Family Planning Allowance for adoption of small family norms
Revision in the rates of Family Planning Allowance for adoption of small family norms following the recommendations of the Sixth Central Pay Commission.
Consequent upon the implementation of the revised pay structure by the Government with effect from 1st January, 2006 on the basis of recommendations of the Sixth Central Pay Commission and in partial modification of this Ministry’s O.M.No.6(39)/98-IC.II dated 6th July, 1999, the president is pleased to sanction the revised Family Planning Allowance at double the existing amount of the Family Planning Allowance, subject to a minimum of Rs.210/- per month as indicated in Column 7 of Annexure to this Office Memorandum.
3. These orders will be effective from 1st September, 2008.Annexure to O.M.No.7(20)/2008-E.III(A) dated 24th September, 2008
Revised Rates of Family Planning Allowance (FPA) with reference to Revised Pay Bands and Grade Pays for posta carrying present scales in Group ‘A’,'B’,'C’,'D’
2. The allowance will be related to the Grade Pay corresponding to the post against which the employee concerned had initially earned or will earn the Family Planning Allowance. All other terms and conditions governing the grant of Family Planning Allowance shall remain unchanged.
4. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders after consultation with the Comptroller and Auditor General of India.

wife of the central government employee had undergoine family planning operation on 10.10.2000 and drawing fpa wef 01.11.2000. I am a central govt.employee.My wife has undergone family planning operation on 1988.At that time my pay scal was 1320-2040,and I have got FPA of Rs 30 .After 4th CPC it got changed to 4000-100-6000,and FPA chaged to RS 100.Afterwards I have got two ACP of 4500-7000 & 5000-8000,out of which I have got 2nd ACP on 2003.

I joined as LDC in feb/1971,got prommotion as UDCin 1974, again in Oct.1978 I was prommoted as Asstt.Supdt.in the pay scale of 470/- In 2006 I was prommoted as Supdt. in the pay scale of 6500/- The scale is merged by the 6th pay commision in the GP 4600/- I retired in march/2009.My Question is whether I will get any MACP? sir at the time of family planning in February 2009, i was in the grade pay of Rs.4800/-pm, hence i am getting family planning allowance @Rs.500/-pm, but i have, recently, got financial upgradation under MACP retrospectively from september 2008. whether i may get FPA @Rs.550/-pm. my office is not giving me FPA @Rs.550/- as the pay of my grade is 4800/- and i am getting grade pay of Rs.5400/-due to MACP which will not be considered for giving FPA at the rate admissible in grade pay of Rs.5400/-

a-in our department family planning rule is one should attain the age of 40 and not more than two children. small children age exceed 10 years.
b-family planning allowance will be payable on the due date or from the date on which one apply .

After 6 CPC my post has been upgraded with pay scale 7450-225-11500 and now my department is giving me Family Planning Allowance of 400/-pm. The revised rate FPA should be apllicable for all those who are availing or availed the benefits of MACP .
As per the MACP , GRADE PAY may be automatically goes up ;
while the same change should be applied automatically for
FPA .
The FPA table is useful for me to know this ;

I joined as LDC in Mov/1981,continue service in Flag officer Commanding in Chief, Eastern Naval Command, Visakhapatnam. I got two ACPs 2nd ACP I got Nov 2005 on that time my pay scale was Rs.5000-150-8000.
As per sixth CPC my pay fixed at PB-2 and Grade Pay Rs.4200. but Family planning allowance was granted Rs.210/- only instead of Rs.400/-.
As per 6th pay commision above letter whoever get G.P Rs.4200/- FPA is Rs.400/-.

My wife has gone through family planning operation in Feb. 2000 in a private nursing home but due to some official problem regarding records of concern health centre I was unable to produce the duly signed certificate. Finally I got the certificate after verification of record in July 2010. My department has paid my FPA from October 2010. But our LAO is not allowing to pay the airier from March 2000 to September 2010 due to time barred case. sir i am working in indian audt and accounts department. my wife has under gon sterilization on 1-7-2007 in private clinic. the certificate issued by the doctor was counter signed by the medical authority in april 2010.claim for special increment was submitted by me on 12-04-2010.please tell me whether i am entitled for arrears w.e.f. 1-08-2007 or not please also clarify whether i am entitled for revised rate of increment i.e Rs 500.00 as my grade pay is Rs4800.please mention related rules.

i have applied for family planning from the year 2008, but till date it has not been focus on my pay slip. which was through proper channel. while asking for the same it has been informed that your has been send for approvel, while i contancted the estt. section it was told that your form has been lost. and when i inform to my office about this they told you might have received a office copy which i have been received, but they tell me that i have received. the false statement from my office. from other staff i come to know that if i apply fresh it will applicable from the running month only and rest of the years arrears will not be received.

I was in the scale of 5500-175-9000 from 1-4-2002 and my family planning increment was 175 therefore after implementation of 6th cpc, i was granted family planning increment at the rate of rs.400 against grade pay of 4200, Afterwards I have got promotion in grade pay of 4600, whether i am entitled for 450 against grade pay of 4600 or not.give reply in email

SIR/Madam, My wife has undergone family planning, when my pay scale was 6500-200-10500.Hence I was getting Rs 200 as FPA.After recommendation and revision of FPA I am getting Rs.400 as FPA.But my pay is revised in PB-2 with grade pay 4800.
