.Our request is that If we may appoint/Promoted as per the 6th CPC report to improve their working capacity as well as to minimize the work load of the office as it is noticed that the Administration having acute shortage of staffs in various office which we can be cope up by the qulified group-D staffs in te place of regular LGC is doing the work of Diary Despatch in every department and section.So,the qualified and elegible group-D staffs who will geting the Grad pay Rs.1900/- as equal to the LGC they may be promoted as LGC/LGC(Diary)and so on.
3.The Computer Advance to group-D staffs,that now a days without computer we canot give good education to our child and our feature generation.the knowadge is gained from the use of Internet with the help of computer and its most for each home.So,if the computer advance is admisable for all staffs like other advances (bycycle advance,festival advance etc.)its very help full to all low paid group-D staffs.
4.Changing the degignation for the posts as per 6th CPC not caried out till date.
5.The 15% reservation for te post of LGC to the working Group D staffs as per the new RR by 6th CPC and the departmental examination in every year to get one chance to serve the nation as LGC with their out most intrest of the nation,because every persion wants to go forwad by them selves and our nation.
