Subject : Travelling Allowance Rules – Implementation of the Sixth Central Pay Commission.
  
The undersigned in directed to say that in pursuance of the decisions taken by the Government on the recommendations of the Sixth Central Pay Commission relating to Travelling Allowance entitlements, sanction of the President is conveyed to the modifications in the Travelling Allowance Rules as set out in the Annexure to this Office Memorandum in so far as they apply to civilian employees of the Central Government. Seperate orders will be issued by the Ministries of Defence and Railways in respect of their personnel.
  
2. The ‘Grade Pay’ for determining the TA/DA entitlement is as indicated in Central Civil Service(Revised Pay) Rules 2008.
  
3. The term ‘Pay’ for the purpose of these orders refer to basic pay as defined in Rule3(8) of Central Civil Service(Revised Pay)Rules 2008 and includes the revised non-practicing allowance, if any, admissible in addition.
  
4. In respect of those employees who opt to continue in their pre-revised scales of pay, the corresponding Grade Pay of the pay sclaes of the post occupied on 1/1/2006 would determine the TA/DA entitlements under these orders. However, for determining the Composite Transfer Grant for such employees, the term pay shall also include, in addition to the basic pay in the pre-revised Scales, stagnation increments, Dearness Pay and NPA as per orders in force on 1/1/2006.
  
5. These orders shall take effect from 1st September,2008. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of ‘node of travel, class of accommodation, etc,. shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements. 6. The claims submitted in respect of journey made on or after 1st September,2008, may be regulated in accordance with these orders.
  
7. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.
  
8. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

ANNEXURE

Annexure to Ministry of Finance, Department of Expenditure O.M.No.19030/3/2008-E.IV dated 23rd September, 2008.

In supersession of S.R.17 and G.O.I , M.F. No.10/2/98-IC& 19030/2/97-E.IV dated 17/4/1998, the following provisions will be applicable with effect from 1.9.2008.

The revised Travel entitlements are subject to following: -

(i) In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.
(ii) In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.
(iii) Henceforth, all mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.
(iv) All Government servants are allowed to travel below their entitled class of travel.
 
 
B. International Travel Entitlement:
 
(i) Cabinet Secretary/Secretary to G.O.I. and Equivalent

(ii) Officers drawing grade pay of Rs. 10,000 and above and those in pay scale of HAG+
Business/Club Class.
(iii) Others

C. Entitlement for journeys by Sea or by River Steamer (SR. 40):

(b) Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:
 
(i) For journeys performed in own car/taxi: Rs. 16 per km.
 
(ii) For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km.
 
(c) The rate of Mileage Allowance for journeys on bicycle on tour and transfer, is revised from 60 paise to Rs 1.20 per kilometer.
 
 
3. Daily Allowance on Tour:

Reimbursement for Hotel accommodation of upto Rs. 1500 per day, reimbursement of taxi charges of upto Rs. 150 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 200 per day.

Reimbursement for Hotel accommodation of upto Rs. 500 per day; reimbursement of travel charges of upto Rs. 100 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 150 per day.

Reimbursement for Hotel accommodation of upto Rs. 300 per day, reimbursement of travel charges of upto Rs. 50 per diem for travel within the city and reimbursement of food bills not exceeding Rs. 100 per day.
 
In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc., for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided tor reimbursement of food bill. However, in this case the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer. For journeys on foot, an allowance of Rs. 5 per kilometer travelled on foot shall be payable additionally.
 
 
4. TA on Transfer:
 
A. Accommodation and Mileage Allowance Entitlements:
 
(i) Accommodation and Mileage Allowance entitlements as prescribed at para 2 above, except for International Travel, for journey on tour by different modes will also be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R. 114 will, however, continue to be applicable.
(ii) The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M. F. No. 10/2/98-IC & F. No. 19030/2/97-EIV dt. 17th April 1998, shall continue to be applicable.
 
 
B. Transfer Grant and Packing Allowance:
 
(i) The Composite Transfer Grant shall be equal to one month’s pay as defined in para 3 of this O.M. in case of transfer involving a change of station located at a distance of or more than 20 km from each other.
 
(ii) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.
 
(iii) At present, only one transfer grant is permitted if the transfer of husband and wife takes place within 6 months of each other from the same place to the same place. With effect from the date of implementation of these orders, in cases where the transfer take place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period or six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India.

5. T.A. Entitlement of Retiring employees:
A. Transportation of Conveyance:
 
In partial modification of S.R. 147 the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in public interest.
 
B. Lumpsum Transfer Grant and Packing Allowance:
 
(i) The composite transfer grant equal to a month’s pay last drawn as defined in para 3 of this O.M. may be granted in the case of those employees who, on retirement, settle down at places other than the last station(s) of their duty located at a distance of or more than 20 kms. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc. at the old and new station, presently admissible are subsumed in the composite transfer grant and will not be separately admissible.
 
(ii) As in the case of serving employees, government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the composite transfer grant subject to the condition that a change of residence is actually involved.
 
6. The TA/DA rates mentioned in para 2 D(b) and (c) (mileage for road journey by/taxi/own car/auto rickshaw/ own scooter/bicycle etc.), para (3) (all components of dally allowance on tour including rate of DA for journey on foot) and para 4(c) (rates of transportation of personal effects) of this Annexure, shall automatically increase by 25% whenever Dearness Allowance payable on the revised pay structure goes up by 50%.

    The paramilitary force personnel are the central government employee but they are received Family Accomodation Allowannce (HRA) only Rs. 700/- irrespective of the rank. Is it justifiable.

    I am working as pharmacist in labour welfare organisation, govt.of india min.of labour & emplt. My joining date is 12/3/1983,my scale was 4500-125-7000.I get 1st ACP on 1/2/2000 in pay scale 5000-150-8000.After 6th CPC my grade pay is 4200.I get 2nd on 12/3/2007 with 3% increment,grade pay not changed and NO regular increment on 1/7/2007.I get next increment on 1/7/2008.What is my grade pay after MACP? Please clarify.

    1. Travelling/Daily allowance for a course conducted at Delhi in a institution located 20 Kms away one way from local residence of an officer can be claimed or not. If can claim, relevant rule/instruction of GOI No & date may please be indicated/copy mailed. The Officer used his own conveyance to commute from residence to institution daily both the ways till the end of the course. No accommodation was provided by the trg institution.

    2. Relevant orders copy for transportation of motor car & rates admissible for an officer on transfer involving two stations.Is there any change in claiming the transportation of personal motor car on transfer on lines with amendment of admissibility from Rs.18 to Rs.30 in case of transportation of personal effects.

    Request clarify the above with copy of orders through mail.

    On 20 Feb 2010 I have received posting order from SHQ to Ftr HQ Agt. On 13 Apr 2010 I have been relevied by SHQ for Ftr HQ Agt without permisssiion for aviling joining time. Accordingly I joined Ftr on 14 Apr 2010. On 12 April 2010 another posting order circulated from Delhi for Ftr HQ Kolkata, which was received on 13 apr 2010 by me. On 26 June 2010 I have been relevied for Ftr HQ Kolkata by Ftr Agt. Both posting order was isued on public interst In these case can I entitled for both trasnfer TA. Please advise me.

    Sir, I submitted my T.A bill for the period 2008-09 timely to the Department for performing preventive Duty beyond eight kilometres of the Hdqrs and the duration of my duty was more than six hour which was during my normal office hour. After necessary verification and action, the said bill was sent to Pay and Accounts Office, CBEC, SILIGURI for further course of action. But PAO has rejected/returned the said bill mentioning the reason of return that ” Preventive duty is normal duty of preventive officer. If the controlling officer may think suitable permanent travelling Allowance may be granted to the official if they have to travel extensively as per SR 22.”

    I am a field officer conducting and imparting training to the all the employees in both public and private sector organisation, i travel and stay in different places, some times i have conduct the programme within city limits very closed to our regional office and also the time which i spent at the venue of the programme may be less than 8hrs in a day, in such situations how i can claim food bill?
    am i get the limit of Rs 200/- or less than that what is the criteria for calculating this one: i hope you will clarify the doubt arised in my mind.

    i have been given ACP order in 2010 for which I was eligible in the year 2005.I had submitted my request in 2006 for the grant of ACP but the request was not processed,now I have been given the arrears w.e.f. 2005 but I have not been given T.A. arrears of higher scale.I had applied for the grant of ACP in time but the same is delayed by the department and for none of my fault i have been deprived of T.A. arrears.Kindly guide me and inform as how can I get the monthly T.A. arrears as for no fault of mine the same is not sanctioned/granted to me.

    I hve taken LTC for four year block we hve visited Gorakhpur to shimla(26th DEC 2009-3jan 2010) by train & our declared destination was manali not connected with train i hve hired full taxi frm shimla to manali (4 members)dept has restrict with bus fare which was correct i hve attached original cash receipt in ltc claim the audit dept has raised recovery of that amt paid by me while saying taxi is not permitted and bus fare will be given after produce of HPTDC buses only please gve rule position and DOPT orders if any your co-opration will be highly soliciated my grade pay is 4200/-

    I had availed LTC to Amaranath Shrine at Srinagar,Jammu & Kashmir in 2009. From Baltal (and back )to Amarnath Shrine I had to go by pony ride to the LTC Point Amarnath Shrine by paying Rs 1200/- to and fro journey. Whether I am entitled for refund of the amount paid for the above mode of journey. What are all the rules/conditions applicable for the above mode of journey in case of LTC Please let me know so that I can bring this information to my office AO to pass MY LTC Bill

    I had travelled from Guwahat to Banglore to attend in service course w.e.f 21-10-10 to 30-10-10 and 31-10-10 was sunday I had also applied for ten days EARNED LEAVE EN -ROUTE to visit my home town FOR DEEPAWALI w.e.f 01-11-10 to 10-11-10 which was sanctioned to me .After attending my course and availing my EL ,I submitted my TA/DA bills ,but my TA for backward journey has not been entertained . kindly advise what to do?

    I have been transfer from Jamshedpur to santiniketan,I have perform my transfer journey & join duty on 1st april 2010.Then my Band Pay was Rs.23270/- & Grade pay Rs.4600/-. My MACP awarded w.e.f 01.09.2008.After getting MACP Band Pay is Rs.25010/- & Grade pay Rs.5400/-.     Sir,
    I had been detailed to undergo in-service training (i.e., Personality Developmnent training) for 5 days at Chennai, where I had been provided with free accomodation and messing.
    I understood from Swamy’s Handbook 2011, Section 27, Sub-section-7, page No. 346, informs “Full-Daily Allowance”.
    Where as on TA Bill, daily allowance is being re-imbursed only 1/4 of D.A by referring Swamy’s Compilation of FRSR, Part-II, Chapter-II Page-66.
    Please clarify on the matter.

    Sir,

    I purchased a car but intimated my office for its acceptance after 2 months of its acquiring. My office enquired about the reasons for late intimation and I have submitted the reply of the querries raised by the office which is under process. Meanwhile I got transferred, but my office disallowed my Transfer TA Advance for transportation of Car with a remark that since the acceptance of acquisition of the car is under process it can be allowed. I am of the intention that I should get the advance since the car is in my possession and i have intimated about the transaction.
    Kindly clarify.

    On 01 Nov. 2009, one of the Class I Officer has been posted to New Delhi from Mumbai. After that he claimed, TTA claim for the said transfer and he received the said claim, including Air Fare + Composite Grant + Personal effect. At that time he has not shifted his family. After one and half month period, the said officer again transfer from New Delhi to Mumbai, again the said officer claim TTA for transfer from New Delhi to Mumbai. Both the transfer orders was issued in public interst.

    In this regard, whether the said officer is eligible for Composite Transfer Grant in the case of Transfer from New Delhi to Mumbai. If so, please give the details. If not then please give the relevant O.M. Reference / Rules along with copies.

    TA for Places not connected by Rail- oficials are claiming highest entitlement i.e hired car/own car subject to road mileage prevailing in the area, inspite of availability of public buses, commercial taxis.They are claiming on the basis of the clause – Mode of conveyance needs no approval from higher authority.also there is no AC bus on the route. please state whether the claim is tenable.

    Sir,
    I am a Central Govt. employee, working in A.G.(Audit) as AAO with Gr.Pay of 4800/-, transferred from Allahabad to Hyderabad in May 2011. Officer did not allow One additioal fare to and fro due to availability of government accommodation under SR 116,GIO(5), para (VI) .
    Please clarify that after joining on 19th May, 2011, I applied for govt. quarter on 20.5.11 and quarter allotted on 28.5.2011 , after that I gone to Allahabad on 13th June,2011 to take my family and personal effects and came back to Secunderabad alongwith family on 28.6.11 by Train AC-II. All the transfer grant dues have been paid except one additional to and fro fare for me from Sec’bad to Allahabad and back.
    Is this one additional fare admissible or not.
    Please clarify Sir, because it is not possible to anyone to join the new office which is about 1500 kms. away alongwith family and personal effects.In my joining letter it has been mentioned that TA and joining time is admissible as per rules.

    I TRAVELED WITH MY TWO STAFF AS ON DUTY. WE HAVE TAKEN FOOD ALTOGETHER IN A RESTAURANT. THE FOOD BILL GIVEN BY THE RESTAURANT WAS A COMBINED BILL, COMPUTERIZED SLIP WITHOUT MENTIONING THE NAME OF ANY OF THE STAFF.

    I am working as field staff in Railway travelling on duty beyond 8 kms by road also where partial bus service(erratic) available.My claim of RS.8 OR 10pkm for self owned motor cycle disputed by my HQ office saying `must use the cheaper mode of transport where ever available then other mode for the remaining part which is practically impossible as I cannot keep my m.cycle mid way and other convenient mode transport is scarce.Kindly arrange to send me a clarification in the matter.

    Sir,I have been transfered from Himachal Pradesh to North east region shillong and final claim produced to audit authority to realising payment without production Money receipt as per concession in north east with copy of swamyes clarificion and Andaman addministration clarification but audit authority not aggreed and return the bill with remarks produced money receipt along with bills or show the Govt letter where mentioned that money receipt not required.we are not accept swamys clarification as an authority.My Grade pay is 4600/- and submitted bills for 6000Kg as per authorisation .Request the letter no under which written money receipt not required along with bills through my Email address with attachment that letterplease. ie.golam.mohiuddin786@gmail.com at the earliest to re submit the bill to audit authority for realising payment.

    i went on Temporary Duty(my assessment was conduted at delhi) by a private airline due to time constraint.
    I was denied 2 tier ac train fare stating that for TD i need to travel by indian airlines to get a reimbursement.
    Please could you tell me about the rule concering a non entitled person travelling by private airlines and claiming only entited 2 tier ac train fare.
