What is “Hierarchy”
Generally we all know that the word ‘Hierarchy’ means ‘an arrangement of items’. The same word plays an important role among the government employees. An employee who gets promoted from lower pay-scale to higher pay-scale as a result of promotion, the formation of pay structure is called ‘Promotional Hierarchy’.
It is very normal that each and every central government employee is eager to get a promotion in his service. The advancement of an employee from one grade to another grade is called promotion. That pattern of pay structure for promotion, which gives one grade to another grade with pay range is called ‘Promotional Hierarchy’.
In every central government departments, various staff are working together, but their pay differs. Promotion is provided on the basis of their own promotional hierarchy of category of post. Hierarchy is not common for all employees. It maintained ‘Basic Pay Structure’ for every category of post in every departments. Even though, the same category of employees working in different departments, they may have also different promotional hierarchy.
Initially in 2008, 6th CPC had recommended the new Grade Pay structure for all Central Government employees, this formation also called ‘Hierarchy of Grade Pay’. This Grade Pay Hierarchy is common for all employees, but ‘Promotional Hierarchy’ will differ to each category. In 5th CPC, the order in pay structure was 3050, 3200, 4000, 4500, 5000, 5500, 6500.., but all the employees didn’t get promotion in this order. Every department has different pattern of pay structure for promotion. This is known as ‘Promotional Hierarchy’.
Erstwhile ACP Scheme was based on ‘Promotional Hierarchy’.
The Modified ACP Scheme is based on ‘Grade Pay Hierarchy’.
An employee getting promotion as per his ‘Promotional Hierarchy’, whereas an employee getting MACP upgradation as per ‘Grade Pay Hierarchy’. The Grade Pay has created many anomalies within a single cadre. Hence, all the Trade Unions and Federations summarily rejected and insisted that grade pay of the next promotional post to be granted under the new MACP Scheme instead of granting next higher grade pay in the revised grade pay hierarchy. One more alternative also given by staff side in MACP Core meeting held on 25.2.2010 that the first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next grade pay of the revised pay band and grade pay.
Finally, Dopt has ordered to send the necessary information in respect of specific categories of employees where the MACPs is less advantageous that the erstwhile ACPS. It is based on the discussion with the Staff Side in 3rd meeting of the Joint Committee of MACP Scheme held on 15.03.2011. It identified more in some departments like Railways, Defence, Urban development, Home affairs and Postal.

Dear Sir,
I am an Assistant Engineer (Gazetted Rank) Group B officer (isolated post) working in a 100% central govt funded autonomous institute and has rendered a service of 9 years with present grade pay of Rs 4,600/-. My first MACP is due in 2012. The grade pay of Assistant Executive Engineer which is next promotional post in the departments is Rs 5,400/-. But, as per the orders of MACP, my grade pay will increase from Rs 4,600/- to Rs 4,800/- after granting MACP(only Rs 200/- increase). This type of anomalies have to be sorted out at the earliest.

Huge disparity in pay on grant of ACP and MACP to Gr. ‘D’ Stenos/UDCs, having just one year difference in seniority [from a Rs.100 difference to Rs.5,490/- in basic only].
On completion of 12 years approved service, ACP was granted to StenoDs/UDCs of 1995 batch w.e.f 01.07.2008 and fixed their pay at Rs.18,460/- (Rs.13,860/- in pay band and a grade pay of Rs.4,600/-) as the ACP was monetarily equivalent to a promotion. Whereas, on completion of 12 years, 1996 batch Steno-Ds/UDCs were granted MACP and their pay fixed at Rs.12,970/- (Rs.10,170/- in pay band and a grade pay of Rs.2,800) There was a gap of Rs.100/- only in the basic pay between a Grade-D Steno/UDC senior to just one year as per the pre-revised pay scale of Rs.4,000-100-6,000/-. At the same time, after the introduction of MACP, this gap in the basic pay has been widened to Rs.5,490/- . It is very evident from the above the degree of disparity and difference among the similarly placed.
This unjustifiable difference in basic pay is only between Assistants/Grade ‘C’ Stenos promoted or granted ACP between 01.01.2006 – 31.08.2008 and those who were promoted or given MACP on or after 01.09.2008. This is because of the fact that Steno-Ds/UDCs granted ACP between 01.01.2006 – 31.08.2008 got the benefit of the above fixation [both Rs.6,500/- and Rs.7,450/- (pre-revised) at the time of calculating pay in the band]. The above benefit of fixation was denied to those who were given MACP after 01.09.2008. Due to this, they are also denied the entitlement for type III government accommodation and rail journey by 2AC from 01.09.2008 as they are not having the grade pay of Rs.4,200/ for availing the facility. Whereas, those who availed ACP upto 01.09.2008 are enjoying these facilities.
The Modified Assured Career Progression Scheme fails to meet the very purpose and aim behind the financial upgradation to neutralise the monetary loss due to stagnation and hardships faced by the employees. Whenever a policy or a scheme is reviewed or modified, the basic concept/motive behind is for the financial betterment of the employees and certainly not to cause any sort of loss. Even if no additional benefit is granted due to review/modification of a policy, the benefits allowed under the previous policy are at least retained. The financial upgradation under the MACP Scheme should be granted as per the promotional norms, then only it serves the very purpose of `Career Progression’.
As per DOPT OM No.20/49/2009-CS-II (B) dated 22nd June, 2011, a new grade of UDC (NFSG) and Steno-D (NFSG) in CSS and CSSS in the grade pay of Rs.4,200/- in the pay band 2 has been created. This should have been given from 01.01.2006 at least as done in the case of Assistants/PAs to minimize the existing wide gap. The said order itself questions the very existence of 10 year MACP as a new entrant to UDC/Steno-D will get Rs.4,200/- grade pay after completion of just 5 year’s approved service. Whereas, those who were given MACP on or after 01.09.2008, after completion of 10 years, under the MACP, getting a mere Rs.400/- only added to Rs.2,400 grade pay, i.e. Rs.2,800/-. Even after getting a promotion, the huge difference will be there as only a grade pay of Rs.4,600/- will be provided on promotion at present, not the next hierarchical pay scale as given earlier. Whereas Gr. ‘D’ Stenos granted ACP between 01.01.2006 – 31.08.2008 got the benefit of the both Rs.6,500/- and Rs.7,450/- (pre-revised) and the grade pay of Rs.4,600/-.
DOPT should take a serious note of this anomaly and rectify the same at the earliest please.
A 1996 Batch Grade D Steno
Sir,
Grade pay 4800 must be removed. After serving for 30 years getting III MACP from GP 4600 to 4800 is very meagre.
Before 6 cpc:-
initial appointment as JE,basic pay- Rs5000/-
1st ACP after 12 years service to the basic pay-6500 (Now grade pay-4600)
2nd ACP after 24 years service to the basic pay-10000(Now grade pay-6600)
After 6 cpc:-
initial appointment as JE,grade pay- Rs4200/-
1st MACP after 10 years service to the grade pay-4600
2nd MACP after 20 years service to the grade pay-4800
3rd MACP after 30 years service to the grade pay-5400
What a joke!
We are in Indian Railway ( Zonal Rly.staff) working as Private Secretries erstwhile the post of PPS has since been merged (PPS-PS both Grade Pay and Pay Band are same suchas Rs.9300-34800) after recommednation of 6th CPC. There are initial appointment as Grade ‘D’ steno(4000-6000) i.e., Jr. Steno, then promoted to Sr.Steno(5000-8000), then Confdl.Asstt(5500-9000) and last promoted to PS/Gr.II (6500-10500-erstwhile PA.In Gazetted cadre there are two separate grade such as PS/Gr.I & PPS/II in scale Rs.7500-1200 & 8000-13500, But after recommendation of 6CPC, both the posts have been merged in PB 9300-34800 with Grade Pay 4800 & after completion of 4 years, GP 5400 are awarded with same Pay Band, and after that no higher post is available. Thus we are working in same grade for the last 10(TEN) years without getting higher grade benefits. Normally every government employee is eager to get a promotion in his/her service career ie.,called advancement of an employee from one grade to another grade. I therefore, request to appropriate authority to look into our case especially for stagnation (last Ten years)problem, if our case is not considered immediately then career like us would be doomed/blocked for ever. So it is interesting to note that our colleagues are retiring in same grade pay & pay band every year without getting benefits.

There is no use of Anamoly committee in respect of MACP cases. Senior AAOs of IA&AD staff are drawing GP of Rs.4800/- then juniors who are getting Rs.5400/- GP.What is present status of Anamoly Committee no body knows. Can u help me in this matter.

I am working as library Information Asst. in the ministry of health and family welfare at (CLTRI) chengalpattu. Initially my entry pay scale was 1400-2600 after 5th pay commission my pay was revised to 5500-8000. After completion of 12 years of my service, my pay was fixed at 6500-10500 under the ACP (first ACP)Scheme.After recommendation of 6th pay commission my pay was fixed Grade Pay and Pay Band are Rs.4600 (Rs.9300-34800). Implementation of MACP, after completion of 20 years of service 2nd MACP was awarded GP of Rs.4600. Actually, if followed old ACP scheme after completion of 24 years of service my GP will be Rs.6600 under the common category of library staff pay pattern. I am getting more benefits under the ‘Promotional Hierarchy’. I am looosing my pay benefit under MACP scheme.DOPT should take a serious note of this anomaly and rectify the same at the earliest.

I am working in the accounts dept. of the Railways. I am Accounts Assistant in the Railways.Under MACP I got 4600/- Grade pay but under the ACCOUNTS ‘HIERARCHY” the next Grade pay is 4800/-. This is a Strange Situation.
As such, 6th PC has enhanced mainly the allowances and if you go by the enhancement of basic pay it is practically almost very little. Further, it has widened the gap between NG and Gaz posts. More stark reality is also for the pensioners after 2006. As the commutation value has been reduced and index has been revised to reduce the pension burden of the Govt, their take home has become lesser than earlier or with very little enhancement. The benefits that are been constantly been revised for the Gaz. cadre are unique and defeats the improvement of work infrastructure of Non-gaz cadre. What exactly is the upward swing of non-planned expenditure of such benefits have to be assessed; perhaps it is massive. therefore the Govt. should consider to bring parity of the multiplication factor between Gaz.and Non-gaz cadre so that they can create their own; albeit if the Govt. wants an overall improvement or else you may generate 9lakhs of engineers per year but thereafter they will become dude after their employment in Govt. organization.

i think group D employees much better to him bcoz his grade pay of Rs.1800/- what think govenment about LDC/UDC its means is nothing importance their services
DOPT should take a serious note of this anomaly and rectify the same at the earliest.

Hello Sir Im appointed in Military Engineering Services (MES) Under GE (AF) Tambaram,My Trade is Mazdoor but Im not get Grade Pay of Rs.1800/- im SSLC Failed Candidate so I have Grade Pay Means What Can i do Sir im appointment year is Aug 2009,I appointment first 3 months He will Give Grade pay Rs.1300/-but after 3 months this grade Pay also with Drawm for Me sir,i got grade Pay means what can i do please Help Me Sir…

I am appointed as LDC in Aug 1997 . As per ACP I have completed 12 year in 2009. In 2010 I am selected/Appointed as UDC. I have not granted ACP in Aug. 2009 due to 6th CPC . Now I have got MACP w.e.f. Sept 2010 in RS.2000/-.
If I get ACP RS.4000/- grade in V Pay but in MACP I got only 2000/- grade Pay . It is not equal to UDC post.
Pl.see and rectify this and reply.

I am Police Constable (2003 appointment year) basically from Mumbai Police and from 13 Nov. 2009 I am on deputation at CBI Mumbai. My parent department had not given me 6th pay areas till date as giving reason your current payment drawing authority is CBI and they have to draw your arrears but CBI had already cleared by letter that they will not pay as working period is from state govt. so who is really capable and what papers required for make bill of arrears. I am working as an Assistant Librarian in IHM afflited to NCHMCT and an autonomous body under ministry of tourism. Sir my pay scale is 5200-20200 with gread pay of 1900. there was an anomaly now ministry of tourism up graded the pay scale of Librarian in all IHMs 5200-20200- with gread pay of 2400. to 9300-34800 with g.p of 4200. sir i am A Graduate with M.Lib, knowledge of Library Management Software and computer knowledge, and my experience in IHM is 4 year and 5 month in addition i have also 3 years of experience in AICTE approved private college. sir i full fills all the qualifitions of a librarian in my institute IHM. Sir can my institute upgrade my post Assistant Librarian to Librarian. some other IHMs has upgreaded there Assistant Librarian to Librarian. but i don’t have that order of upgradation of assiatant Librarian to Librarian by Ministry of Tourism and NCHMCT. Some of the my friends working in IHM as librarian told me that their was an sach order issued to all IHM in june 2009 regarding upgradation of assistant librarian to Librarian. Sir, my post is accounts clerk cum typist in 4000-100-6000 scale of pay i.e. 5200-20200 (GP 2400) earlier i am sanctioned ACP i.e. 4500-125-7000 i.e. 5200-20200 (GP 2800) Now I am due 2nd MACP for completion of 20 years of service without promotion. The grade pay will be 4200/=. But however, this grade pay is not available in 5200-20200 pay band. In this situation while granting 2nd MACP, please clarify whether the pay must be fixed in 5200-20200 pay band with grade pay of 4200 or in 9300-34800 with grade pay of 4200/= Kindly clarify at the earliest since orders are expected to be released within a couple of days.

sir i have given grade pay 2800 after completion of ten years of service as steno grade D instead of grade pay 4600. I cannot imagine that how Government has made partiality to those who have given MACP after 2008. Government must implement the old ACP to avoid injustice with us.

Due to 6th CPC recommendation, Steno Gr.III are getting financial loss of about Rs.1000/- every month as after getting 1st MACP, they are given GP 2800/- and after completion of 12 years of successful service, they are continuing in GP of Rs.2800/-. But on the contrary, the Steno Gr.III who is only one year senior to me with same responsibility/designation are getting GP of Rs.4200/- after completion of same service i.e. (12 years). They are also going to get GP of Rs.4600 after 20 years( 2nd MACP). But we the poor Steno Gr.III will get GP of Rs.4200 after 20 years( 2nd MACP). If GP of Steno Gr.III and UDC would fixed at Rs.2800 from 1.1.2006, this anomaly could have been removed. SO THINK! THINK! THINK!

koi employee 10 saal tak grade pay 1900 per karya karta hai, aur MACP me use sirf Rs 100 badakar uski grade pay 2000 kar di jaati hai, kya ye ek lower class employee ke saath (six pay commission jisne report di hai) ne ek Bhadda Mazak nahi kiya hai, pls sir aap is maater me help kijiye aur ek lower employee ko grade pay 2000 ke sthan per Macp me 2400 dilwane me madad kare

I am drawing pay in the grade of Rs. 9300-34899+4200 grade pay. Recently I was offer the post of store keeper in the lower grade of 2800 grade pay. I accepted the same because I was working as Language typist. Because of change in designation I accepted the post. I refused the same post earlier because I was offered the outstation post. I was debarred for two years for not accepting the post. kindly let me know if a person refuses the post will he be debarred for two years or one year. please clarify
Please abolish one of the grade pay 4600 or 4800 so that most anomalies in macp will be removed
Abolish of Grade Pay Rs.2000/- in MACP scheme must be withdrawn, as it is done mischeap with class IV employees.Only extra beneficial is given to higher class employees. Do the need full by NAC COMMITTEE AND PENGING DECISION MAY BE TAKEN AT AN EARLIEST.
Abolish Band-pay & Grade Pay.Give up increment on first July.
Give Transport Allowance as percent basis as HRA is given.
Abolish unwanted Groupism such as A,B,C etc.From top scale to
the lowest scale reduce abnormal gaps.
sir,Befoee 6 pay commn my grade pay Rs.4500-125-7000.My post was as Technicians-II, My Education is B.SC.,P.G.Diploma in computer Science,P.G.Diploma in Personnel Management. M.B.A.(System),Ph.D. After fixation given me as P.B.-1,Grade pay 2800/-. But other Institutes given Grade Pay Rs.4200/- .
As per 5th pay commn. also given to 5000-8000 and 6th pay commn. also given grade pay 4200/- But in my case not consider, I also applied for consideration in Dept. ,Also applied for consideration Grade Pay Rs.4200/- ,So Please consider my case .
sir i have given grade pay 2800 after completion of ten years of service as computer operator instead of grade pay 4600. I cannot imagine that how Government has made joke to govt. servant after intorducing MACP. Government must implement the new ACP to avoid injustice with us.
