Subject : Clarification on increase in certain allowances by 25% as a result of enhancement of Dearness Allowances w.e.f. 1 1.2011 -

On the above mentioned subject, it is stated that consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w e.f. 1st January, 2011 vide Ministry of Finance, Department of Expenditure O.M No 1(2)2011-E-II (B) dated 24th March, 2011, the following points are clarified :

  

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs. 15,000/- per child. Accordingly, the quarterly claim could be more than Rs. 3750/- in one quarter and less than Rs 3750/- in another quarter subject to the annual ceiling of Rs 15,000/- per child and Hostel Subsidy shall be Rs. 3750/- per month per child ;

  

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1250/- per month, and

  

C) The annual ceiling for reimbursement of education allowance for disabled children of Government employees shall be treated as revised to Rs 30,000/- per annum per child and the rates of Hostd Subsidy for disabled children of Government employees shall be treated as revised from Rs.6000/- per child per month to Rs.7500/- per child per month.

  

2 These revisions are applicable with effect from 1st January, 2011.

  

3 These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No 12011/03/2008-Estt (Allowance) dated 2.9.2008 and O.M. No 12011/04/2008 dated 11.9 2008.

    Sir, it is just for CEA. Kindly clarify about other allowances immediately like TA-DA, Transport allowance and washing allowances.

    sir, only clear order issued in respect of CEA, but no directiions for increasing rate of personnel effects on transfer and conveyance transportation etc are issued sofar. personnel transferred after Ist Jan’ii are facing difficulties to submit the claim. please do whatever possible. thanks.

    Sir

    It is requeted to clarify for applying for Anomaly of basic pay difference between direct recruit inspector and promotee inspectors in CBEC Department. Do CBEC & CBDT have issued seperate Circulars/O.M.(s) for allowing such Anomaly? If Yes, when? Also please supply copy of such Orders to me.

    e.g. Direct recruit after 2006 (6th pay commission) are earning basic pay fixed to Rs.12,540/- + Gr.Pay of Rs.4600/-, where as due to implementation of 6th Pay Commission, the pay of Promotee Inspectors is fixed below Rs.12,540/- + Gr.Pay Rs.4600/-.

    This amounts to Anomaly comparing the years spend with the department as a employee.

    Do such orders have been issued by the CBEC Department?

    Sir, it is just for CEA. Kindly clarify about other allowances immediately like TA,DA(food charges)& hotel charges, local Transport allowance.Also clarify for claim of our official duty required all type of bill like hotel registered bill, fodd bill & auto bill.

    Though, the quantum of most of the allowances/advances required to be revised 25% more than the existing rates consequent on the upward revision of DA rates at 51% w.e.f.1-1-2011, it is reported most of the PAO offices/DDOs do not agree for such increase without specific orders from the Government. If Government issues a clarificatory orders on this matter, it will gretly help many offices/PAO to regularize the claims.

    it is just the order of about CEA, please publish the rest of the allowences which is applicable for increase after declaration of 51% DA. specially the conveyance allowence.

    Sir, it may kindly be clarified whether SDA will be increased by 25% as rate of DA has already been crossed 50%.

  18. Regarding pay protection - September 22, 2011

    Sir,
    I was in CRPF Department(in the pay band 5200/- + G.pay 2800/-) and drawing pay 9950/-+ G.Pay 2800/- before joining to the post of Auditor in o/o of PAG (Audit)Guwahati, Assam in the pay band 5200/- + G.pay 2800/-. It may kindly be clarified whether I shall get pay protection or otherwise because I joined to the present post through proper channel. If I shall get the benefit of pay protection how it should be fixed and what will be my basic pay in the present post.

  19. Regarding Bonus - September 22, 2011

    Sir,

    I was in CRPF Department till 23/10/2010 and after submission of technical resignation(Through proper channel) I joined to the post of Auditor in o/o of PAG (Audit)Guwahati, Assam on 01/11/2010. It may kindly be clarified whether I shall get Bonus or not. If so, which department will draw.

  20. Regarding pay protection - September 22, 2011

    Sir,
    One of my colleague joined to the post of Auditor in the O/o PAG(Audit),Guwahati in the Pay band Rs.5200-20200 & G.Pay Rs.2800/- (through proper channel)from Doordarshan Kendra, Itanagar after submitting technicial resignation. His Pay band was Rs.5200-20200 & G.Pay Rs.2400/-. He was drawing at DDK,Itanagar Pay Rs.8870 & G.Pay Rs.2400/.
    How his pay will be protected/fixed.

    I have joined in 30/6/95 as LDC in Doordarshan, Nagpur and as per 6th CPC my payscale is 5200-20400 (BP-9070, GP-2400) on 29/9/2010, thereafter tendered a technical resignation to join as Jr. Accountant in Dept.of Telecommunication, Raipur payscale is 5200-20400 (BP-9070, GP-2800) on 30/8/2010.
    a). Whether 3% initially pay fixation benefit along with the difference of GP i.e.2800-2400 = 400 is applicable or not.
    My present Raipur office has given only the difference of GP i.e.2800-2400 = 400. I request ur goodself, please guide & provide ur valuable suggestion in this matter.

    DEAR SIR,

    PL. CLEARFY THAT DURING THE TOUR THE RATE OF HOTEL IS INCREASED 25% AS D.A. CROSSES 51%. IF IT IS APPLICABLE THAN PL. ISSUE A ORDER LETTER THROUGH WHICH IT CAN BE PRODUCED TO THE DEPARTMENT FOR CLAIMING THE HOTEL BILL AS PER REVISED RATE.

    Dear sir,
    The 6th central pay commission was effective from 1st Jan. 2006.Even after 6yrs has passed the patient care allowances/ hospital patient care allowance is still on extenssion for 6 months. Why Govt. not decide the matter for ever either by giving the orders without mentioning any date till regular arrangement is made.
